Smallpox Bioterrorism Preparedness: The Importance of Technology and Education for Early Detection and Response
The use of biological agents as weapons has been prevalent throughout history. Only when the US experienced a bioterrorist attack in 2001 did additional funding begin to invest in preparing for other potential attacks. These initial investments, along with others, have funded preventative measures such as mass surveillance through biosensor technology and the development of preparedness programs such as the Laboratory Response Network and Hospital Preparedness Program. Based on learnings from previous outbreak events, in the event of a bioterrorist attack involving smallpox early detection will be the key to initiating a rapid and effective response. Additionally, further measures need to be taken to detect smallpox release either in the form of lab modified pathogens or laboratory compromise. Technologies must be made more accessible especially in rural areas where access may be limited. Because access may be limited, investments must be made into programs to better train medical personnel in identifying smallpox. This education must include topics not only on how to identify potential cases and management, but include topics related to identifying available resources and correct use of personal protection equipment to prevent further infection. Based on research, this education would improve healthcare personnel’s willingness to respond during an attack to improve containment. Finally, preparing education for the public prior to an event is important as they can assist in early identification and reduce panic. Improving bioterrorist attack readiness involving smallpox in the above areas is the key for reducing morbidity, mortality, and its overall impact on public health
Technical Change, Investment and Energy Intensity
Abstract in HTML and technical report in PDF available on the Massachusetts Institute of Technology Joint Program on the Science and Policy of Global Change website (http://mit.edu/globalchange/www/).This paper analyzes the role of different components of technical change on energy intensity by applying a Translog variable cost function setting to the new EU KLEMS dataset for 3 selected EU countries (Italy, Finland and Spain). The framework applied represents an accounting of technical change components, comprising autonomous as well as embodied and induced technical change. The inducement of embodied technical change is introduced by an equation for the physical capital stock that is a fixed factor in the short-run. The dataset on capital services and user costs of capital in EUKLEMS enables explaining capital accumulation depending on factor prices. The model can be used for explaining and tracing back the long-run impact of prices and technical change on energy intensity.This paper is based on the EU KLEMS database, which has been funded by the European Commission, Research Directorate General as part of the 6th Framework Programme, Priority 8, “Policy Support and Anticipating Scientific and Technological Needs” (project 502049)

Attachment to tourism destinations: The role of memory and place attachment
The purpose of this study was to explore the role that autobiographical memory plays in explaining how people become attached to tourism destinations. Autobiographical memory is an innovative method adopted from psychology which comprises the personal recollections individuals have of experiences and events. Furthermore, place attachment is a long-standing concept in tourism that identifies the emotional connection people have with places. Through an on-site visitor survey and a mail-back follow-up, 2,216 mail-back surveys were given to Yellowstone National Park visitors with 802 completed surveys (36 percent response rate). A structural equation model between autobiographical memory and place attachment indicated a significant, positive relationship between the strength of a visitor’s autobiographical memory salience and their level of place attachment. Thus, this model can be used forward in tourism research to identify how travelers form an attachment to the destination
