    Self-Policing: Dissemination and Adoption of Police Eyewitness Policies in Virginia

    Professional policing organizations emphasize the importance of the adoption of sound police policies and procedures, but traditionally doing so has been left to individual agencies. State and local government typically does not closely regulate police, and neither federal constitutional rulings nor state law typically sets out in any detail the practices that police should follow. Thus, law enforcement agencies must themselves draft and disseminate policy. This paper presents the results of studies used to assess the adoption of eyewitness identification policies by law enforcement agencies in Virginia. Policymakers were focused on this problem because Virginia experienced a series of DNA exonerations in cases involving eyewitness misidentifications. In 2005, lawmakers enacted a law that required agencies to have some written policy in place. However, there was little guidance on what that policy should be. To remedy this problem, the state law enforcement policy agency, the Virginia Department of Criminal Justice Services (DCJS) promulgated, in 2011, a detailed model policy on eyewitness procedure. Nevertheless, as reported in a 2013 study, those model practices were only haltingly adopted. In particular, many agencies did not use blind or blinded lineups, in which the administrator does not know which photo is that of a suspect or cannot view which photo the eyewitness is examining. In Fall 2018, all of the over-three hundred law enforcement agencies in Virginia had their policies on this subject requested, using the state freedom of information law. The results show that there has now been widespread adoption of the DCJS model policy. Improved eyewitness identification practices have been adopted by the vast majority of agencies, including large and small agencies. This Article concludes by asking what contributed to the extensive dissemination of a model police policy, and what its implications are for improving police policy and practice without the use of regulation

    Kalawa (Epinephelus spp.) caught on board FORV Sagar Sampada was frozen in the absolutely fresh condition as well as after keeping for 5 and 10h at ambient temperature. Evaluation of changes in the quality of these samples during storage at -20°C indicated appreciable difference between the fresh frozen and delayed frozen fish during the initial stages of storage. Fresh frozen and 5h delayed froze fish samples had a shelf-life of more than 62 weeks, whereas the 10h delayed frozen fish had a shelf-life of about 48 weeks

    Improvement in quality and shelf-life of whole dried prawns

    A simple and effective method is suggested to improve the quality and shelf-life of commercial whole dried thelly prawns (Metapenaeus dobsoni). Treatment of whole prawns in 10% brine containing 0.1% citric acid for 20 min followed by drying in sun yield a product having good physical, chemical and organoleptic characteristics. Retardation of fungal incidence, reduction in total volatile nitrogen (TVBN) and improvement in flavour are some of the advantages of the treatment. The treated product has a shelf-life around 30 weeks compared to 20 weeks for untreated control and 7 weeks for commercial sample

    Physical, chemical and organoleptic characteristics of dried and smoked barracuda (Sphyraena spp.) during storage at ambient temperature are reported. Initial increase in total volatile basic nitrogen (TVBN) content after drying as well as smoking did not have any significant effect on the organoleptic qualities of the products. Smoking was found effective in delaying the onset of fungal attack and also in improving the organoleptic qualities

    Present limit of faecal streptococci as 100/g in fresh frozen shrimp was found to be too strict a standard commercially prepared products. Statistical analysis of the data collected indicates that fixing the maximum permissible limit as 1000/g will be a more workable proposition

    Stachydrine, a betaine released by germinating alfalfa seeds, functions as an inducer of nodulation genes, a catabolite, and an osmoprotectant in Sinorhizobium meliloti. Two stachydrine-inducible genes were found in S. meliloti 1021 by mutation with a Tn5-luxAB promoter probe. Both mutant strains (S10 and S11) formed effective alfalfa root nodules, but neither grew on stachydrine as the sole carbon and nitrogen source. When grown in the absence or presence of salt stress, S10 and S11 took up [14C]stachydrine as well as wild-type cells did, but neither used stachydrine effectively as an osmoprotectant. In the absence of salt stress, both S10 and S11 took up less [14C]proline than wild-type cells did. S10 and S11 appeared to colonize alfalfa roots normally in single-strain tests, but when mixed with the wild- type strain, their rhizosphere counts were reduced more than 50% (P ≤ 0.01) relative to the wild type. These results suggest that stachydrine catabolism contributes to root colonization. DNA sequence analysis identified the mutated locus in S11 as putA, and the luxAB fusion in that gene was induced by proline as well as stachydrine. DNA that restored the capacity of mutant S10 to catabolize stachydrine contained a new open reading frame, stcD. All data are consistent with the concept that stcD codes for an enzyme that produces proline by demethylation of N-methylproline, a degradation product of stachydrine

    Human muscle-derived cell populations isolated by differential adhesion rates: Phenotype and contribution to skeletal muscle regeneration in Mdx/SCID mice

    Muscle-derived stem cells (MDSCs) isolated from murine skeletal tissue by the preplate method have displayed the capability to commit to the myogenic lineage and regenerate more efficiently than myoblasts in skeletal and cardiac muscle in murine Duchenne Muscular Dystrophy mice (mdx). However, until now, these studies have not been translated to human muscle cells. Here, we describe the isolation, by a preplate technique, of candidate human MDSCs, which exhibit myogenic and regenerative characteristics similar to their murine counterparts. Using the preplate isolation method, we compared cells that adhere faster to the flasks, preplate 2 (PP2), and cells that adhere slower, preplate 6 (PP6). The human PP6 cells express several markers of mesenchymal stem cells and are distinct from human PP2 (a myoblast-like population) based on their expression of CD146 and myogenic markers desmin and CD56. After transplantation to the gastrocnemius muscle of mdx/SCID mice, we observe significantly higher levels of PP6 cells participating in muscle regeneration as compared with the transplantation of PP2 cells. This study supports some previous findings related to mouse preplate cells, and also identifies some differences between mouse and human muscle preplate cells

    Complex mosaic of sexual dichromatism and monochromatism in Pacific robins results from both gains and losses of elaborate coloration

    Pacific robins exhibit one of the most complex range-wide mosaics of sexual dichromatism and monochromatism. The evolutionary origins of this geographic mosaic remain poorly understood despite long-standing interest from ornithologists, and its influential role in the development of Ernst Mayr’s theories on speciation and the 'Biological Species Concept'. One factor limiting our understanding of the evolution of sexual plumage variation in Pacific robins is a lack of well-resolved taxon boundaries and phylogenetic relationships in the group. Here, we use primarily historical museum specimens to obtain dense sampling of mtDNA, nuclear DNA, plumage color and morphometrics from all named taxa in the radiation in order to infer taxon boundaries and relationships. We use these data to test hypotheses about colonization history, plumage evolution and reduced island dichromatism. Our data show that the Pacific robin radiation comprises four distinct lineages, which warrant recognition as separate species – the previously recognized Norfolk robin P. multicolor and redcapped robin P. goodenovii, and two new species we propose to name: ‘Solomon robin’ P. polymorpha Mayr, 1934 for the populations on Solomon and Bougainville Islands, and ‘Mayr’s robin’ P. pusilla Peale, 1848 (in honor of Ernst Mayr’s detailed work on the southwest Pacific robins) for the populations on Vanuatu, Fiji and Samoa. Our data suggest that the common ancestor of the entire Pacific robin radiation was most likely sexually dichromatic and that the radiation-wide mosaic of sexual plumage color arose via repeated losses of elaborate plumage in males and gains of elaborate plumage in females on separate islands.Anna M.
