Vaak leggen rijk en provincies kaders niet duidelijk vooraf op, maar gebeurt dit achteraf bij toetsing van streekplannen en bestemmingsplannen. Dit artikel geeft een jurisch kader en bevoegdheden op niveau van: rijk, provincie en gemeente en geeft de perspectieven van de nieuwe Wro voor provincies

International governance of biodiversity : searching for renewal

This study is about improving the governance of biodiversity. The challenges are many: low awareness leads to poor policies and insufficient capacity, and conservation appears unappealing compared to short-term economic exploitation. We searched the Internet for new types of initiatives, and found that many initiatives are based on the greening of decision making through capacity building and an area-specific focus where the approach includes developing new and better forms of finance. The main finding is that these types of renewal should be strengthened by investments in institutional crafting. We define institutional crafting as learning and being able to identify and interpret dominant institutions, understanding resistance to these institutions, and judging their strengths and weaknesses in order to act accordingly, e.g. by using and changing the institutions for biodiversity purposes. We regard this as a craft, which has to be learned and used to improve governance

Nieuwe wet ruimtelijke ordening: nieuwe bestuurscultuur? : voorgenomen provinciale inzet van de nieuwe Wet ruimtelijke ordening (Wro) voor het landelijk gebied

Wat zijn de perspectieven van de nieuwe Wet ruimtelijke ordening (Wro) voor natuur, landschap, groen, milieu en water? Deze centrale vraag beantwoorden onderzoekers van Alterra in opdracht van het ministerie van LNV en het Milieu- en Natuurplanbureau. Medio 2008 zal de nieuwe Wet ruimtelijke ordening in werking treden. De sturingsfilosofie van de nieuwe wet is: iedere overheidslaag wordt geacht voor zijn eigen belang op de te komen en onnodige bemoeienis vervalt (zoals de provinciale goedkeuring van bestemmingsplannen). Dit onderzoek gaat in op de bestuurlijke bereidheid bij vier provincies om de instrumenten van de nieuwe Wro in te gaan zetten en welke overwegingen ze daarbij hanteren. Dit geeft verschillende uitkomsten per provincie en per beleidsterrein. Cultuurverandering hangt samen met sturingsstijlen, rationaliteiten en (inter)bestuurlijke verhoudingen. Dit onderzoek geeft een eerste inzicht in verwachtingen over hoe de nieuwe Wro de ruimtelijke ordening in Nederland zal beïnvloeden. Neo-liberal transitions in nature policies in the Netherlands

In 2010, the national government made drastic changes in nature policy in the Netherlands. The choices they made appeared to reflect a neo-liberal ideology, given the strong emphasis on private responsibility and limited governmental interference in nature policy. One of the changes was further decentralisation of nature policies to the provinces. This paper aims to analyse if the nationalgovernments changes in nature policy in 2010 resulted in a process of neo-liberalisation of nature policies in the twelveprovinces in the Netherlands in the period 2010-2012. Based on policy documents and interviews, data were collected on the new character of the national and twelve provincial nature policies. This research was carried out in 2011 and 2012. This data was afterwards analysed in a structured way, by developing a neo-liberal index and categorising the provinces’ policies according to this index by the researchers, as an experiment with systematic policy comparison.The conclusion of the article is that the national government’s neo-liberal aspirations in 2010 are mainly related to deregulation, efficiency and an increase of the societal relevance of nature. In addition, it is clear that national decision affects provincial policies, but in diverse, even sometimes opposing, ways. Provinces are on their way to develop hybrid policies and practices in terms ofneo-liberalism. In future research, it is worth to explore how the provincial policies develop further, and to look into the factors and mechanisms that cause these diversities

Politieke discoursen over natuurbeleid en draagvlak : een quick scan naar discoursen over natuurbeleid in landelijke en provinciale politieke debatten ten tijde van het kabinet Rutte I

