“Translational turn” in the cultural studies and “the cultural turn” in the translation studies show that the term “culture” is very important in the literary translation. The key terms of a foreign culture play a great role in literary translation because of the intercultural dialogue. The translator must pay attention to the clash of cultural terms in the literary texts and in the translation. The literary translation helps to understand between cultures if it carefully handles the cultural terms of a foreign culture which is translated into a target culture. The cultural terms which belong to Turkish culture are to be understood by the readers of the target culture. As readers, we must read the literary texts with a “thick description” and we hope the literary texts help intercultural dialogue if they are translated into a foreign culture. The translator must see the cultural terms diachronically and synchronically

Health-Related Quality of Life in Maxillectomy Patients Rehabilitated with Obturator Prostheses: A Literature Review

The prosthetic rehabilitation of the maxillectomy defect is important to restore oral functions and facial contours as well as to improve patients’ health-related quality of life (HRQOL). This literature review aims to assess the HRQOL of maxillectomy patients rehabilitated with obturator prostheses and their determinants as well as to identify the most commonly used HRQOL measures. A literature search has been performed using PubMed, EMBASE, and Google Scholar to identify studies published before October 10, 2016. Twenty-three studies were identified. Most studies are cross-sectional. The most frequently used HRQOL measures were the Obturator Functioning Scale and the University of Washington Quality of Life scale version 4. Studies showed that postoperative radiation therapy, residual dentition, obturator functioning, impairment of ingestion, speech, appearance, the extent of therapy, and pain were important factors affecting patients’ HRQOL. This review provides valuable information for clinicians and researchers in determining patients’ needs, selecting HRQOL measure, planning future studies, as well as planning and developing comprehensive prosthetic rehabilitation programs. Well-designed clinical, multicenter, longitudinal studies with a larger sample are needed to evaluate the impacts of different reconstruction and retention methods as well as several determinants including sociodemographic, clinical, and psychological on patients’ HRQOL

EXAMINING GUIDELINES FOR DEVELOPING ACCURATE PROFICIENCY LEVEL SCORES

One attempt to make scores from large‐scale assessments more interpretable has been to provide proficiency level scores to describe the meaning of student performance on tests. This study has examined the accuracy of Ercikan and Julian’s (2002) guidelines for developing proficiency level scores and the classification accuracy of proficiency level scores from British Columbia’s Foundation Skills Assessment tests. The guidelines were examined by comparing expected classification accuracies, based on these guidelines, to those estimated using a statistical procedure. The guidelines provided accurate expected classification accuracies to use in making decisions about assessment design. Key words: proficiency level scores, classification accuracy, assessment design, reliability L’une des façons utilisées pour faciliter l’interprétation des résultats d’épreuves communes a été de fournir des scores de rendement comparatifs en fonction de normes de référence. Dans cet article, les auteurs analysent la pertinence des directives d’Ercikan et Julian (2002) ayant trait à l’élaboration des scores de rendement et l’exactitude du classement des scores de rendement dans les tests d’évaluation des compétences fondamentales en Colombie‐Britannique. L’analyse des directives a donné lieu à une comparaison entre l’exactitude du classement en fonction des directives et l’exactitude du classement obtenue par une méthode statistique. Les directives ont produit des classements exacts et conformes aux prévisions et peuvent servir dans les décisions à prendre au sujet de la conception des évaluations. Local governments in terms of financial sharıng in Turkey according to the law numbered 6360

In this thesis, the structures of local governments’ administrative and financial aspects are discussed in Turkey. Regulations and changes were investigated within the framework of Law No. 6360. The aim of this thesis is to examine new arrangements and changes within Law No. 6360 by using the interview and content analysis. Financial relationships between local governments units are analyzed by taking consideration the authorization of local governments. On the frame of the law; the literature review and the criticism in the direction of the law are by determining the views of the persons concerned, whether it meets the expected benefits after implementing of Law No. 6360. Conclusion and discussion of the thesis; Law 6360 is assessed outlined, 14 Province which converts provincial territorial boundaries of the metropolitan municipality and other metropolitan municipalities of the province which also borders of territorial boundaries. On the law, through interviews with officials, it engendered after the implementation of the act has been demonstrated or likely to lead to results. Local governments unit officials, the overall result of the application of Law No. 6360, have expressed the view that far from providing the expected benefits.Bu Tez’de, Türkiye’de idari ve mali açıdan yerel yönetimlerin yapısı ele alınmıştır. 6360 Sayılı Kanun çerçevesinde yapılan düzenleme ve değişikliklerincelenmiştir. Bu tezin amacı; 6360 Sayılı Kanun’la yapılan yeni düzenlemeleri ve değişiklikleri, görüşme ve içerik analizi yöntemiyle incelemektir. Yerel yönetim birimleri arasındaki mali ilişkileri, yerel idare birim yetkilileriyle görüşerek analiz etmektir. Kanun’a dair literatür incelemesi ve Kanun’a yöneltilen eleştiriler doğrultusunda, 6360 Sayılı Kanun’un uygulanması sonrasında, beklenen faydaları sağlayıp sağlamadığını, ilgili kişilerin de görüşlerine yer vererek tespit etmektir. Tezin tartışma ve sonuç kısmında, 14 İli, il mülki sınır olarak büyükşehir belediyesine dönüştüren ve diğer büyükşehir belediyelerinin de sınırını İl mülki sınırı yapan 6360 Sayılı Kanun, genel hatlarıyla değerlendirilmiştir. Kanun’a dair, yetkililerle yapılan görüşmelerle, Kanun’un uygulanması sonrası doğurduğu ya da muhtemel doğuracağı sonuçlar ortaya konulmuştur. Yerel idare birim yetkilileri, genel olarak 6360 Sayılı Kanun’un uygulama sonuçlarının, beklenen faydayı sağlamaktan çok uzak olduğu görüşünü dile getirmişlerdir

