    Penelitian ini dilatarbelakangi oleh rendahnya mutu pendidikan dirasakan pada penyelenggara proses pembelajaran seni budaya, khususnya seni tari. Siswa kurang mendapat kesempatan untuk menciptakan komposisi tari sendiri. Kelemahan tersebut mengakibatkan kreativitas yang dimiliki anak tidak diperoleh secara maksimal. Salah satu alternatif untuk mengembangkan kreativitas siswa dalam merancang tari kreasi adalah dengan penggunaan laboratorium seni. Penelitian ini bertujuan untuk menguji pengaruh penggunaan laboratorium seni terhadap kreativitas siswa dalam merancang tari kreasi pada siswa kelas XI MIPA SMA Negeri 5 Kendari. Penelitian ini merupakan penelitian Quasi Experimental dengan menggunakan Pretest Posttest Control Group Design. Populasi penelitian ini adalah seluruh siswa kelas XI MIPA SMA Negeri 5 Kendari. Sampel diambil berdasarkan teknik pengambilan sampel purposive sampling. Data dikumpulkan dengan pemberian instrumen berupa tes kreativitas siswa dalam merancang tari kreasi yang berbentuk tes uraian. Analisis data menggunakan statistik deskriptif dan statistik inferensial. Hasil penelitian secara deskriptif dan secara inferensial menunjukkan bahwa: (1) Rata-rata kreativitas siswa dalam merancang tari kreasi sebelum penggunaan laboratorium seni pada kelas yang memiliki kemampuan tinggi adalah sebesar 79,56 sedangkan Rata-rata kreativitas siswa dalam merancang tari kreasi sesudah penggunaan laboratorium seni pada kelas yang memiliki kemampuan tinggi adalah sebesar 89,09; (2) Rata-rata kreativitas siswa dalam merancang tari kreasi sebelum penggunaan laboratorium seni pada kelas yang memiliki kemampuan rendah adalah sebesar 76,39 sedangkan Rata-rata kreativitas siswa dalam merancang tari kreasi sesudah penggunaan laboratorium seni pada kelas yang memiliki kemampuan rendah adalah sebesar 83,73; (3) Ada pengaruh penggunaan laboratorium seni terhadap kreativitas siswa dalam merancang tari kreasi pada siswa kelas XI MIPA SMA Negeri 5 Kendari; dan (4) Ada perbedaan pengaruh penggunaan laboratorium seni terhadap kreativitas siswa dalam merancang tari kreasi antara siswa kelas kemampuan tinggi dan kelas kemampuan rendah

Followed up by the Director General of Customs and Excise No. Kep-205/BC /2003: That to increase non-oil exports is necessary to simplify the procedures for granting Ease Import Export Destination Facility (KITE). The method used descriptive survey of a sample unit by 33 employees in the Office of Import Facility for Export Purpose (KITE) Regional Office of Directorate General of Customs and Excise, West Java, which consists of the Head of Customs Facilities, Head of Section, Head of Sub Division of General, Inspector, Officer Receiver Documents, Technical Support Officer, and other employees. Testing research hypotheses using path analysis, to data processing results of questionnaires used a computer program microsoft office excel and SPSS for Windows Version 17.00. Based on the results of research and discussion, it can be concluded that cultural relations organization, the physical condition of the office, and the individual needs of employees with employee service performance are positive and are in a strong category. Meaning positive relationship here is if the organizational culture and the physical condition of the office increased, as well as individual needs are met with a good employee, then the employee will increase service performance. Organizational culture, the physical condition of the office, and the needs of individual employees have a significant effect on the performance of employee services in West Java Regional Office KITE by 79.79%. The influence of organizational culture contributed by 21.53%, the physical condition of the office by 46.46%, and the individual needs of employees amounted to 11.8%, and the remaining 20.21% influenced by other factors outside of this research, such as leadership style, work motivation, and career development.     Tujuan dari penelitian ini adalah untuk mempelajari penggunaan teknik pola bilangan dan kemampuan siswa dalam operasi pembagian di sekolah dasar. Penelitian dilakukan di Madrasah Ibtidaiyah di Ciputat dengan metode quasi eksperimen dengan melibatkan 60 sebagai sampel. Pemilhan sampel menggunakan cluster random sampling. Studi ini menemukan bahwa: 1) hasil belajar operasi pembagian siswa yang menggunakan teknik pola bilangan ini lebih tinggi dari mereka yang menggunakan teknik biasa dan 2) kemampuan siswa yang menggunakan teknik pola bilangan ini lebih baik daripada siswa yang menggunakan teknik biasa. The results of the research are: Work Motivation Lecturer in Bandung categorized Husada STIKes Dharma well. It is seen from the achievement criteria score of 4.16. Organizational Culture on STIKes Dharma Husada Bandung is in either category. It is seen from the achievement criteria score of 3.70. Compensation for lecturer in Bandung Husada STIKes Dharma is the good category. It is seen from the achievement scores of 4.00. Lecturer performance level STIKes Dharma Husada Bandung categorized either. It is seen from the achievement criteria score of 4.02. Influence on the Performance of Work Motivation lecturer at Dharma STIKes Husada Bandung, directly is by 0133, through Organizational Culture for 0012, through the Compensation for 0099. So the total effect by 0244 or by 24.4%. Influence of Organizational Culture on Performance STIKes lecturer at Bandung Husada Dharma, directly by 0034, over 0,031 Compensation, through Work Motivation of 0,012. So the total effect of 0.077 or 7.7%. Effect of Compensation to Performance STIKes Dharma Lecturer at Husada Bandung, directly by 0290, through Organizational Culture 0031, through the work motivation of 0099. So the effect of a total of 0420 or by 42%. Simultaneously influence Work Motivation, Organizational Culture and Performance Compensation for STIKes Dharma Lecturer at Husada Bandung is the strong category which is equal to 0.741 or 74%, This shows that significant influence.     Interpreting Between the Concept of Customary Law Community and the Concept of Indigenous People (a Theoretical Study)

