    An input-output based alternative to 'ecological footprints' for tracking pollution generation in a small open economy

    The usefulness, rigour and consistency of Input-Output (IO) as an accounting framework is well known. However, there is concern over the appropriateness of the standard IO attribution approach, particularly when applied to environmental issues (Bicknell et al. 1998). It is often argued that the source and responsibility for pollution should be located in human private or public consumption. An example is the "ecological footprint" approach of Wackernagel and Rees (1996). However, in the standard IO procedure, the pollution attributed to consumption, particularly private consumption, can be small or even zero. Here we attempt to retain the consumption-orientation of the "ecological footprint" method within an IO framework by implementing a neo-classical linear attribution system (NCLAS) which endogenises trade flows. We argue that this approach has practical and conceptual advantages over the "ecological footprint". The NCLAS method is then applied to the small, open economy of Jersey

    Additional measures of progress for Scotland : an analysis of the issues and problems associated with aggregate/composite measures of sustainability

    the purpose of this paper is to consider the broad set of issues and problems associated with adopting aggregate measures of sustainability. We do this by first considering what we mean when we talk about 'sustainable development' in a policy context and the role that we want sustainability indicators to play. Two broad types of sustainability are identified and we argue that the role of sustainability indicators depends on which type we are concerned with. This also proves to have a bearing on many of the problems and issues commonly associated with composite or aggregate indicators. In order to consider these problems and issues systematically we initially abstract from examination of any specific candidate. Of course GDP is an aggregate measure, involving valuing output at prices that, in perfect markets, reflect the valuations of individuals. indicators. However, in the latter stages of the paper we illustrate our analysis with a number of candidate measures of sustainability

    A Comparison of Results From MRIO and Interregional Computable General Equilibrium (CGE) Analyses of the Impacts of a Positive Demand Shock on the ‘CO2 Trade Balance’ Between Scotland and the Rest of the UK

    In previous work we have applied the environmental multi-region input-output (MRIO) method proposed by Turner et al (2007) to examine the ‘CO2 trade balance’ between Scotland and the Rest of the UK. In McGregor et al (2008) we construct an interregional economy-environment input-output (IO) and social accounting matrix (SAM) framework that allows us to investigate methods of attributing responsibility for pollution generation in the UK at the regional level. This facilitates analysis of the nature and significance of environmental spillovers and the existence of an environmental ‘trade balance’ between regions. While the existence of significant data problems mean that the quantitative results of this study should be regarded as provisional, we argue that the use of such a framework allows us to begin to consider questions such as the extent to which a devolved authority like the Scottish Parliament can and should be responsible for contributing to national targets for reductions in emissions levels (e.g. the UK commitment to the Kyoto Protocol) when it is limited in the way it can control emissions, particularly with respect to changes in demand elsewhere in the UK. However, while such analysis is useful in terms of accounting for pollution flows in the single time period that the accounts relate to, it is limited when the focus is on modelling the impacts of any marginal change in activity. This is because a conventional demand-driven IO model assumes an entirely passive supply-side in the economy (i.e. all supply is infinitely elastic) and is further restricted by the assumption of universal Leontief (fixed proportions) technology implied by the use of the A and multiplier matrices. In this paper we argue that where analysis of marginal changes in activity is required, a more flexible interregional computable general equilibrium approach that models behavioural relationships in a more realistic and theory-consistent manner, is more appropriate and informative.To illustrate our analysis, we compare the results of introducing a positive demand stimulus in the UK economy using both IO and CGE interregional models of Scotland and the rest of the UK. In the case of the latter, we demonstrate how more theory consistent modelling of both demand and supply side behaviour at the regional and national levels affect model results, including the impact on the interregional CO2 ‘trade balance’.CGE modelling, MRIO, CO2 trade balance, environmental responsibility

    Researching collaborative artistic practice.

