    Effectiveness of Community Forest Management at reducing deforestation in Madagascar

    AbstractCommunity Forest Management (CFM) is a widespread conservation approach in the tropics. It is also promoted as a means by which payment for ecosystem services schemes can be implemented. However, evidence on its performance is weak. We investigated the effectiveness of CFM at reducing deforestation from 2000 to 2010 in Madagascar. To control for factors confounding impact estimates, we used statistical matching. We also contrasted the effects of CFM by whether commercial use of forest resources is allowed or not. We cannot detect an effect, on average, of CFM compared to no CFM, even when we restricted the sample to only where information suggests effective CFM implementation on the ground. Likewise, we cannot detect an effect of CFM where commercial use of natural resources is allowed. However, we can detect a reduction in deforestation in CFM that does not permit commercial uses, compared to no CFM or CFM allowing commercial uses. Our findings suggest that CFM and commercial use of forest resources are not guarantees of forest conservation and that differentiating among types of CFM is important

    On track to achieve No Net Loss of forest at Madagascar’s biggest mine

    International audienceMeeting the UN Sustainable Development Goals requires reconciling development with biodiversity conservation. Governments and lenders increasingly call for major industrial developments to offset unavoidable biodiversity loss but there are few robust evaluations of whether offset interventions ensure no net loss of biodiversity. We focus on the biodiversity offsets associated with the high-profile Ambatovy mine in Madagascar and evaluate their effectiveness at delivering no net loss of forest. As part of their efforts to mitigate biodiversity loss, Ambatovy compensate for forest clearance at the mine site by slowing deforestation driven by small-scale agriculture elsewhere. Using a range of methods, including extensive robustness checks exploring 116 alternative model specifications, we show that the offsets are on track to avert as much deforestation as was caused by the mine. This encouraging result shows that biodiversity offsetting can contribute towards mitigating environmental damage from a major industrial development, even within a weak state, but there remain important caveats with broad application. Our approach could serve as a template to facilitate other evaluations and so build a stronger evidence-base of the effectiveness of no net loss interventions

    Payment for Environmental “Self-Service”:Exploring the Links Between Farmers' Motivation and Additionality in a Conservation Incentive Programme in the Bolivian Andes

    Neoclassical economic interpretations of Payment for Environmental Services (PES), which assume that participants weigh up costs and benefits, are making room for more complex analyses. However, there is still little evidence of how PES programmes interact with existing motivations to conserve, the extent to which funded conservation is additional, and the likely permanence of changes. We categorized the outcome of contracts aiming to reduce cattle grazing in riparian forest (n = 428) and deforestation (n = 912) by Bolivian farmers in terms of whether they were unsuitable, non-compliant, non-additional, or additional (the holy grail of PES programmes) and explored the relationship between farmers' reported motivations and the extent to which the conservation funded was additional. Up to 39% of contracts to exclude cattle, and 14% to prevent deforestation appear to be additional. Where participation is motivated by the instrumental values of nature (such as provision of clean water) contracts to exclude cattle from riparian forest are more likely to represent additional conservation. We suggest that the programme is partly acting as what we term ‘payment for environmental selfservice’; i.e. the external incentives enable changes in behaviour motivated by farmers' perceptions of environmental benefits they receive from the management changes incentivized

    Asking sensitive questions in conservation using Randomised Response Techniques

    Conservation increasingly seeks knowledge of human behaviour. However, securing reliable data can be challenging, particularly if the behaviour is illegal or otherwise sensitive. Specialised questioning methods such as Randomised Response Techniques (RRTs) are increasingly used in conservation to provide greater anonymity, increase response rates, and reduce bias. A rich RRT literature exists, but successfully navigating it can be challenging. To help conservationists access this literature, we summarise the various RRT designs available and conduct a systematic review of empirical applications of RRTs within (n = 32), and beyond conservation (n = 66). Our results show increased application of RRTs in conservation since 2000. We compare the performance of RRTs against known prevalence of the sensitive behaviour and relative to other questioning techniques to assess how successful RRTs are at reducing bias (indicated by securing higher estimates). Findings suggest that RRT applications in conservation were less likely than those in other disciplines to provide prevalence estimates equal to, or higher than those derived from direct questions. Across all disciplines, we found reports of non-compliance with RRT instructions were common, but rarely accounted for in study design or analysis. For the first time, we provide conservationists considering RRTs with evidence on what works, and provide guidance on how to develop robust designs suitable for conservation research contexts. We highlight when alternate methods should be used, how to increase design efficiency and improve compliance with RRT instructions. We conclude RRTs are a useful tool, but their performance depends on careful design and implementation

