    Metrology: Measurement Assurance Program Guidelines

    The 5300.4 series of NASA Handbooks for Reliability and Quality Assurance Programs have provisions for the establishment and utilization of a documented metrology system to control measurement processes and to provide objective evidence of quality conformance. The intent of these provisions is to assure consistency and conformance to specifications and tolerances of equipment, systems, materials, and processes procured and/or used by NASA, its international partners, contractors, subcontractors, and suppliers. This Measurement Assurance Program (MAP) guideline has the specific objectives to: (1) ensure the quality of measurements made within NASA programs; (2) establish realistic measurement process uncertainties; (3) maintain continuous control over the measurement processes; and (4) ensure measurement compatibility among NASA facilities. The publication addresses MAP methods as applied within and among NASA installations and serves as a guide to: control measurement processes at the local level (one facility); conduct measurement assurance programs in which a number of field installations are joint participants; and conduct measurement integrity (round robin) experiments in which a number of field installations participate to assess the overall quality of particular measurement processes at a point in time

    Oscillatory oblique stagnation-point flow toward a plane wall

    Two-dimensional oscillatory oblique stagnation-point flow toward a plane wall is investigated. The problem is a eneralisation of the steady oblique stagnation-point flow examined by previous workers. Far from the wall, the flow is composed of an irrotational orthogonal stagnation-point flow with a time-periodic strength, a simple shear flow of constant vorticity, and a time-periodic uniform stream. An exact solution of the Navier-Stokes equations is sought for which the flow streamfunction depends linearly on the coordinate parallel to the wall. The problem formulation reduces to a coupled pair of partial differential equations in time and one spatial variable. The first equation describes the oscillatory orthogonal stagnation-point flow discussed by previous workers. The second equation, which couples to the first, describes the oblique component of the flow. A description of the flow velocity field, the instantaneous streamlines, and the particle paths is sought through numerical solutions of the governing equations and via asymptotic analysis

    Second Epoch Global VLBI Observations of Compact Radio Sources in the M82 Starburst Galaxy

    We have presented the results of a second epoch of global Very Long Baseline Interferometry observations, taken on 23 February 2001 at a wavelength of 18 cm, of the central kiloparsec of the nearby starburst galaxy Messier 82. These observations were aimed at studying the structural and flux evolution of some of the compact radio sources in the central region that have been identified as supernova remnants. The objects 41.95+575 and 43.31+592 have been studied, expansion velocities of 2500 +/- 1200 km/s and 7350 +/- 2100 km/s respectively have been derived. Flux densities of 31.1 +/- 0.3 mJy and 17.4 +/- 0.3 mJy have been measured for the two objects. These results are consistent with measurements and predictions from previous epochs.Comment: 5 pages, 3 figures.     We give a geometric proof of the following result of Juhasz. \emph{Let aga_g be the leading coefficient of the Alexander polynomial of an alternating knot KK. If ag<4|a_g|<4 then KK has a unique minimal genus Seifert surface.} In doing so, we are able to generalise the result, replacing `minimal genus' with `incompressible' and `alternating' with `homogeneous'.     A new and efficient strategy for the rapid formation of novel fluorinated tetrahydropyridazines and dihydrooxazines has been developed by fluorocylisation of β,γ-unsaturated hydrazones and oximes with the hypervalent fluoroiodane reagent. Mechanochemical synthesis delivered fluorinated tetrahydropyridazines in similar excellent yields to conventional solution synthesis, whereas fluorinated dihydro-oxazines were prepared in much better yields by ball-milling

