    Efficiency of public administration and economic growth in Russia : empirical analysis

    This article presents the results of multivariate correlations between regional governance system performance indicators and key indicators of socio-economic territorial development based on modern economic and mathematical tools. The representation of the socioeconomic system of the region as a space of key variables of socio-economic territorial development and regional authorities’ performance indicators allows the use of canonical correlation analysis tools. The analysis is performed on the indicators calculated for the regions of the Russian Federation for the period of 2008-2010. As a result, weak correlation was found between subject-object variables of meso-level economic systems. A visible correlation in two sets is observed between economic territory development and indicators of executive authorities’ performance such as the average monthly wage of civil servants of executive authorities of the Russian Federation constituent entities, tax and non-tax share of municipalities budget income in total municipalities budget income and the number of employees in the executive branch of the constituent entities of the Russian Federation. The lack of correlation between performance indicators of regional governance systems and socio-economic territorial development requires a revision of the existing formal approach to this evaluation.peer-reviewe

    The article is devoted to the search for ways of spiritual enrichment of the soul of children at risk. The authors actualize the problem of" impoverishment" of the soul and justify the socio-pedagogical conditions of its ecology. The purpose of the work was to study the problem of "soul ecology" and experimental study of value orientations of children at risk, filling both the external and internal world of the child. The paper used theoretical and empirical research methods. As the results of the study show, the most significant are material values. Therefore, it is important to create a system of spiritual and moral education of children at risk and teach them spiritual existence by gaining personal meaning in the social situation in which they find themselves.

    Solid oxide fuel cells (SOFCs) have been attracting considerable attention as ecologically friendly and highly efficient power sources with a variety of applications. Modern directions in the SOFCs technology are related to lowering the SOFC operating temperature that require both advanced materials design and development of versatile technologies to fabricate SOFC with thin-film electrolyte membrane to decrease ohmic losses at decreased temperatures. Electrophoretic deposition (EDP) is one of the most technologically flexible and cost-effective methods for the thin film formation currently available.     Means of Influence on Public Opinion in Political Context: Speech Manipulation in the Media

    The manipulation problem in the media has been still pressing. Processes and techniques intended for making an influence on public opinion and behaviors are in ongoing improvement, making it difficult to access an objective image of the world. Therefore, this research aims at emphasizing the importance of speech (language) means that form a basis of manipulations in mass communications. To achieve this, authors have provided the systematization of social influence processes in the media and made techniques and means of speech influence clearer. Authors provided a content analysis of texts of 2018 from the media using news resources of different countries ('Russia Today', 'RIA Novosti', 'Ukrinform' and 'Fox News Channel') as an example. The research subject consists of news materials of a politico-social nature on Russia’s participation in the Syrian conflict. Authors have empirically revealed a clear desire to influence readers of the media resources using covert means of the manipulative influence. In total, they have found five types of manipulative speech influence in texts of the media. There are self-presentation, semantic speech strategies, persuasive strategies, hit piece and information manipulation. A lexical toolkit of speech manipulation includes euphemisms, dysphemisms, slogan words, speech metaphorization, etc. Media texts have become more and more complicated as they contain hints, precedent phenomena, irony, as well as metamessages of informative presentation. Each media of the selected ones more or less uses means of speech manipulation in varying degrees. Applications of such methods of influence (in number) almost directly depend on a political attitude towards an object

    Peculiarities of electrophoretic deposition and morphology of deposited films in non-aqueous suspensions of Al2O3–Al nanopowder

    The paper presents the results of a comprehensive study of the electrokinetic properties of non-aqueous suspensions of the Al2O3–Al nanopowder obtained by the method of electric explosion of wires (EEW) with 0.3 wt.% of metallic aluminum in its composition. The dependence of zeta potential on the concentration of the Al2O3–Al suspension is revealed. The nature of long-term changes in zeta potential and pH in suspensions is established. Appearance of bubbles in the deposited coatings due to the interaction of metallic aluminum particles with the liquid suspension medium during electrochemical reactions on the electrodes is defined as the main feature of the electrophoretic deposition (EPD) process in the Al2O3–Al suspensions.     This article is devoted to the problems of social and pedagogical support for children of the "risk group". The purpose of the article is to study the potential of using dance as a direction of art therapy in social and pedagogical work with children of the "risk group". Research tasks were solved using the provisions of personality-oriented, anthropological, facilitation and integrated approaches. The program of art therapy developed by us through dance has shown its effectiveness: adolescents have increased motivation for creativity; improved data on the socio-psychological climate, and also increased the number of adolescents with a high level of confident behavior
