    Promises and hurdles in EU-Kazakhstan energy cooperation. EUCAM Commentary No. 20, November 2011

    Kazakhstan’s Prime Minister, Karim Massimov, once referred to energy cooperation as the ‘core’ of relations between his country and the European Union (EU). Indeed, there is great mutual interest in this area. Six percent of the EU’s crude oil imports and 16 percent of its uranium imports come from Kazakhstan. And around 80 percent of the latter’s oil exports go towards Europe. For Kazakhstani producers, access to European lucrative and reliable markets is of utmost importance. Over the last several years, the thrust of Kazakhstan’s foreign policy was aimed at increasing the capacity of the Caspian Pipeline Consortium (CPC) that pumps Kazakhstani oil to Europe.     Brazil's Nuclear Kaleidoscope: An Evolving Identity

    There is no shortage of international commentary on Brazil's nuclear policy, especially its advanced nuclear fuel cycle and nuclear submarine program. But remarkably little attention is paid to Brazilian voices on these issues. Brazilians paint a picture of an emerging power seeking nuclear independence and searching for its role in the global order. The aim here is to present these lesser-known Brazilian perspectives as accurately as an outsider can feasibly do. To help fill the void, the author had numerous conversations over two years with Brazilian policy experts, academics, former and current officials, and representatives of the nuclear industry. Unless otherwise noted, this report draws on personal interviews conducted in Brasília, Rio de Janeiro, São Paulo, Campinas, and Washington, DC, in 2012 -- 2013. Critical analysis and external voices provide counterarguments or highlight notable gaps in perceptions between Brazilian and external viewpoints, but by and large the objective is to relay Brazilian views on the state of its nuclear program

    Identity construction in a transnational environment: the case of young Ukrainian migrants in Poland

    After the political crisis struck Ukraine in 2014 and led to deterioration of its relations with Russia, new migration trends emerged in Ukraine. Within the following years migration of people from Ukraine to Poland has been growing exponentially. Along with growing number of workers arriving to Poland annually to find job on Polish job market, Poland gradually became Ukraine’s #1 education destination. From 2010 to 2019 the total number of Ukrainian students in Poland grew by 703%, whereas they constitute up to 50% of the total number of international students that come to Poland for study purposes. As young Ukrainians migrate to Poland at a very young age and enter their adulthood in migration, it is still unclear how they experience the migratory process, what factors pushed them into migration, how their identity and sense of belonging is formed within transnational spaces. This research makes an attempt to study the process of formation of identity and sense of belonging among teenagers based on the case study of young Ukrainian migrants who moved to Poland at the age of 14-17 years old to study at Polish education institutions.https://www.ester.ee/record=b5469357*es

    Apolipoprotein E genetic variation and statin therapy appointment

    Dyslipidemia is an important risk factor for cardiovascular disease due to the significant influence of cholesterol on atherosclerosis. Several genetic variants in genes related with triglyceride (TG) metabolism has been described, including LPL, apolipoprotein A5 and apolipoprotein E (Apo E) are associated with dyslipidemia by involvement to lipid metabolism. The combined analysis of these polymorphisms could produce clinically meaningful complementary information. Changes in TG levels are now considered an independent cardiovascular risk factor; hence, the study of combined variants in genes involved in TG metabolism may help explain part of the risk for CVD. The most informative polymorphisms within the Apo E gene are the Arg158Cys (rs7412) and Cys112Arg (rs429358) which define Apo E gene alleles, epsilon2, 3 and 4 (£2, £3 and £4)

    Thermodynamic research of new nanodimensional lanthanum-cobalt(nickelite)-cuprate-manganites LaNa2CoCuMnO6, LaNa2NiCuMnO6

    The thermal capacities of nanodimensional (nanocluster) cobalte (nickelite) - cuprate-manganites of lanthanum and sodium of LaNa2CoCuMnO6, LaNa2NiCuMnO6 were investigated with the calorimetry method on the IT-S-400 device in the temperature interval of 298,15 - 673 K. Based on the experimental data the equations of temperature dependence of thermal capacity of the studied compounds were set up. The temperature dependences of thermodynamic functions were estimated with using of measured values of thermal capacity and calculated value of standard entropy

    Development of neural network models for the analysis of infocommunication traffic

    This article discusses the problems of today’s infocommunication networks, the basis of which are multiservice networks serving all types of traffic, presented as a set of IP packets. The characteristic features of this traffic are analyzed, each of which is oriented to a certain class of services. The knowledge gained as a result of ongoing traffic research is an essential factor for increasing the effectiveness of decisions made in various fields of the telecommunications industry. The need for knowledge of the nature of traffic circulating in the network and the laws of its behavior is revealed and substantiated. Without this, it is impossible to effectively manage networks, develop solutions for their development, ensure network security and maintain the required level of quality. Despite the large number of works about building multi - service networks, a number of issues require further study. Analysis of traffic studies of modern converged, multiservice networks showed the lack of knowledge about its nature and laws of behavior, given the high variability of its characteristics. Thus, it can be argued that the parameters of the studied traffic are statistical, probabilistic in nature, can vary randomly over time and, accordingly, based on the study, the author proposes a study using statistical analysis methods. To study traffic, you should use the tools of probability theory and mathematical statistics