    In this paper we offer discussion of collaboration in artistic practice, based on a two-and-a-half-year-long research project undertaken by artists/researchers at the University of Waikato, working in collaboration with local performers. Grounded in kaupapa MÂŻori, feminist and phenomenological research methodologies, this research project provided a context for exploring existing understandings of collaborative processes in the arts, and for immersion in and development of alternative processes, across artistic mediums and cultures. Drawing on contemporary understandings of cross-cultural and intercultural practices in the arts, we discuss how shared conceptualisation of ideas, immersion in different creative processes, personal reflection and development over extended periods of time were found to foster collaboration. In this paper we will explore the value and nature of relationships within collaboration, and discuss how selfdetermination or tino rangatiratanga might be maintained within the context of collaborative performance art

    Rebound Effects from Increased Efficiency in the Use of Energy by UK Households*

    In this paper, we use CGE modelling techniques to identify the impact on energy use of an improvement in energy efficiency in the household sector. The main findings are that 1) when the price of energy is measured in natural units, the increase in efficiency yields only to a modification of tastes, changing as a result, the composition of household consumption; 2) when households internalize efficiency, the improvement in energy efficiency reduces the price of energy in efficiency units, providing a source of improved competitiveness as the nominal wage and the price level both fall; 3) the short-run rebound can be greater than the long run rebound if the household demand elasticity is the same for both time frames, however, the short run rebound is always lower than in the long-run if the demand for energy is relatively more elastic in the long-run; 4) the introduction of habit formation changes the composition of household consumption, modifying the magnitude of the household rebound only in the short-run. In this period, household and economy wide rebound are lowest for external habit formation and highest when consumers' preferences are defined using a conventional utility function.Energy efficiency; Rebound effects; Households energy consumption; CGE models.

    Supply constraints on rebound effects of increased energy efficiency : negative multiplier and disinvestment effects

    Policies that aim to use increased energy efficiency to reduce energy use may not achieve the desired results due to the likelihood of rebound effects. Research from our current ESRC-funded project on this topic was presented in an article in the last issue of Fraser Economic Commentary titled, ‘Energy Efficiency and the rebound effect’ (Turner, 2009a). As explained there, the rebound effect occurs when an energy efficiency improvement causes a decrease in the effective or implicit price of energy as an input to production (or consumption) – i.e. the cost of energy required per unit of activity falls as efficiency improves.1 Moreover, if there is local production/distribution of energy (or energy services) the reduction in demand for energy as efficiency improves will put downward pressure on the actual (local) energy price

    The Barnett formula is the official basis upon which increments to public funds are allocated to the devolved regions of the UK for those parts of the budget that are administered locally. There is considerable controversy surrounding the implications of its strict application for the relevant regions. The existing literature focuses primarily on the equity of the spatial changes to government per capita expenditure that would accompany such a change. In contrast, in this paper we attempt to quantify the system-wide economic consequences-the real, relative resource squeeze that accompanies the financial relative squeeze-on one devolved region, Scotland. The analysis uses a multisectoral regional computable general equilibrium modelling approach. We highlight the importance of population endogeneity, particularly since the population proportions used in the formula are now regularly updated

    Associations of PON1 and genetic ancestry with obesity in early childhood.

    Obesity in children has become an epidemic in the U.S. and is particularly prominent in minority populations such as Mexican-Americans. In addition to physical activity and diet, genetics also plays a role in obesity etiology. A few studies in adults and adolescents suggest a link between obesity and paraoxonase 1 (PON1), a multifunctional enzyme that can metabolize organophosphate pesticides and also has antioxidant properties. We determined PON1192 genotype and arylesterase levels (ARYase, measure of PON1 enzyme quantity), to characterize the relationship between PON1 and obesity in young Mexican-American children (n = 373) living in an agricultural community in California. Since PON1 polymorphisms and obesity both vary between ethnic groups, we estimated proportional genetic ancestry using 106 ancestral informative markers (AIMs). Among children, PON1192 allele frequencies were 0.5 for both alleles, and the prevalence of obesity was high (15% and 33% at ages two and five, respectively). The average proportion of European, African, and Native American ancestry was 0.40, 0.09, and 0.51, yet there was wide inter-individual variation. We found a significantly higher odds of obesity (9.3 and 2.5- fold) in PON1192QQ children compared to PON1192RR children at ages two and five, respectively. Similar relationships were seen with BMI Z-scores at age two and waist circumference at age five. After adjusting for genetic ancestry in models of PON1 and BMI Z-score, effect estimates for PON1192 genotype changed 15% and 9% among two and five year old children, respectively, providing evidence of genetic confounding by population stratification. However even after adjustment for genetic ancestry, the trend of increased BMI Z-scores with increased number of PON1192 Q alleles remained. Our findings suggest that PON1 may play a role in obesity independent of genetic ancestry and that studies of PON1 and health outcomes, especially in admixed populations, should account for differences due to population stratification
