    Options of public income support for the unemployed in the Philippines and social protection

    How can the income support for the unemployed Filipino workers be improved? The study analyzes both arguments in favor of, and against each of the following programs: unemployment insurance, unemployment assistance, severance pay, unemployment insurance savings accounts, public works, and self-employment programs. In doing so, it addresses the following questions: How does a candidate program interact with other labor market institutions? Does the program respond to a country's income shocks such as recessions, and natural disasters? Does the country have sufficient administrative capacity to carry out a program? Does the program fit into existing formal, and informal mechanisms of social risk management? Is there a risk of disrupting, or displacing existing mechanisms, such as transfers between family members? Is the program attuned to the prevailing norms, and culture? The study concludes that all programs have certain advantages, and disadvantages - an argument for the multiplicity of programs and flexibility of their use. Nonetheless, to enhance income protection, the paper proposes a two-prong approach: a) the expansion of public works, and b) the introduction of a new program - individual savings accounts, i.e., either as unemployment insurance savings accounts, or comprehensive savings accounts covering contingencies such as education, health, housing, and old age.Environmental Economics&Policies,Services&Transfers to Poor,Safety Nets and Transfers,Rural Poverty Reduction,Health Economics&Finance

    Improved Method for Detecting Local Discontinuities in CMB data by Finite Differencing

    An unexpected distribution of temperatures in the CMB could be a sign of new physics. In particular, the existence of cosmic defects could be indicated by temperature discontinuities via the Kaiser-Stebbins effect.     Constitutional Democracy and Caretaker Committee in Nigeria Local Government System: An Assessment

    The 1976 Local Government Reform among other landmark changes unified the local government system in Nigeria, and the 1979 constitution made local governments the third tier of government and provided for a system of local government by democratically elected councils. More recently, elected local government councils have been dissolved and replaced with Transition Committees or Caretaker Committees appointed by the Governors’ of their respective states. This paper therefore, examines the impact of the caretaker committees in Nigerian Local Government on the practice of constitutional democracy. The discussion is framed by the theoretical perspectives and Nigerian literature on local government and constitutional democracy, and by the recent phenomenal wave of dissolving elected local government councils and subsequent replacement with caretaker committees. Contrary to popular belief, that local government as the third tier of government has failed to achieve the objective for which it was created, this paper observes that party politics has been the bane of Nigerian local government since its inception, and that democratically elected local councils with political and financial autonomy are the major conditions for an effective and efficient multi-purpose local government system in Nigeria

    Delivering organisational adaptation through legislative mechanisms: Evidence from the Adaptation Reporting Power (Climate Change Act 2008)

    There is increasing recognition that organisations, particularly in key infrastructure sectors, are potentially vulnerable to climate change and extreme weather events, and require organisational responses to ensure they are resilient and adaptive. However, detailed evidence of how adaptation is facilitated, implemented and reported, particularly through legislative mechanisms is lacking. The United Kingdom Climate Change Act (2008), introduced the Adaptation Reporting Power, enabling the Government to direct so-called reporting authorities to report their climate change risks and adaptation plans. We describe the authors' unique role and experience supporting the Department for Environment, Food and Rural Affairs (Defra) during the Adaptation Reporting Power's first round. An evaluation framework, used to review the adaptation reports, is presented alongside evidence on how the process provides new insights into adaptation activities and triggered organisational change in 78% of reporting authorities, including the embedding of climate risk and adaptation issues. The role of legislative mechanisms and risk-based approaches in driving and delivering adaptation is discussed alongside future research needs, including the development of organisational maturity models to determine resilient and well adapting organisations. The Adaptation Reporting Power process provides a basis for similar initiatives in other countries, although a clear engagement strategy to ensure buy-in to the process and research on its long-term legacy, including the potential merits of voluntary approaches, is required

    Spatial Attention Modulates Center-Surround Interactions in Macaque Visual Area V4