    Mind the gap:the use of research in protected area management in Madagascar

    It is increasingly well recognised that a lot of conservation-related research is not being used to improve conservation practice. However, much of the research in this area has been conducted with conservation managers in high income countries, where the barriers to accessing and using research may be different. We conducted questionnaires (n=85) and face to face interviews (n=54) with managers of protected areas in Madagascar to explore their use of research results. Despite considering research results—including peer reviewed articles, theses, in-house research and research by other organisations—a very useful information source, many managers do not use research results regularly to inform their on-the-ground actions. Instead they tend to rely on experience, or advice from others. The reasons for the low use of research results are many and varied but include barriers to accessing research, especially peer-reviewed publications and reports published by other organisations. Managers also raised concern about the practical relevance of some of the research being conducted in their protected areas. We identify a series of resources which can be useful to managers to improve the access they have to research results and highlight a series of steps which researchers can follow to increase the likelihood of their research being used. We also suggest there is a role for the Malagasy authorities in improving the ways in which research reports— received as part of the conditions of research permits— are shared and archived. Researchers are increasingly aware of the moral imperative that research conducted should be available to inform practice, and protected area managers want access to the best possible information to inform their decisions. With such good intentions, overcoming the gap between research and practice should not be difficult with good communication and essential to improving conservation management in Madagascar

    Spatial patterns of carbon, biodiversity, deforestation threat, and REDD+ projects in Indonesia

    There are concerns that Reduced Emissions from Deforestation and forest Degradation (REDD+) may fail to deliver potential biodiversity cobenefits if it is focused on high carbon areas. We explored the spatial overlaps between carbon stocks, biodiversity, projected deforestation threats, and the location of REDD+ projects in Indonesia, a tropical country at the forefront of REDD+ development. For biodiversity, we assembled data on the distribution of terrestrial vertebrates (ranges of amphibians, mammals, birds, reptiles) and plants (species distribution models for 8 families). We then investigated congruence between different measures of biodiversity richness and carbon stocks at the national and subnational scales. Finally, we mapped active REDD+ projects and investigated the carbon density and potential biodiversity richness and modeled deforestation pressures within these forests relative to protected areas and unprotected forests. There was little internal overlap among the different hotspots (richest 10% of cells) of species richness. There was also no consistent spatial congruence between carbon stocks and the biodiversity measures: a weak negative correlation at the national scale masked highly variable and nonlinear relationships island by island. Current REDD+ projects were preferentially located in areas with higher total species richness and threatened species richness but lower carbon densities than protected areas and unprotected forests. Although a quarter of the total area of these REDD+ projects is under relatively high deforestation pressure, the majority of the REDD+ area is not. In Indonesia at least, first-generation REDD+ projects are located where they are likely to deliver biodiversity benefits. However, if REDD+ is to deliver additional gains for climate and biodiversity, projects will need to focus on forests with the highest threat to deforestation, which will have cost implications for future REDD+ implementation

    Drivers of the Distribution of Fisher Effort at Lake Alaotra, Madagascar

    Understanding how fishers make decisions is important for improving management of fisheries. There is debate about the extent to which small-scale fishers follow an ideal free distribution (IFD) – distributing their fishing effort efficiently according to resource availability, rather than being influenced by social factors or personal preference. Using detailed data from 1,800 fisher catches and from semi-structured interviews with over 700 fishers at Lake Alaotra, the largest inland fishery in Madagascar, we showed that fishers generally conformed to the IFD. However, there were differences in catch:effort relationships between fishers using different gear types as well as other revealing deviations from the predictions of IFD. Fishers report routine as the primary determinant of their choice of fishing location, explaining why they do not quickly respond to changes in catch at a site. Understanding the influences on fishers’ spatial behaviour will allow better estimates of costs of fishing policies on resource users, and help predict their likely responses. This information can inform management strategies to minimise the negative impacts of interventions, increasing local support and compliance with rules
