Peace Engineering

DER: Dynamic Evidential Reasoning applied to hyperspectral images classification
This paper describes a new classification method (DER) based on evidential reasoning to which a series of modifications are added [1]. DER allows including new evidence for the classification process and defines a different decision rule. The evidential reasoning algorithm provides a means to combine evidence from different data sources. It is a supervised classification technique that uses a training samples set. This novel method (DER) offers a learning stage to introduce new evidence in case the classifier requires so. Moreover, it uses the plausibility measure in order to define the decision rule as a way to incorporate data-associated uncertainty. The proposed method is applied in order to classify crops in hyperspectral images of the area of Nebraska (USA). Some results obtained are presented in order to assess DER precision.Facultad de Informátic

Introduction to Communication Systems Using National Instruments Universal Software Peripheral Radio Lab Manual
The students at the University of New Mexico Electrical and Computer Engineering Department are planning to use an integrated set of lectures and labs to better understand basic communications systems. The lectures are based on the textbook by Ziemer and Tranter, Principles of Communications - Systems, Modulation, and Noise. The labs are developed using the National Instruments Universal Software Radio Peripheral (USRP). The choice of this radio provides 2 advantages from an instructional perspective: it minimizes the amount of lab equipment necessary for performing the labs, and its range of flexibility to support spectrum sensing, cognitive radio and alternate modulation schemes.

Twenty years of Ibero American Science and Education Consortium (ISTEC): \nPast, Present and Future of a Collaborative Work
The Ibero-American Science and Technology Education Consortium (ISTEC) is a non-profit organization comprised of educational, research, industrial, and multilateral organizations throughout the Americas and the Iberian Peninsula. The Consortium has been established to foster scientific, engineering, and technology education, joint international research and development efforts among its members, and to provide a cost-effective vehicle for the application and transfer of technology. In mid 1990 personnel from the University of New Mexico visited countries in Latin America to identify and evaluate opportunities for successful collaboration in science, technology and education. Meetings were held with officials from various governments, educational institutions, research facilities, and industrial firms to gage interest in establishing efforts for international cooperation in technical fields. The meetings resulted in the identification of areas of common interest for employing hands-on education, research, and technology transfer in state-of-the-art technology and science. As a result of these visits, an organizational meeting was held in December of 1990, at the University of New Mexico, involving personnel from universities, industries, governments, and foundations throughout Ibero-America. These discussions resulted in the creation of the ISTEC
