Methods of Promoting the Industry-Education Collaboration at the Tertiary Level

Abstract

The industry-education collaboration at the tertiary level has been very important. However, many scholars, specialists, and entrepreneurs and workers in the industries among others have assessed the collaboration as being inactive. In this study, many ideas and governmental policy directions to promote the collaboration between the two are suggested. First, stakeholders, including the Government, should be aware that all schools and courses in the tertiary level are willing to take part in the collaborative activities, if necessary. Second, Government should develop and institutionalize the incentive mechanisms to promote the collaboration. Third, Government should establish the system to articulate and mediate the governmental policies which are set up and executed respectively by administrative branches. Especially, from now on the collaboration between the educational sector and the industry has to be focused not on the collaboration of institutions (schools, enterprises, research centers), but on the collaboration among policies (educational, industrial and R&D). Fourth, the collaboration policy needs to be adapted to the strategies of local development. The local policymakers should be given the right and the opportunity to attend the policymaking process. Fifth, the laws and regulations on collaboration has to be thoroughly reviewed and systematically amended. Sixth, many programs and projects managed by the government has to be reviewed. Some are combined and some have been terminated. The budget and fund managed by government should also be reviewed. New funds for promoting collaboration has to be created. Seventh, Government should set up a plan on the circulation of information on collaboration. Eighth, collaboration between two should be defined in the law and regulations and it should be periodically studied. Ninth, Government has to assist the institutions to formulate strategies on the development of institutions. It has to induce them to take a part in the collaboration programs and projects which are developed by government in conformity with developmental strategies
