    Regulation of the cable television industry was marked by remarkable periods of deregulation, re-regulation, and re-deregulation during the 1980s and 1990s. Using FCC firm-level survey data spanning 1993 to 2001, we model and econometrically estimate the effect of regulation and competition on cable rates. Our calculations indicate that while regulation lowered rates for small system operators, it raised them for medium and large systems. Meanwhile, competition consistently decreased rates from 5.6 to 8.8 percent, with even larger declines during periods of regulation.     J.S. Bell's Concept of Local Causality

    John Stewart Bell's famous 1964 theorem is widely regarded as one of the most important developments in the foundations of physics. It has even been described as "the most profound discovery of science." Yet even as we approach the 50th anniversary of Bell's discovery, its meaning and implications remain controversial. Many textbooks and commentators report that Bell's theorem refutes the possibility (suggested especially by Einstein, Podolsky, and Rosen in 1935) of supplementing ordinary quantum theory with additional ("hidden") variables that might restore determinism and/or some notion of an observer-independent reality. On this view, Bell's theorem supports the orthodox Copenhagen interpretation. Bell's own view of his theorem, however, was quite different. He instead took the theorem as establishing an "essential conflict" between the now well-tested empirical predictions of quantum theory and relativistic \emph{local causality}. The goal of the present paper is, in general, to make Bell's own views more widely known and, in particular, to explain in detail Bell's little-known mathematical formulation of the concept of relativistic local causality on which his theorem rests. We thus collect and organize many of Bell's crucial statements on these topics, which are scattered throughout his writings, into a self-contained, pedagogical discussion including elaborations of the concepts "beable", "completeness", and "causality" which figure in the formulation. We also show how local causality (as formulated by Bell) can be used to derive an empirically testable Bell-type inequality, and how it can be used to recapitulate the EPR argument.Comment: 19 pages, 4 figure

    Abstinence and abstinence-only education

    PURPOSE OF REVIEW: To review recent literature on medical accuracy, program effectiveness, and ethical concerns related to abstinence-only policies for adolescent sexuality education. RECENT FINDINGS: The federal government invests over 175 million dollars annually in 'abstinence-only-until-marriage' programs. These programs are required to withhold information on contraception and condom use, except for information on failure rates. Abstinence-only curricula have been found to contain scientifically inaccurate information, distorting data on topics such as condom efficacy, and promote gender stereotypes. An independent evaluation of the federal program, several systematic reviews, and cohort data from population-based surveys find little evidence of efficacy and evidence of possible harm. In contrast, comprehensive sexuality education programs have been found to help teens delay initiation of intercourse and reduce sexual risk behaviors. Abstinence-only policies violate the human rights of adolescents because they withhold potentially life-saving information on HIV and other sexually transmitted infections. SUMMARY: Federal support of abstinence-only as an approach to adolescent sexuality education is of much concern due to medical inaccuracies, lack of effectiveness, and the withholding and distorting of health information

The misrepresentation of the significance of the almost seventy articles Mead wrote during his lifetime distorts the meaning of his concepts and has profound implications for symbolic interactionists who claim Mead as one of their founding fathers

    Identification of proteins in the postsynaptic density fraction by mass spectrometry

    Our understanding of the organization of postsynaptic signaling systems at excitatory synapses has been aided by the identification of proteins in the postsynaptic density (PSD) fraction, a subcellular fraction enriched in structures with the morphology of PSDs. In this study, we have completed the identification of most major proteins in the PSD fraction with the use of an analytical method based on mass spectrometry coupled with searching of the protein sequence databases. At least one protein in each of 26 prominent protein bands from the PSD fraction has now been identified. We found 7 proteins not previously known to be constituents of the PSD fraction and 24 that had previously been associated with the PSD by other methods. The newly identified proteins include the heavy chain of myosin-Va (dilute myosin), a motor protein thought to be involved in vesicle trafficking, and the mammalian homolog of the yeast septin protein cdc10, which is important for bud formation in yeast. Both myosin-Va and cdc10 are threefold to fivefold enriched in the PSD fraction over brain homogenates. Immunocytochemical localization of myosin-Va in cultured hippocampal neurons shows that it partially colocalizes with PSD-95 at synapses and is also diffusely localized in cell bodies, dendrites, and axons. Cdc10 has a punctate distribution in cell bodies and dendrites, with some of the puncta colocalizing with PSD-95. The results support a role for myosin-Va in transport of materials into spines and for septins in the formation or maintenance of spines

    Controls on nitrogen cycling in terrestrial ecosystems : a synthetic analysis of literature data

The definitive version was published in Ecological Monographs 75 (2005): 139–157, doi:10.1890/04-0988.Isotope pool dilution studies are increasingly reported in the soils and ecology literature as a means of measuring gross rates of nitrogen (N) mineralization, nitrification, and inorganic N assimilation in soils. We assembled data on soil characteristics and gross rates from 100 studies conducted in forest, shrubland, grassland, and agricultural systems to answer the following questions: What factors appear to be the major drivers for production and consumption of inorganic N as measured by isotope dilution studies? Do rates or the relationships between drivers and rates differ among ecosystem types? Across a wide range of ecosystems, gross N mineralization is positively correlated with microbial biomass and soil C and N concentrations, while soil C:N ratio exerts a negative effect on N mineralization only after adjusting for differences in soil C. Nitrification is a log-linear function of N mineralization, increasing rapidly at low mineralization rates but changing only slightly at high mineralization rates. In contrast, NH4+ assimilation by soil microbes increases nearly linearly over the full range of mineralization rates. As a result, nitrification is proportionately more important as a fate for NH4+ at low mineralization rates than at high mineralization rates. Gross nitrification rates show no relationship to soil pH, with some of the fastest nitrification rates occurring below pH 5 in soils with high N mineralization rates. Differences in soil organic matter (SOM) composition and concentration among ecosystem types influence the production and fate of mineralized N. Soil organic matter from grasslands appears to be inherently more productive of ammonium than SOM from wooded sites, and SOM from deciduous forests is more so than SOM in coniferous forests, but differences appear to result primarily from differing C:N ratios of organic matter. Because of the central importance of SOM characteristics and concentrations in regulating rates, soil organic matter depletion in agricultural systems appears to be an important determinant of gross process rates and the proportion of NH4+ that is nitrified. Addition of 15N appears to stimulate NH4+ consumption more than NO3− consumption processes; however, the magnitude of the stimulation may provide useful information regarding the factors limiting microbial N transformations.This research was supported by a grant from The Andrew W.     Misperceptions in Intergroup Conflict: Disagreeing About What We Disagree About

    Two studies examined misperceptions of disagreement in partisan social conflicts, namely, in the debates over abortion (Study 1) and politics (Study 2). We observed that partisans tend to exaggerate differences of opinion with their adversaries. Further, we found that perceptions of disagreement were more pronounced for values that were central to the perceiver\u27s own ideology than for values that were central to the ideology of the perceiver\u27s adversaries. To the extent that partisans assumed disagreement concerning personally important values, they were also inaccurate in perceiving their adversaries\u27 actual opinions.
