    A framework for the evaluation of hotel property development projects

    The main goal of the manuscript is to propose the framework that would facilitate the selection of hotel construction projects for an investment based on the application of the WS PLP method. The key reason why the WS PLP method is used is reflected in its ability to more accurately express decision-makers’ stand regarding the desired preference ratings of criteria by incorporating ppr values into the decision-making process. Also, the WS PLP method implies the introduction of the compensation coefficient, which provides a possibility of the decision-maker’s selection between an alternative that has the best matching with the preferred performance ratings expressed through ppr values and the one that has the best overall performance ratings. The applicability and effectiveness of the proposed framework are demonstrated through a real case study on the five types of the hotels that should be constructed on Kopaonik Mountain in Serbia

    A Bipolar Fuzzy Extension of the MULTIMOORA Method

    The aim of this paper is to make a proposal for a new extension of the MULTIMOORA method extended to deal with bipolar fuzzy sets. Bipolar fuzzy sets are proposed as an extension of classical fuzzy sets in order to enable solving a particular class of decision-making problems. Unlike other extensions of the fuzzy set of theory, bipolar fuzzy sets introduce a positive membership function, which denotes the satisfaction degree of the element x to the property corresponding to the bipolar-valued fuzzy set, and the negative membership function, which denotes the degree of the satisfaction of the element x to some implicit counter-property corresponding to the bipolar-valued fuzzy set. By using single-valued bipolar fuzzy numbers, the MULTIMOORA method can be more efficient for solving some specific problems whose solving requires assessment and prediction. The suitability of the proposed approach is presented through an example

    Groups are generally considered to be more effective as compared to single individuals. The practical implementation of Operation Research methods in group negotiations needs simple contexts and clear cause-and-effect relationships easily discernible by everyone. This paper proposes a multi-criteria group decision-making approach allowing decision makers/experts involved in a negotiation process to better express and defend their preferences in the selection of the best alternative. In the proposed approach, the most appropriate alternative is the alternative with the largest number of appearances in the first position or in ranking lists, or the one determined based on negotiations of decision makers/experts. The proposed ARCAS approach is based on the use of the ARAS method, a new normalization procedure, and the SWARA method. In the proposed approach, each decision maker/expert involved in evaluation has an opportunity to set the preferred level of rating for each criterion used in such evaluation. Finally, a case study is presented in order to highlight the proposed approach. The obtained results confirm the usability and efficiency of the proposed approach

    AN EXTENDED SINGLE-VALUED NEUTROSOPHIC AHP AND MULTIMOORA METHOD TO EVALUATE THE OPTIMAL TRAINING AIRCRAFT FOR FLIGHT TRAINING ORGANIZATIONS

    Aircraft’s training is crucial for a flight training organization (FTO). Therefore, an important decision that these organizations should wisely consider the choice of aircraft to be bought among many alternatives. The criteria for evaluating the optimal training aircraft for FTOs are collected based on the survey approach. Single valued neutrosophic sets (SVNS) have the degree of truth, indeterminacy, and falsity membership functions and, as a special case, neutrosophic sets (NS) deal with inconsistent environments. In this regard, this study has extended a single-valued neutrosophic analytic hierarchy process (AHP) based on multi-objective optimization on the basis of ratio analysis plus a full multiplicative form (MULTIMOORA) to rank the training aircraft as the alternatives. Moreover, a sensitivity analysis is performed to demonstrate the stability of the developed method. Finally, a comparison between the results of the developed approach and the existing approaches for validating the developed approach is discussed. This analysis shows that the proposed approach is efficient and with the other methods

    Development of a Novel Integrated CCSD-ITARA-MARCOS Decision-Making Approach for Stackers Selection in a Logistics System

    The main goal of this paper is to propose a Multiple-Criteria Decision-Making (MCDM) approach that will facilitate decision-making in the field of logistics—i.e., in the selection of the optimal equipment for performing a logistics activity. For defining the objective weights of the criteria, the correlation coefficient and the standard deviation (CCSD method) are applied. Furthermore, for determining the semi-objective weights of the considered criteria, the indifference threshold-based attribute ratio analysis method (ITARA) is used. In this way, by combining these two methods, the weights of the criteria are determined with a higher degree of reliability. For the final ranking of the alternatives, the measurement of alternatives and ranking according to the compromise solution method (MARCOS) is utilized. For demonstrating the applicability of the proposed approach, an illustrative case study pointing to the selection of the best manual stacker for a small warehouse is performed. The final results are compared with the ones obtained using the other proved MCDM methods that confirmed the reliability and stability of the proposed approach. The proposed integrated approach shows itself as a suitable technique for applying in the process of logistics equipment selection, because it defines the most influential criteria and the optimal choice with regard to all of them in a relatively easy and comprehensive way. Additionally, conceiving the determination of the criteria with the combination of objective and semi-objective methods enables defining the objective weights concerning the attitudes of the involved decision-makers, which finally leads to more reliable result
