    Get PDF
This paper examines the utilization of water resources, wind resources, and solar photovoltaic resources and related green jobs, the qualification system, and government policies. While green sectors will create new jobs, they will also lead to a redefinition of many existing job profiles pertaining to water resources, wind resources, and solar photovoltaic resources. New green jobs pertaining to the fields of water, wind, and solar photovoltaic resources will require new skills in both new and emerging occupations. The securing of a well-trained workforce capable of meeting this challenge is predicated on the establishment of the necessary education, training, and qualification systems. In this regard, in growing fields such as those related to water, wind, and solar photovoltaic resources, the focus should be on the development of skills related to energy efficiency and renewable energy implementation. This study introduces the following policy suggestions. First, a plan related to the nurturing and utilization of human resources in the fields of water, wind, and solar photovoltaic resources should be drawn up. Second, there is a need to guarantee qualifications and the enhancement of public relations where training programs are concerned. Third, the expansion of the industrial sector's participation in the cultivation of human resources involved in green industry technology and the related technical skills should be brought about. Fourth, it is important to conduct a systematic and continuous survey of jobs in fields related to water, wind, and solar photovoltaic resources. Fifth, there is a need to revamp the laws and institutions related to water, wind, and solar photovoltaic resources sector. Sixth, individuals, enterprises, and the government should actively seek to cope with environmental changes in terms of technology. Seventh, occupational information should be released, and career counseling pertaining to changing jobs should be enhanced

A Study on School-to-Work for University Graduates in Korea

    Get PDF
In sum, the problem of transition to work faced by university graduates stems from the excess of supply occasioned by the overwhelming number of students that opt for university education. In this regard, employment policies relating to university graduates should be linked to the reform of universities, and in particular to the raising of the quality of university education and the decreasing of the number of university students. Enhancing the quality level of university education would entail increasing the psychological costs of higher education, which in turn would result in a decrease in the number of students that opt for university education. The problem of university reform is not one that should be addressed through the market. Rather, the government should be actively involved in the reform of universities. The government should provide direct consultation to universities that face problems. University data should be made public, and a validation assessment system for universities should be introduced. The data pertaining to universities and above-mentioned assessments should be related to the assistance provided to individual universities by governments. While mergers and acquisitions should be promoted, university campuses should be sold for profit and regarded as assets

This research represents the first instance of close collaboration between the vocational education and training research institutes of Korea and France, and examines the differences between the qualification systems of the two countries. At the surface, the qualification systems of the two countries have definite commonalities and differences. Beneath the surface, however, the differences between the two systems are superficial, and can be explained in relation to social and cultural institutions. It can be said that the simplest of the social and cultural differences between Korea and France lie in the opposition of the social security system and the family security system. This opposition, therefore, lies at the basic level of the qualification system. The middle level consists of the performance of mediating roles, such as the conflict between education-centralism and industry- centralism, conflict and the agreement between labor and management, confliction between the guarantee of individual rights and the improvement of the productivity, opposition between learning and job experience, and opposition between upward decisions and downward control. The question as to how the three levels relate to each other in the complex structure, provides a basis for analysis and explanation..

The aim of this research is to explore the establishment of an efficient financial education system to reinforce financial knowledge. The objective of the study is to seek alternatives that could improve financial education. Financial education is important, as it helps consumers to make appropriate decisions with respect to financial circumstances and risk. The major research method involved a review of previous research and government policy, afield survey, in-depth interviews, and a case study of the US, the UK, and EU countries. As the financial industry is evolving into a knowledge-based industry, the future competitiveness of financial institutions in Korea will depend on having financial professionals with skills in risk management, customized product development, accommodation of customer needs, and diversification of income sources. In a survey of professionals conducted in 2009, attracting financial talent with a global perspective and insight was deemed to be the most urgent and essential element for the growth and development of financial industries. The importance of financial education has been recognized by the government, financial institutes, and even the public. In response to this increased emphasis on the importance of financial education, Korea needs to establish a financial education system that can help Koreans to improve their financial knowledge. Financial education programs furnished by small, private education institutions, financial institutes, and consulting companies have been reported as not being systematic or well-structured enough to train the financial talent that is required by the market. To support the policy of MCHRD, and to enable the development of appropriate policies, it is necessary to take into account a number of things; integration into the Korean society does not mean assimilation - MCHRD need to be enabled and supported in maintaining their culture, a legal framework which provides redress for discrimination is critical in ensuring that MCHRD are treated equally. It is necessary to support at all levels, from central government to local government, and on broad societal attitudes as well as on the problems of individuals if multicultural family are to come feel at home in their new society

Methods of Promoting the Industry-Education Collaboration at the Tertiary Level

    Get PDF
The industry-education collaboration at the tertiary level has been very important. However, many scholars, specialists, and entrepreneurs and workers in the industries among others have assessed the collaboration as being inactive. In this study, many ideas and governmental policy directions to promote the collaboration between the two are suggested. First, stakeholders, including the Government, should be aware that all schools and courses in the tertiary level are willing to take part in the collaborative activities, if necessary. Second, Government should develop and institutionalize the incentive mechanisms to promote the collaboration. Third, Government should establish the system to articulate and mediate the governmental policies which are set up and executed respectively by administrative branches. Especially, from now on the collaboration between the educational sector and the industry has to be focused not on the collaboration of institutions (schools, enterprises, research centers), but on the collaboration among policies (educational, industrial and R&D). Fourth, the collaboration policy needs to be adapted to the strategies of local development. The local policymakers should be given the right and the opportunity to attend the policymaking process. Fifth, the laws and regulations on collaboration has to be thoroughly reviewed and systematically amended. Sixth, many programs and projects managed by the government has to be reviewed. Some are combined and some have been terminated. The budget and fund managed by government should also be reviewed. New funds for promoting collaboration has to be created. Seventh, Government should set up a plan on the circulation of information on collaboration. Eighth, collaboration between two should be defined in the law and regulations and it should be periodically studied. Ninth, Government has to assist the institutions to formulate strategies on the development of institutions. It has to induce them to take a part in the collaboration programs and projects which are developed by government in conformity with developmental strategies
