    From Progressive Planning to Progressive Urbanism: Planning\u27s Progressive Future and the Legacies of Fragmentation

    Since the 1980’s numerous urban scholars have taken to proclaiming one city or another as being ‘progressive.’ Planning websites like American Planning Association, Planetizen or Progressive Planning Magazine are inundated with examples of progressive planning in action. The examples of touted progressive cities are many: Burlington, Berkeley, Cleveland, Boston, L.A., Chicago, Cincinnati, Portland, Minneapolis, Austin, Denver, and Seattle have all been championed as progressive cities. Most of them come with brackets: Boston was progressive [under Mayor Flynn]; Chicago was progressive [under Mayor Washington]; Burlington was progressive [under Mayor Sanders]. There is also no shortage of descriptors about what makes a city progressive: linkage policies, minimum wages, rent control, affirmative action policies, and more recently public transit, mixed-use development, and pro-density growth policies. A more recent articulation of the progressive city tends to use phrases like ‘right-thinking,’ ‘cool,’ ‘hip,’ or ‘walkability’ and locates progressiveness in its ‘urbanity’

    Northern Saw-whet Owl Autumn Migration in Eastern Nebraska: Results from a Three-year Banding Study

    Prior to 2019, records of NSWOs in Nebraska during fall were limited. There were fewer than five accepted reports in eastern Nebraska since the 1950s (Silcock and Jorgensen, 2021). The Hitchcock banding station along the Missouri River bluffs in nearby western Iowa has captured, banded, and released 20-50 birds during autumn migration for a number of years (J. Toll, personal communication). Furthermore, a single season banding study in central Nebraska during fall 2004 captured 14 NSWOs (Kim 2005), suggesting the species may migrate annually over much of the state in fall, or at least in more years than previously thought. This is despite the relative lack of continuous forested habitat in the eastern and central part of the state and extensive areas of agricultural land cover. However, the absence of any systematic effort to detect this species over multiple years, especially away from the Missouri River, renders such conclusions speculative. To address information gaps, we conducted targeted NSWO banding efforts in the vicinity of Lincoln, Nebraska, for three consecutive years in 2019, 2020, and 2021. Our objectives were to determine 1) whether NSWOs migrate through this area regularly in fall, 2) the phenology of migration through our area, and 3) whether NSWO age classes vary by year. Our results should clarify and define the status of NSWOs’ fall movements in eastern Nebraska

    Lost in transition: the transfer of lean manufacturing to construction

    Purpose - The purpose of this paper is to explore the transfer of lean manufacturing/production from the Japanese manufacturing industry to the construction sector in the west. Design/methodology/approach - Research literature from the fields of lean manufacturing/production and lean construction was reviewed. This revealed a number of characteristics that are specific to lean construction, most notably the recognition that critical research findings have been slow to emerge but appear to be gaining momentum. Findings - In the transition from manufacturing to construction the process losses appear to be related to critical aspects and the challenges surrounding practical application to a different context. Lean is highly interpretive and there is no shared definition or understanding of what is meant by lean, lean production, and lean construction. The focus has been mainly on production system design, planning and management, and implementation. This narrow focus has meant that some important issues concerning the wider aspects of lean have been overlooked. There is a need for a "back to basics" discussion on many other aspects of the approach, such as whole-life value and waste identification. Research limitations/implications - The work is limited to an extensive literature review. Originality/value - The extensive literature review makes an original contribution to the lean construction field and provides a valuable resource for researchers

    Investigating the integration of design and construction from a lean perspective

    Purpose – Better integration of project processes has often been identified as the key issue regarding construction performance improvement. In some countries lean construction has become well-established, although there appears to be considerable diversity in the interpretation of the concept. Lean construction initially focused on production aspects, but gradually design issues have started to receive more attention and integrating construction design and production processes from a lean perspective are beginning to be addressed. The purpose of this paper is to identify some of the practical challenges underlying the implementation of approaches promoted as “lean” and compare this with published research/theory. Design/methodology/approach – Following an extensive review of the literature, a multiple case-strategy approach was used to explore the practical application of lean approaches to design and construction integration in an organisational setting. Summaries of the case studies, one from the USA and two from Denmark, help to highlight a number of pertinent issues facing practitioners and researchers. Findings – Findings suggest that it is possible to identify a number of aspects that (in theory as well as in practice) both influence and, to various extents, limit the applicability of the lean philosophy to construction. Findings also help to emphasise the importance of a number of interdependent factors for achieving better integration, namely: value identification/specification; an appropriate project delivery framework; structuring and planning of delivery processes; transparency; management and leadership; learning; and the importance of local context. Originality/value – The findings provide an original contribution to the integration of design and construction activities from a lean perspective. The findings are generic and could be practically applied in a variety of contexts

    Incorrectly Aged, Identified and Classified: Revisiting Nebraska’s 1968 ‘Barnacle Goose’ Record