    15 years of VLBI observations of two compact radio sources in Messier 82

    We present the results of a second epoch of 18cm global Very Long-Baseline Interferometry (VLBI) observations, taken on 23 February 2001, of the central kiloparsec of the nearby starburst galaxy Messier 82. These observations further investigate the structural and flux evolution of the most compact radio sources in the central region of M82. The two most compact radio objects in M82 have been investigated (41.95+575 and 43.31+592). Using this recent epoch of data in comparison with our previous global VLBI observations and two earlier epochs of European VLBI Network observations we measure expansion velocities in the range of 1500-2000km/s for 41.95+575, and 9000-11000km/s for 43.31+592 using various independent methods. In each case the measured remnant expansion velocities are significantly larger than the canonical expansion velocity (500km/s) of supernova remnants within M82 predicted from theoretical models. In this paper we discuss the implications of these measured expansion velocities with respect to the high density environment that the SNR are expected to reside in within the centre of the M82 starburst.Comment: Accepted for publication in MNRAS, 9 pages, 8 figure

    Neutrino-induced deuteron disintegration experiment

    Cross sections for the disintegration of the deuteron via neutral-current (NCD) and charged-current (CCD) interactions with reactor antineutrinos are measured to be 6.08 +/- 0.77 x 10^(-45) cm-sq and 9.83 +/- 2.04 x 10^(-45) cm-sq per neutrino, respectively, in excellent agreement with current calculations. Since the experimental NCD value depends upon the CCD value, if we use the theoretical value for the CCD reaction, we obtain the improved value of 5.98 +/- 0.54 x 10^(-45) for the NCD cross section. The neutral-current reaction allows a unique measurement of the isovector-axial vector coupling constant in the hadronic weak interaction (beta). In the standard model, this constant is predicted to be exactly 1, independent of the Weinberg angle. We measure a value of beta^2 = 1.01 +/- 0.16. Using the above improved value for the NCD cross section, beta^2 becomes 0.99 +/- 0.10.Comment: 22pages, 9 figure

    Study of the April 20, 2007 CME-Comet Interaction Event with an MHD Model

    This study examines the tail disconnection event on April 20, 2007 on comet 2P/Encke, caused by a coronal mass ejection (CME) at a heliocentric distance of 0.34 AU. During their interaction, both the CME and the comet are visible with high temporal and spatial resolution by the STEREO-A spacecraft. Previously, only current sheets or shocks have been accepted as possible reasons for comet tail disconnections, so it is puzzling that the CME caused this event. The MHD simulation presented in this work reproduces the interaction process and demonstrates how the CME triggered a tail disconnection in the April 20 event. It is found that the CME disturbs the comet with a combination of a 180180^\circ sudden rotation of the interplanetary magnetic field (IMF), followed by a 9090^\circ gradual rotation. Such an interpretation applies our understanding of solar wind-comet interactions to determine the \textit{in situ} IMF orientation of the CME encountering Encke.Comment: 13 pages, 3 figures, accepted by the ApJ Letter

    A Hydrologic Model of the Bear River Basin

    As demands upon available water supplies increase, there is an accompanying increase in the need to assess downstream consequences resulting from changes at specific locations within a hydrologic system. The problem is approached in this study by hybrid computer simulation of the hydrologic system. Modeling concepts are based upon the development of basic relationships which describe the various hydrologic processes. Within a system these relationships are linked by the continuity-of-mass priciple which requires a hydrologic balance at all points. Spatial resolution is achieved by considering the modeled areas as a series of subbasins. The time increment adopted for the model is one month, so taht time varying quantities are expressed in terms of mean monthly values. The model is general in nature and in applied to a partifular hydrologic system through a programmed verification procedure whereby model coefficients are evaluated for the particular system. In this study the model was synthesized on a hybrid computer and applied to the Bear River basin of western Wyoming, southern Idaho, and northern Utah. Comparisons between observed and comptued outflow hydrographs for each subbasin are shown. The utility of the model for predicting the effects of various possible water resources management alternatives is demonstrated for the number 1, or Evanston subbasin. The hybrid computer is very efficient for model development, and the verified model can be readily programmed on the all-digital computer

    The non-gliadin fraction of the 70% ethanol extracts of compensated nulli-tetrasomics and ditelosomics of Triticum aestivum cv. Chinese Spring has been analyzed by combined electrofocusing and electrophoresis. Seventeen of the 21 protein map components of the euploid have been ascribed to eight chromosomes: 4A, 3BS, 6BS, 7BS, 3D, 4D, 5D and 7DS.
