    Resource Theft in Tropical Forest Communities: Implications for Non-timber Management, Livelihoods, and Conservation

    Increased devolution of forest ownership and management rights to local control has the potential to promote both conservation and livelihood development in remote tropical regions. Such shifts in property rights, however, can generate conflicts, particularly when combined with rapidly increasing values of forest resources. We explored the phenomenon of Brazil nut (Bertholletia excelsa) theft in communities in Western Amazonia. Through interviews with 189 Brazil nut collectors in 12 communities in Bolivia and Brazil and participation in the 2006 and 2007 harvests, we quantified relative income derived from Brazil nuts, reported nut thefts, and nut collection and management practices. We found a much greater incidence of reported Brazil nut thefts in Pando, Bolivia than in the adjacent state of Acre, Brazil. Our analyses suggest that three factors may have affected nut thefts in the forest: (1) contrasts in the timing and process of formally recognizing property rights, (2) different historic settlement patterns, and (3) varying degrees of economic dependence on Brazil nuts. Threat of theft influenced Brazil nut harvest regimes, with potentially long-term implications for forest-based livelihoods, and management and conservation of Brazil nut-rich forests in Western Amazonia

    To log or not to log: local perceptions of timber management and its implications for well-being within a sustainable-use protected area

    Our research explores local perspectives of a recent and controversial shift in conservation and development strategies in the Brazilian Amazon whereby legal timber commercialization is being pioneered in select extractive reserves, which are a type of comanaged sustainable-use protected area. To understand how this initiative might affect well-being, we documented perceptions of reserve residents about a legal logging project and factors that influenced their decision to participate or not participate. Semistructured interviews (N = 64) were conducted with both male and female heads of household from June to August 2014. We tested the effect of household-level livelihood assets associated with material and relational well-being on project participation. Participating households were significantly less economically well-off and were more educated than nonparticipating households. Individual perceptions indicated that project supporters were motivated by income, whereas nonsupporters most frequently criticized the low price of timber. Both groups expressed concern about the potential environmental impacts of logging. By gender, supportive men were more motivated by financial aspects, whereas supportive women pointed to improved physical assets. Men opposed to the logging project highlighted governance issues, whereas nonsupportive women tended to express environmental concerns. Our study corroborates previously documented interests (and needs) of residents to develop alternative income-generating livelihood opportunities. Further, most interviewed residents expressed support for a more locally customized logging project, indicating that a lack of resident inclusion in project development generated much of the project controversy. Our study highlights both economic development and comanagement governance challenges of sustainable-use protected areas and how project interventions relate to well-being of forest residents

    Logging in bamboo-dominated forests in southwestern Amazonia: Caveats and opportunities for smallholder forest management

    Guadua sarcocarpa and Guadua weberbaueri (Poaceae: Bambuseae) have a negative influence on tree regeneration and recruitment in bamboo-dominated forests of southwestern Amazonia. The lack of advanced regeneration and sparse canopy in this forest type present a considerable challenge for developing sustainable timber management plans. We conducted field studies in the Porto Dias Agroextractive Settlement Project in Acre, Brazil to assess influences of logging in bamboo-dominated forest sites. Taxonomic composition, stand structure, aboveground biomass, commercial timber volume, and commercial tree seedling and bamboo culm density were compared between five logged vs. unlogged sites in different landholdings, using modified 0.5 ha Gentry plots. No differences in taxonomic composition, aboveground biomass, adult and juvenile stem density, or woody seedling and bamboo culm density were detected between paired logged and unlogged sites. Commercial timber volume, however, was reduced by almost two-thirds in logged plots, suggesting that long-term timber management goals in this forest type are compromised since so few future crop trees remained onsite. Our findings indicate that in order to maximize local management objectives, community forest managers must approach logging in bamboo-dominated forests with caution. We suggest an integration of non-timber forest product extraction with low harvest intensity and low-impact logging, tending of natural regeneration, and diversification of commercial species

    Pollen and seed flow patterns of Carapa guianensis Aublet. (Meliaceae) in two types of Amazonian forest

    Various factors affect spatial genetic structure in plant populations, including adult density and primary and secondary seed dispersal mechanisms. We evaluated pollen and seed dispersal distances and spatial genetic structure of Carapa guianensis Aublet. (Meliaceae) in occasionally inundated and terra firme forest environments that differed in tree densities and secondary seed dispersal agents. We used parentage analysis to obtain contemporary gene flow estimates and assessed the spatial genetic structure of adults and juveniles. Despite the higher density of adults (diameter at breast height ; 25 cm) and spatial aggregation in occasionally inundated forest, the average pollen dispersal distance was similar in both types of forest (195 ± 106min terra firme and 175 ± 87 m in occasionally inundated plots). Higher seed flow rates (36.7% of juveniles were from outside the plot) and distances (155 ± 84 m) were found in terra firme compared to the occasionally inundated plot (25.4% and 114 ± 69 m). There was a weak spatial genetic structure in juveniles and in terra firme adults. These results indicate that inundation may not have had a significant role in seed dispersal in the occasionally inundated plot, probably because of the higher levels of seedling mortality

    Endurance and Adaptation of Community Forest Management in Quintana Roo, Mexico

    Despite regional deforestation threats, the state of Quintana Roo has maintained over 80% of its territory in forests. Community forest management (CFM) has played a pivotal role in forest cover and biodiversity conservation in the region. In this article, we present the institutional, socioeconomic and environmental conditions under which community-based forest management has been consolidated in the tropical state of Quintana Roo, which occupies the eastern half of Mexico’s Yucatan Peninsula. With a focus on management for timber and other market-based development strategies, we then examine the institutional and socioeconomic factors, as well as biophysical shocks, that have constrained community forestry development in the past 25 years, challenging its persistence. Following, we discuss how forest communities and institutions have responded and adapted to changing forest policies and markets as well as major environmental shocks from hurricanes and fires. CFM in Quintana Roo has shown resiliency since its institutionalization 30 years ago. Future challenges and opportunities include biodiversity conservation, carbon management through Reducing Emissions from Deforestation and Forest Degradation (REDD+) initiatives, market strengthening, business management training as well as the implementation of alternative silvicultural systems, particularly to manage sustainable populations of commercial timber species
