    Market Power and Cartel Formation: Theory and an Empirical Test

    Antitrust enforcement makes it difficult to test theories of cartel formation because most attempts to form cartels are blocked. However, federal laws allow U.S. produce growers to operate marketing cartels through devices called marketing orders. These cartels use quantity controls and quality standards to raise prices on fresh produce. Some growers have adopted marketing orders and others have not. This paper develops and tests a positive theory of the adoption of marketing orders. The theory suggests that growers in a region are more likely to adopt a marketing order if the demand for fresh produce is inelastic, the growers’ market share in the fresh market is large, there are barriers to entry and expansion, the fraction of the output the growers ship to the fresh market is not too large or too small, growers are homogeneous, and large cooperatives exist.     Luther's lives: Two contemporary accounts of Martin Luther

    This volume brings together two important contemporary accounts of the life of Martin Luther in a confrontation that had been postponed for more than 450 years. The first of these accounts was written after Luther's death, when it was rumoured that demons had seized the reformer on his deathbed and dragged him off to Hell. In response to these rumours, Luther's friend and colleague, Philip Melanchthon, wrote and published a brief encomium of the reformer in 1548. A completely new translation of this text appears in this book. It was in response to Melanchthon's work that Johannes Cochlaeus completed and published his own monumental life of Luther in 1549, which is translated and made available in English for the first time in this volume. After witnessing Luther's declaration before Charles V at the Diet of Worms, Cochlaeus sought out Luther and debated with him. However, the confrontation left him convinced that Luther was an impious and malevolent man. Consequently, over the next twenty-five years, Cochlaeus fought vigorously against the influence of the Reformation. Such is the detail and importance of Cochlaeus' life of Luther that for an eyewitness account of the Reformation - and the beginnings of the Catholic Counter-Reformation - there is simply no other historical document to compare. Published in collaboration with The Sohmer-Hall Foundation, this book also supplies introductory texts to the lives of both Cochlaeus and Melanchthon, plus comprehensive annotation for readers who wish to make a broader study of the period. These translations will be essential reading for students and academics of the Reformation and all early modern historians interested in this fascinating period of religious history

    Bifurcated polarization rotation in bismuth-based piezoelectrics

    ABO3 perovskite-type solid solutions display a large variety of structural and physical properties, which can be tuned by chemical composition or external parameters such as temperature, pressure, strain, electric, or magnetic fields. Some solid solutions show remarkably enhanced physical properties including colossal magnetoresistance or giant piezoelectricity. It has been recognized that structural distortions, competing on the local level, are key to understanding and tuning these remarkable properties, yet, it remains a challenge to experimentally observe such local structural details. Here, from neutron pair-distribution analysis, a temperature-dependent 3D atomic-level model of the lead-free piezoelectric perovskite Na0.5Bi0.5TiO3 (NBT) is reported. The statistical analysis of this model shows how local distortions compete, how this competition develops with temperature, and, in particular, how different polar displacements of Bi3+ cations coexist as a bifurcated polarization, highlighting the interest of Bi-based materials in the search for new lead-free piezoelectrics

    Primase-polymerases are a functionally diverse superfamily of replication and repair enzymes

    Until relatively recently, DNA primases were viewed simply as a class of proteins that synthesize short RNA primers requisite for the initiation of DNA replication. However, recent studies have shown that this perception of the limited activities associated with these diverse enzymes can no longer be justified. Numerous examples can now be cited demonstrating how the term 'DNA primase' only describes a very narrow subset of these nucleotidyltransferases, with the vast majority fulfilling multifunctional roles from DNA replication to damage tolerance and repair. This article focuses on the archaeo-eukaryotic primase (AEP) superfamily, drawing on recently characterized examples from all domains of life to highlight the functionally diverse pathways in which these enzymes are employed. The broad origins, functionalities and enzymatic capabilities of AEPs emphasizes their previous functional misannotation and supports the necessity for a reclassification of these enzymes under a category called primase-polymerases within the wider functional grouping of polymerases. Importantly, the repositioning of AEPs in this way better recognizes their broader roles in DNA metabolism and encourages the discovery of additional functions for these enzymes, aside from those highlighted here

    Clinical deployment environments: Five pillars of translational machine learning for health

    Machine Learning for Health (ML4H) has demonstrated efficacy in computer imaging and other self-contained digital workflows, but has failed to substantially impact routine clinical care. This is no longer because of poor adoption of Electronic Health Records Systems (EHRS), but because ML4H needs an infrastructure for development, deployment and evaluation within the healthcare institution. In this paper, we propose a design pattern called a Clinical Deployment Environment (CDE). We sketch the five pillars of the CDE: (1) real world development supported by live data where ML4H teams can iteratively build and test at the bedside (2) an ML-Ops platform that brings the rigour and standards of continuous deployment to ML4H (3) design and supervision by those with expertise in AI safety (4) the methods of implementation science that enable the algorithmic insights to influence the behaviour of clinicians and patients and (5) continuous evaluation that uses randomisation to avoid bias but in an agile manner. The CDE is intended to answer the same requirements that bio-medicine articulated in establishing the translational medicine domain. It envisions a transition from "real-world" data to "real-world" development