    On 2 November 1968 in northeastern Otoe County, Nebraska, Milton Muncie harvested a bird (herein referred to as the 1968 specimen), subsequently identified as an immature Barnacle Goose (Branta leucopsis), from a flock of about 40 Cackling Geese (Branta hutchinsii; Cortelyou 1969). The occurrence was reported not only as the first record of a Barnacle Goose for Nebraska, but also the first record for the North American Interior and West (Cortelyou 1969). Cortelyou’s (1969) brief article also included a photograph of the mounted specimen. At the time and when subsequently reviewed by various authors, the identity of the 1968 specimen as a Barnacle Goose was not a matter of debate. Questions about its provenance, however, led authors (Bray et al. 1986, Sharpe et al. 2001) to consider the species’ occurrence as a wild bird in the state to be unproven, thus “hypothetical”. Bray et al. (1986) noted an immature in fall was a likely age class and period for a genuine wild vagrant, but considered the Otoe County specimen an escapee, citing Ryff (1984). Johnsgard (2018) also acknowledged the possibility the 1968 specimen could be a true vagrant, referring to it as “apparently wild”. Barnacle Goose has subsequently been reported four times in the state, but none of the reports are as welldocumented as the 1968 specimen. Thus, no records have been accepted and Barnacle Goose does not appear on the Official List of the Birds of Nebraska (Brogie 2009)

    Seizing the Future: Why Some Native Nations Do and Others Don't

    This study examines the question of why is it that some Native nations seize upon the nation building strategy and take effective control of their futures while others do not. We find that foundational change in a community arises when the external and internal conditions a people face interact with their interpretations of their situation, producing a new, shared "story" of what is possible, and how it can be achieved. The keys to changing a community's "story" are found in proactive decisions to alter internal and external situations, acquire concrete knowledge of the feasible, build on the community's cultural assets, and exercise leadership—especially in educating the people in a new vision.

    Diminishing Returns: Results of Black Rail Surveys in Nebraska

    The uncertain status of the Black Rail in Nebraska is problematic. Different authors have interpreted existing reports differently resulting in varying conclusions about the species’ status. The exercise of deciphering the limited details of existing reports and litigating their credibility is of little value. The Black Rail is now a threatened species and there is almost no published information on whether it occurs regularly in Nebraska. Furthermore, the species has not been searched for in any consistent form or systematic manner. Without information and understanding about the species’ occurrence, taking actions to benefit and protect this species will undoubtedly be difficult for government and non-governmental agencies or for interested individuals who want to do so. Since 2013, the Nongame Bird Program at the Nebraska Game and Parks Commission has conducted surveys focused on secretive marh birds throughout the state. Although up to eight species were targeted in these specialized surveys, a primary objective was to determine the presence/absence and/or abundance of Black Rails. Here, we report the results from our survey efforts to detect Black Rails in Nebraska

    Metabolic Syndrome Derived from Principal Component Analysis and Incident Cardiovascular Events: The Multi Ethnic Study of Atherosclerosis (MESA) and Health, Aging, and Body Composition (Health ABC).

    Background. The NCEP metabolic syndrome (MetS) is a combination of dichotomized interrelated risk factors from predominantly Caucasian populations. We propose a continuous MetS score based on principal component analysis (PCA) of the same risk factors in a multiethnic cohort and compare prediction of incident CVD events with NCEP MetS definition. Additionally, we replicated these analyses in the Health, Aging, and Body composition (Health ABC) study cohort. Methods and Results. We performed PCA of the MetS elements (waist circumference, HDL, TG, fasting blood glucose, SBP, and DBP) in 2610 Caucasian Americans, 801 Chinese Americans, 1875 African Americans, and 1494 Hispanic Americans in the multiethnic study of atherosclerosis (MESA) cohort. We selected the first principal component as a continuous MetS score (MetS-PC). Cox proportional hazards models were used to examine the association between MetS-PC and 5.5 years of CVD events (n = 377) adjusting for age, gender, race, smoking and LDL-C, overall and by ethnicity. To facilitate comparison of MetS-PC with the binary NCEP definition, a MetS-PC cut point was chosen to yield the same 37% prevalence of MetS as the NCEP definition (37%) in the MESA cohort. Hazard ratio (HR) for CVD events were estimated using the NCEP and Mets-PC-derived binary definitions. In Cox proportional models, the HR (95% CI) for CVD events for 1-SD (standard deviation) of MetS-PC was 1.71 (1.54-1.90) (P < 0.0001) overall after adjusting for potential confounders, and for each ethnicity, HRs were: Caucasian, 1.64 (1.39-1.94), Chinese, 1.39 (1.06-1.83), African, 1.67 (1.37-2.02), and Hispanic, 2.10 (1.66-2.65). Finally, when binary definitions were compared, HR for CVD events was 2.34 (1.91-2.87) for MetS-PC versus 1.79 (1.46-2.20) for NCEP MetS. In the Health ABC cohort, in a fully adjusted model, MetS-PC per 1-SD (Health ABC) remained associated with CVD events (HR = 1.21, 95%CI 1.12-1.32) overall, and for each ethnicity, Caucasian (HR = 1.24, 95%CI 1.12-1.39) and African Americans (HR = 1.16, 95%CI 1.01-1.32). Finally, when using a binary definition of MetS-PC (cut point 0.505) designed to match the NCEP definition in terms of prevalence in the Health ABC cohort (35%), the fully adjusted HR for CVD events was 1.39, 95%CI 1.17-1.64 compared with 1.46, 95%CI 1.23-1.72 using the NCEP definition. Conclusion. MetS-PC is a continuous measure of metabolic syndrome and was a better predictor of CVD events overall and in individual ethnicities. Additionally, a binary MetS-PC definition was better than the NCEP MetS definition in predicting incident CVD events in the MESA cohort, but this superiority was not evident in the Health ABC cohort