Dit rapport geeft inzicht in discoursen over natuurbeleid en samenleving in de landelijke politiek en enkele provincies ten tijde van de hervormingen in het natuurbeleid van het kabinet Rutte I en de mate waarin deze aansluiten bij ontwikkelingen in het draagvlak voor natuurbeleid in de maatschappij. Zowel in de maatschappij als in de politieke debatten leidde de hervormingen in het beleid tot beweging en discussie, zowel bij de voorstanders als de tegenstanders van de nieuwe koers van het kabinet Rutte I. Deze quick scan geeft een inzicht in de discussies in het politieke debat over natuurbeleid in die periode. De quick scan werd uitgevoerd voor de Raad voor de Leefomgeving en Infrastructuur

Scopingstudie vermaatschappelijking van natuur : een overzicht van onderzoek bij Wageningen Universiteit & Research voor het Planbureau voor de Leefomgeving en het ministerie van Landbouw, Natuur en Voedselkwaliteit

Vermaatschappelijking van natuur is de afgelopen jaren een belangrijk thema geweest in beleid en onderzoek. Dit rapport biedt een overzicht en analyse van studies naar vermaatschappelijking van natuur die in de periode 2014 tot en met 2017 voor het Planbureau voor de Leefomgeving en het ministerie van Landbouw, Natuur en Voedselkwaliteit zijn uitgevoerd bij Wageningen University & Research. Het merendeel van de studies is erop gericht om inhoudelijke vragen te beantwoorden, zowel op het thema governance als op het thema maatschappij. Daarnaast zijn er studies die methodes ontwikkelen voor evaluatie van (beleid voor) vermaatschappelijking, en onderzoeken die vooral procesbegeleiding tot doel hadden. Dit rapport geeft een overzicht van al deze studies. Er wordt ingegaan op de concepten, analysekaders, methoden, actorgroepen, en onderzoeksvragen die worden geadresseerd en de voornaamste bevindingen van de studies. Het rapport gaat ten slotte in op kennishiaten en mogelijke resterende kennisvragen over vermaatschappelijking van natuur.---In recent years the increase of societal involvement of nature and the deinstitutionalisation of nature policy has become an important theme in research and policy. This report provides an overview and analysis of studies into the this topic carried out by Wageningen University & Research for the Netherlands Environmental Assessment Agency (PBL) and the Ministry of Agriculture, Nature and Food Quality in the four years from 2014 to 2017. Most of these studies set out to answer specific questions on issues relating to governance and society. The other studies were either on developing methods for evaluating the increase of societal involvement in nature or research mainly to support process management. This report gives an overview of all these studies. It examines the concepts, analytical frameworks, methods, actor groups and research questions addressed in the studies, the main findings of the studies, and the knowledge gaps and possible research questions concerning the societal involvement of nature and the deinstitutionalisation of nature policy that remain to be answered

Bedrijfs- en burgerinitiatieven in stedelijke natuur : Hun succesfactoren en knelpunten en hoe de lokale overheid ze kan helpen slagen

This report covers two years of research into the factors that determine the success or failure of green initiatives by businesses and citizens and their contribution to biodiversity. The researchers investigated fourteen initiatives by means of interviews and a document analysis, and selected five of these initiatives for more exhaustive case studies. First, they interviewed the initiators. For the case studies those interviews were supplemented with a further ten interviews with local government officers, elected municipal councillors and members of the municipal executive. Websites and policy documents were also analysed and almost all the initiatives were visited. The study made use of the policy arrangement approach by Arts and Van Tatenhove and took note of the theory of change under this approach. The research questions that were answered concerned how the initiatives came about, the initiators’ ambitions, the success and failure factors, local government involvement, and options for improving the response by local government to these initiatives, and to green initiatives in general, from the perspective of the local government respondents. The research showed, among other things, that the initiatives led to a greater variety of green spaces. A number of these initiatives enhance biodiversity in terms of species and habitats, including rare species. Besides answers to the research questions, the report contains recommendations on the Green Deal on New Urban Nature and to local government, as well as suggestions for further research
