    On preparation of Poland´s regions to knowledge-based economy

    Poland is in a phase of preparing intensively to the European Union Membership intensifying negotiation process and making necessary adjustments of its law and structures. One of actions is preparation to attain Poland''s readiness to use Structural Funds. Apart of fulfilling legal and institutional accession requirements, Poland must undertake an effort transitioning from middle income economy to the innovation-based economy in order to participate in the European Union policy oriented for enhancing its competitiveness. The objective of this contribution is to analyse the ability of existing regions in Poland (NUTS2) to fulfil requisites to create regions based on knowledge-for-development, such as setting up institutional and economic environment that enables free flow of knowledge, supporting ITC, encouraging innovation and entrepreneurship. Moreover it will be studied to what extent the educated and skilled population in selected regions can create, share and use knowledge. Finally the paper will discuss a situation regarding networks of research institutions, universities, industry (particularly with special concern on SMEs clusters), trying to reveal whether they are ready to use national and international knowledge and creating own knowledge. The above analysis will be presented in the framework of workpackages structure developed in the proposal of the IKINET project.

    The right of the individual to good administration in the context of the concept of sustainable development : legal issues

    Purpose: The right of the individual to good administration goes beyond legal standards which determine the actions of entities to which they are addressed. This paper indicates that the inclusion of sustainable development as one of the principles in the Polish constitutional law obliges all entities responsible for the implementation of the objectives and tasks of the state to act within the constitutional imperative. Design/Methodology/Approach: The main goal of this article is to present the issue of the right of the individual to good administration in the context of the concept of sustainable development. The article is based on a legal analysis including dogmatic and axiological methodology. Findings: The role of the public administration is emphasized in respect of the policy of the effective application of the law to citizens in terms of creating stable living conditions and facilitating development which takes into account intergenerational solidarity through distributive justice. Practical implications: The extension of the positivist concept of sustainable development to include the language of human rights indicates that it can be treated as a “meta-principle”, extending its semantic scope beyond the right to a clean environment. Originality/value: Our in-depth legal and axiological analyses included in this paper will contribute to the overall strengthening of the concept sustainable development. Our manuscript creates a paradigm for future studies concerning the evolution of rights and value based sustainable policy.peer-reviewe

    In vitro characterization of neural crest stem cells

    Recent studies have shown that neural crest-derived progenitor cells can be found in diverse mammalian tissues including tissues that were not previously shown to contain neural crest derivatives, such as bone marrow. Theidentification of those ‘‘new’’ neural crest-derived progenitor cells opens new strategies for developing autologouscell replacement therapies in regenerative medicine. However, their potential use is still a challenge as only few neural crest-derived progenitor cells were found in those new accessible locations. In this study, we developed aprotocol, based on wnt1 and BMP2 effects, to enrich neural crest-derived cells from adult bone marrow. Those twofactors are known to maintain and stimulate the proliferation of embryonic neural crest stem cells, however, theireffects have never been characterized on neural crest cells isolated from adult tissues. Using multiple strategies frommicroarray to 2D-DIGE proteomic analyses, we characterized those recruited neural crest-derived cells, defining their identity and their differentiating abilities

    From compressible Naveir-Stokes with nonlocal forces to Euler

    We show that weak solutions of degenerate Navier-Stokes equations converge to the strong solutions of the pressureless Euler system with linear drag term, Newtonian repulsion and quadratic confinement. The proof is based on the relative entropy method using the artificial velocity formulation for the one-dimensional Navier-Stokes system. The result is based on the joint work with Jose A.     The GTPase Arf1 Is a Determinant of Yeast Vps13 Localization to the Golgi Apparatus

    VPS13 proteins are evolutionarily conserved. Mutations in the four human genes (VPS13A-D) encoding VPS13A-D proteins are linked to developmental or neurodegenerative diseases. The relationship between the specific localization of individual VPS13 proteins, their molecular functions, and the pathology of these diseases is unknown. Here we used a yeast model to establish the determinants of Vps13′s interaction with the membranes of Golgi apparatus. We analyzed the different phenotypes of the arf1-3 arf2Δ vps13∆ strain, with reduced activity of the Arf1 GTPase, the master regulator of Golgi function and entirely devoid of Vps13. Our analysis led us to propose that Vps13 and Arf1 proteins cooperate at the Golgi apparatus. We showed that Vps13 binds to the Arf1 GTPase through its C-terminal Pleckstrin homology (PH)-like domain. This domain also interacts with phosphoinositol 4,5-bisphosphate as it was bound to liposomes enriched with this lipid. The homologous domain of VPS13A exhibited the same behavior. Furthermore, a fusion of the PH-like domain of Vps13 to green fluorescent protein was localized to Golgi structures in an Arf1-dependent manner. These results suggest that the PH-like domains and Arf1 are determinants of the localization of VPS13 proteins to the Golgi apparatus in yeast and humans
