    Methods and tools supporting urban resilience planning: experiences from Cork, Ireland

    To prevent flood disasters, policymakers call for resilient cities which are better able to cope with flood hazards. However, actual adoption of resilience measures in urban planning is still limited, partly because it is not sufficiently clear how and to what extent resilience should and can be enhanced. To develop resilience strategies, information on the current resilience and on the effects of measures should be available. Since cities are complex systems, an assessment of resilience requires the input of different actors. To obtain and combine this input, a comprehensive approach which brings together many actors is required. Furthermore, resilience must be integrated in planning frameworks in order to enhance adoption by city policy makers. Tools which support and structure the contribution of different disciplines and actors will help to obtain information on the current resilience and to develop a shared vision on measures to enhance urban resilience. We illustrate our view with an example on Cork, Ireland

Copyright @ 2010 IFIP International Federation for Information Processing.The role of Open Source Software (OSS) in the e-learning business has become more and more fundamental in the last 10 years, as long as corporate and government organizations have developed their educational and training programs based on OSS out-of-the-box tools. This paper qualitatively documents the decision of the largest UK e-learning provider, the Open University, to adopt the Moodle e-learning system, and how it has been successfully deployed in its site after a multi-million investment. A further quantitative study also provides evidence of how a commercial stakeholder has been engaged with, and produced outputs for, the Moodle community. Lessons learned from this experience by the stakeholders include the crucial factors of contributing to the OSS community, and adapting to an evolving technology. It also becomes evident how commercial partners helped this OSS system to achieve the transition from an β€œaverage” OSS system to a successful multi-site, collaborative and community-based OSS project

    Automated generation of program translation and verification tools using annotated grammars

    Automatically generating program translators from source and target language specifications is a non-trivial problem. In this paper we focus on the problem of automating the process of building translators between operations languages, a family of DSLs used to program satellite operations procedures. We exploit their similarities to semi-automatically build transformation tools between these DSLs. The input to our method is a collection of annotated context-free grammars. To simplify the overall translation process even more, we also propose an intermediate representation common to all operations languages. Finally, we discuss how to enrich our annotated grammars model with more advanced semantic annotations to provide a verification system for the translation process. We validate our approach by semi-automatically deriving translators between some real world operations languages, using the prototype tool which we implemented for that purpose

    Moving beyond the β€˜language problem': developing an understanding of the intersections of health, language and immigration status in interpreter-mediated health encounters

    Health systems internationally are dealing with greater diversity in patient populations. However the focus on β€˜the language problem’ has meant little attention is paid to diversity within and between migrant populations; and how interpreted consultations are influenced by intersecting migratory, ethnicity and sociodemographic variables. Our analysis of the experiences of patients, health care providers and interpreters in Scotland evidences the need to move beyond language, addressing multiple hidden inequalities in health care access and provision that operate in both clinic and, especially, home-based settings. We call for a practice-evidenced research agenda promoting cultural communication across health care and home settings, acknowledging immigration status as a social determinant of health.     Pregnancy-related pain in the pelvis ( PPP): Terminology, clinical presentation and prevalence

    Pregnancy-related lumbopelvic pain has puzzled medicine for a long time. The present systematic review focuses on terminology, clinical presentation, and prevalence. Numerous terms are used, as if they indicated one and the same entity. We propose β€œpregnancy-related pelvic girdle pain (PPP)”, and β€œpregnancy-related low back pain (PLBP)”, present evidence that the two add up to β€œlumbopelvic pain”, and show that they are distinct entities (although underlying mechanisms may be similar). Average pain intensity during pregnancy is 50Β mm on a visual analogue scale; postpartum, pain is less. During pregnancy, serious pain occurs in about 25%, and severe disability in about 8% of patients. After pregnancy, problems are serious in about 7%. The mechanisms behind disabilities remain unclear, and constitute an important research priority. Changes in muscle activity, unusual perceptions of the leg when moving it, and altered motor coordination were observed but remain poorly understood. Published prevalence for PPP and/or PLBP varies widely. Quantitative analysis was used to explain the differences. Overall, about 45% of all pregnant women and 25% of all women postpartum suffer from PPP and/or PLBP. These values decrease by about 20% if one excludes mild complaints. Strenuous work, previous low back pain, and previous PPP and/or PLBP are risk factors, and the inclusion/exclusion of high-risk subgroups influences prevalence. Of all patients, about one-half have PPP, one-third PLBP, and one-sixth both conditions combined. Overall, the literature reveals that PPP deserves serious attention from the clinical and research communities, at all times and in all countries

    Mechanisms and Factors that Influence High Frequency Retroviral Recombination

    With constantly changing environmental selection pressures, retroviruses rely upon recombination to reassort polymorphisms in their genomes and increase genetic diversity, which improves the chances for the survival of their population. Recombination occurs during DNA synthesis, whereby reverse transcriptase undergoes template switching events between the two copackaged RNAs, resulting in a viral recombinant with portions of the genetic information from each parental RNA. This review summarizes our current understanding of the factors and mechanisms influencing retroviral recombination, fidelity of the recombination process, and evaluates the subsequent viral diversity and fitness of the progeny recombinant. Specifically, the high mutation rates and high recombination frequencies of HIV-1 will be analyzed for their roles in influencing HIV-1 global diversity, as well as HIV-1 diagnosis, drug treatment, and vaccine development

    Estimating pesticide emission fractions for use in LCA: a global consensus-building effort

    A practical challenge in LCA for comparing pesticide application in different agricultural practices is the agreement on how to quantify the amount emitted, while only the amount applied to the field is known. Main goal of this paper is to present an international effort carried out to reach agreement on recommended default agricultural pesticide emission fractions to environmental media. Consensual decisions on the assessment framework are (a) primary distributions are used as inputs for LCIA, while further investigating how to assess secondary emissions, (b) framework and LCA application guidelines and documentation will be compiled, (c) the emission framework will be based on modifying PestLCI 2.0, (d) drift values will be provided by German, Dutch and other drift modelers, (e) pesticide application methods will be complemented to develop scenarios for tropical regions, (f) climate, soil and application method scenarios will be based on sensitivity analysis, (g) default emission estimates for LCA will be derived from production-weighted averages, and (h) emission fractions will be reported spatially disaggregated. Recommendations for LCA practitioners and database developers are (a) LCA studies should state whether the agricultural field belongs to technosphere or ecosphere, (b) additional information needs to be reported in LCI (e.g. pesticide mass applied), (c) emissions after primary distribution and secondary fate processes should be reported, (d) LCIA methods should allow for treating the field as part of technosphere and ecosphere, (e) fate and exposure processes should be included in LCIA (e.g. crop uptake), (f) default emission estimates should be used in absence of detailed scenario data, (g) and all assumptions should be reported. The recommended pesticide emission fractions results and recommendations are presented and disseminated to strive for broad acceptance at a dedicated stakeholder workshop back-to-back with the current LCA Food 2016 conference in Dublin