    The concept/term often used in the community and in the academic world is the concepts/terms of customary law community and indigenous people. In its development, there are those who equate the two concepts, and those that distinguish them according to their point of view. Therefore, the problems that arise in our society in everyday life are the difficulty to distinguish or interpret between the two concepts, namely: what the concept of indigenous people and the concept of indigenous peoples are, and how the background of the differences between the two concepts is. The method used in reviewing the problem above was normative legal research, by studying various literature/materials, both primary, secondary and tertiary legal materials. The concept of the customary law community and the concept of indigenous peoples are used in the same sense because the subjects are the same, even though theoretically and academically the concepts are different. The difference between these two concepts/terms is due to the emergence of historically different backgrounds, such as in aspect of language, users (people, scholar, entity or scientific field, all of which use the terms to give identity to certain group of people (as subject) in a certain area)

    The existences of International and national laws are interrelated and interacting. The linkage of International and National laws is depicted in monism and dualism theories. The existence of International and national laws is examined by looking at each other\u27s interdependence and interaction between the two. The object of this paper is related to the disengagement and interaction between International law and national law, using normative juridical methods. The results show that in actual practice between International and national laws need and influence each other, includes: International law is more effective if transformed into the national law; International law will bridge when the national law cannot be applied in the territory of other countries; International law will harmonize the differences in the national law; and International law more grow from the practices of countries.     The aim of this study were: 1) to determine the state of leadership, communication, motivation and performance of employees Secretariat Development Administration Bureau of West Java Province, 2) to seek the influence of leadership, communication and motivation partially on employee performance, 3) to seek the influence leadership, communication and motivation simultaneously on employee performance. This research was conducted at the Bureau of Development Administration Provincial Secretariat of West Java by taking the employee population of 60 people. The method used is descriptive method analytical census using path analysis (path analysis), and the operation of calculations using SPSS 17. The results of this study are as follows: 1) The state of leadership in Development Administration Bureau of West Java Provincial Secretariat included into either category (3.70666), 2) The state of communication exists within either category (3.68922), 3) The state of motivation No work in either category (3.77000), 4) The state of employee performance is in both categories (3.80333), 5) There is a significant effect of leadership (X1) on employee performance (Y), ie the total effect of 0.249, 6 ) There is a significant effect of work communication (X3) on employee performance (Y), ie the total effect of 0.358, 7) There is a significant effect of work motivation (X3) on employee performance (Y), ie the total effect of 0.432, 8) There are significant effect of leadership influence (X1), communication (X2) and work motivation (X3) simultaneously on employee performance (Y), namely the determination (R2) = 0.710 or 71%. The conclusion of this study is proven there is significant relationship between leadership, communication and motivation on employee performance in the Secretariat of Development Administration Bureau of West Java Province.