    SummaryIn natural viewing, a visual stimulus that is the target of attention is generally surrounded by many irrelevant distracters. Stimuli falling in the receptive field surround can influence the neuronal response evoked by a stimulus appearing within the classical receptive field. Such modulation by task-irrelevant distracters may degrade the target-related neuronal signal. We therefore examined whether directing attention to a target stimulus can reduce the influence of task-irrelevant distracters on neuronal response. We find that in area V4 attention to a stimulus within a neuron's receptive field filters out a large fraction of the suppression induced by distracters appearing in the surround. When attention is instead directed to the surround stimulus, suppression is increased, thereby filtering out part of the neuronal response to the irrelevant distracter positioned within the receptive field. These findings demonstrate that attention modulates the neural mechanisms that give rise to center-surround interactions

    Leveraging big data tools and technologies: Addressing the challenges of the water quality sector

    The water utility sector is subject to stringent legislation, seeking to address both the evolution of practices within the chemical/pharmaceutical industry, and the safeguarding of environmental protection, and which is informed by stakeholder views. Growing public environmental awareness is balanced by fair apportionment of liability within-sector. This highly complex and dynamic context poses challenges for water utilities seeking to manage the diverse chemicals arising from disparate sources reaching Wastewater Treatment Plants, including residential, commercial, and industrial points of origin, and diffuse sources including agricultural and hard surface water run-off. Effluents contain broad ranges of organic and inorganic compounds, herbicides, pesticides, phosphorus, pharmaceuticals, and chemicals of emerging concern. These potential pollutants can be in dissolved form, or arise in association with organic matter, the associated risks posing significant environmental challenges. This paper examines how the adoption of new Big Data tools and computational technologies can offer great advantage to the water utility sector in addressing this challenge. Big Data approaches facilitate improved understanding and insight of these challenges, by industry, regulator, and public alike. We discuss how Big Data approaches can be used to improve the outputs of tools currently in use by the water industry, such as SAGIS (Source Apportionment GIS system), helping to reveal new relationships between chemicals, the environment, and human health, and in turn provide better understanding of contaminants in wastewater (origin, pathways, and persistence). We highlight how the sector can draw upon Big Data tools to add value to legacy datasets, such as the Chemicals Investigation Programme in the UK, combined with contemporary data sources, extending the lifespan of data, focusing monitoring strategies, and helping users adapt and plan more efficiently. Despite the relative maturity of the Big Data technology and adoption in many wider sectors, uptake within the water utility sector remains limited to date. By contrast with the extensive range of applications of Big Data in in other sectors, highlight is drawn to how improvements are required to achieve the full potential of this technology in the water utility industry

    Attentional selection of superimposed surfaces cannot be explained by modulation of the gain of color channels

    AbstractWhen two differently colored, superimposed patterns of dots rotate in opposite directions, this yields the percept of two superimposed transparent surfaces. If observers are cued to attend to one set of dots, they are impaired in making judgments about the other set. Since the two sets of dots are overlapping, the cueing effect cannot be explained by spatial attention. This has led to the interpretation that the impairment reflects surface-based attentional selection. However, recent single-unit recording studies in monkeys have found that attention can modulate the gain of neurons tuned for features such as color. Thus, rather than reflecting the selection of a surface, the behavioral effects might simply reflect a reduction in the gain of color channels selective for the color of the uncued set of dots (feature-based attention), as if viewing the surfaces through a colored filter. If so, then the impairment should be eliminated when the two surfaces are made the same color. Instead, we find that the impairment persists with no reduction in strength. Our findings thus rule out the color gain explanation

    Reducing instruction fetch energy with backwards branch control information and buffering

    Many emerging applications, e.g. in the embedded and DSP space, are often characterized by their loopy nature where a substantial part of the execution time is spent within a few program phases. Loop buffering techniques have been proposed for capturing and processing these loops in small buffers to reduce the processor‘s instruction fetch energy. However, these schemes are limited to straight-line or inner-most loops and fail to adequately handle complex loops. In this paper, we propose a dynamic loop buffering mech-anism that uses backwards branch control information to identify, capture and process complex loop structures. The DLB controller has been fully implemented in VHDL, syn-thesized and timed with the IBM Booledozer and Einstimer Synthesis tools, and analyzed for power with the Sequence PowerTheater tool. Our experiments show that the DLB approach, on average, results in a factor of 3 reduction in energy consumption compared to a traditional instruction memory design at an area overhead of about 9%