Ethnography of Naming as a Religious Identity: Case of Antakya

Antakya is the central district of Hatay Province located in the eastern Mediterranean Region. Once populated by a variety of different ethno-religious communities, today it is still a place where Jewish, Christian, Sunni Muslim, and Arab Alevi (Nusayri) communities live together. This study is aimed at gaining insight into the naming preferences and naming rituals among different religious communities with a comparative perspective. The key question this study seeks to answer is how the religious belief to which people belong affects the names they are given and how the religious community draws a line between “self” and “other” based on the name. Names given to children or avoided as a taboo in different communities give the hints of a faith-based cultural memory a community established with its past. In this study, which is built on ethnography, field study method was utilized, and interviews were conducted with people from different communities. These interviews provided detailed insights into the variables people consider in naming their children, whether or not the religious identity to which they belong is influential in choosing a name, the naming experiences and rituals

Proses of mi̇'râc-nâmes in Turkish literature and Musa b. Ahmed Antakî's prose Mi̇'râc-name

Arapça bir sözcük olan Mi’râc, “yukarı çıkma aleti, yukarı çıkacak yer” anlamına gelmektedir. Leyle-i Mi’râc da Hz. Peygamber’in göğe çıktığı geceyi ifade eder olmuştur ki bu gece Receb ayının yirmi yedinci gecesine denk gelip müslümanlar arasında kandil olarak anılmaktadır. Ayrıca bu kutlu gün yalnızca bir gece olarak anılmakla kalmamış, Hz. Peygamber’in şefaatini kazanmak isteyen pek çok alim ve sufi için eserlerine konu olan önemli bir vaka haline gelmiştir. Anadolu’da ilk örneklerini manzum olarak gördüğümüz mi’râc-nâmeler zaman içerisinde belirgin özellikler kazanmış XV. yüzyıl ve sonrası rağbet görmüş manzum ya da mensur yahut çoğu karışık metinler halinde gelişimini sürdürmüştür. Özellikle XVII. ve XVIII. yüzyıllarda hemen hemen her divan şairinin bir veya birkaç mi’râciyye yazdığı görülür. Bu gelenek, XIX. yüzyılda da devam etmiştir. Türk Edebiyatı’nda böyle önemli bir tür uzun yıllar ihmal edilmiş ve toplu bir şekilde ele alınmamıştır. Daha sonra 1987 yılında Prof. Dr. Metin Akar mi’râc-nâmeleri detaylı bir şekilde incelemişse de yalnızca manzum mi’râc-nâmeler incelenmiş ve mensur eserler maalesef kütüphanelerimizde incelenmeyi bekler halde kalmışlardır. Çalışmamızda bu kıymetli eserlerin gün yüzüne çıkarılması ve daha sonra çalışma yapmak isteyenlere yardımcı olması amaçlanmıştır. Bütün bunlarla birlikte modern yöntemler ışığında incelenecek Musa b. Ahmed el-Antakî’ye ait Mi’râc-Nâme aynı zamanda bu tür üzerine yapılmış olan çalışmalar arasında ilk örneklerden biri olma vasfını taşıyacaktır.Mi’râc is a Arabic words, it basically means “going up tool, the place where you going up”. Leyle-i Mi’râc is the night when prophet (Muhammed peace be upon him) raised to the heaven; also this night is the 27th day of Recep Month and celebrated by Muslim community as candle. Additionally this holy day is not just remembered for one day; to get salvation of Prophet (peace be upon him) lots of islamic scholars and Sufis mentioned this event on their books. We see the first example of this event as mi’râc-nâmeler, with the XV century it became so popular that it dramatically involved as poetic, prose and mixed texts. Especially in XVII and XVIII centuries, we see that almost all of the Ottoman poets wrote at least one about mi’râc-nâme. This tradition went on in XIX century. This type of literature have been neglected and haven’t been studied comprehensively in this time yet. İn 1987, Prof. Dr. Metin Akar investigated mi’râc-nâmeler in depth, although he just studied in poetic of mi’râc-nâmeler; the proses left in our library to go moldy. In our studies we try to reveal all this precious work and help to the people who will want to work on the same subject. In addition to all, modern investigation on proses of mi’râc-nâme will be the first type of study on this study field
