    Under-the-cell routing to improve manufacturability

    The progressive miniaturization of technology and the unequal scalability of the BEOL and FEOL layers aggravate the routing congestion problem and have a negative impact on manufacturability. Standard cells are designed in a way that they can be treated as black boxes during physical design. However, this abstraction often prevents an efficient use of its internal free resources. This paper proposes an effective approach for using internal routing resources without sacrificing modularity. By using cell generation tools for regular layouts, libraries are enriched with cell instances that have lateral pins and allow under-the-cell connections between adjacent cells, thus reducing pin count, via count and routing congestion. An approach to generate cells with regular layouts and lateral pins is proposed. Additionally, algorithms to maximize the impact of under-the-cell routing are presented. The proposed techniques are integrated in an industrial design flow. Experimental results show a significant reduction of design rule check violations with negligible impact on timing.Peer ReviewedPostprint (author's final draft

    El objetivo de este artículo es el de analizar la figura de Max-Luis Aldrey Pereira, pionero de la Asiriología en España, a partir del estudio de bibliografía especializada, noticias de prensa y documentación de archivo. Concretamente, nos centramos en el análisis de tres puntos principales: su biografía (prestando especial atención a su compromiso ideológico con Falange), su obra asiriológica y su proyecto para la creación de una Facultad de Estudios Orientales en Madrid. El trabajo llevado a cabo permite no únicamente una mejor comprensión del personaje, sino también avanzar en la reconstrucción de la historia de la Orientalística Antigua en EspañaThe purpose of this paper is to analyze the figure of Max-Luis Aldrey Pereira, pioneer of Assyriology in Spain, using specialized bibliography, press news and archival sources.     Pandering Judges

    Tenured public officials such as judges are often thought to be indifferent to theconcerns of the electorate and, as a result, potentially lacking in discipline butunlikely to pander to public opinion. We investigate this proposition empiricallyusing data on promotion decisions taken by senior English judges between 1985 and2005. Throughout this period the popular view was one of ill-disciplined elitism:senior judges were alleged to be favouring candidates from elite backgrounds overtheir equally capable non-elite counterparts. We find no evidence of such illdiscipline;most of the unconditional difference in promotion prospects between thetwo groups can simply be explained by differences in promotion-relevantcharacteristics. However, exploiting an unexpected proposal to remove control overpromotions from the judiciary, we do find evidence of pandering. When faced by theprospect of losing autonomy, senior judges began to favour non-elite candidates, aswell as candidates who were unconnected to members of the promotion committee.Our finding that tenured public officials can display both the upsides and downsidesof electoral accountability has implications for the literature on political agency, aswell as recent constitutional reforms.Electoral Accountability, Judges, Promotion Decisions
