    Why Higher Real Wages May Reduce Altruism for the Poor

    The non-poor need to have information on the existence and the cause of the plight of the poor for redistribution to be a public good. Since gaining this information takes time, the full price of helping the poor includes both the money cost and the time involved in empathizing. Over the last century, the higher real incomes of the poor have reduced the manifestations of poverty. When poverty is less obvious, the non-poor are not as aware of poverty.     The present paper argues that the costs of climate change are primarily adjustment costs. The central result is that climate change will reduce welfare whenever it occurs more rapidly than the rate at which capital stocks (interpreted broadly to include natural resource stocks) would naturally adjust through market processes.     DIMINISHING MARGINAL VALUE

    The notion of diminishing marginal value has had a profound impact on the development of neoclassical theory. Early neoclassical scholars had considerable difficulty convincing contemporaries of the new paradigm's value until political economists, including Jevons and Walras, used the critical assumption of diminishing marginal value to link utility and demand. While diminishing marginal value remains a key component of modern economic intuition, there is surprisingly little empirical verification of its existence or level. This paper gathers field data across a myriad of subject pools--from undergraduate students to PTA members to sportscard enthusiasts--to examine several aspects of preferences in both price and exchange institutions.     Econometrics: A Bird’s Eye View

    As a unified discipline, econometrics is still relatively young and has been transforming and expanding very rapidly over the past few decades. Major advances have taken place in the analysis of cross sectional data by means of semi-parametric and non-parametric techniques. Heterogeneity of economic relations across individuals, firms and industries is increasingly acknowledged and attempts have been made to take them into account either by integrating out their effects or by modeling the sources of heterogeneity when suitable panel data exists. The counterfactual considerations that underlie policy analysis and treatment evaluation have been given a more satisfactory foundation. New time series econometric techniques have been developed and employed extensively in the areas of macroeconometrics and finance. Non-linear econometric techniques are used increasingly in the analysis of cross section and time series observations. Applications of Bayesian techniques to econometric problems have been given new impetus largely thanks to advances in computer power and computational techniques. The use of Bayesian techniques have in turn provided the investigators with a unifying framework where the tasks of forecasting, decision making, model evaluation and learning can be considered as parts of the same interactive and iterative process; thus paving the way for establishing the foundation of “real time econometrics”.     "No-Till" Farming Is a Growing Practice

    Most U.S. farmers prepare their soil for seeding and weed and pest control through tillage—plowing operations that disturb the soil. Tillage practices affect soil carbon, water pollution, and farmers’ energy and pesticide use, and therefore data on tillage can be valuable for understanding the practice’s role in reaching climate and other environmental goals. In order to help policymakers and other interested parties better understand U.S. tillage practices and, especially, those practices’ potential contribution to climate-change efforts, ERS researchers compiled data from the Agricultural Resource Management Survey and the National Resources Inventory-Conservation Effects Assessment Project’s Cropland Survey.     A Test of Competing Explanations of Compensation Demanded

    The disparity between willingness-to-pay and willingness-to-accept, also known as compensation demanded, is a robust experimental finding. Two types of explanations been proposed. The first invokes psychological effects, broadly categorized as reference dependence and loss aversion. The second explanation is that there are large substitution effects but that underlying behavior is neoclassically utility-theoretic. The key observation motivating the present study is that loss aversion implies concavity of willingness to accept, whereas the utility-theoretic explanation implies convexity. We report experiments in which subjects were endowed with 3 items and asked the minimum payments they required to be willing to relinquish 1, 2, or 3 of them. We examine whether the compensation demanded is convex, concave, neither, or both in the number of items being relinquished

    The Effects of Hypergravic Fields on Neural Signalling in the Hippocampus

    The goal of this grant is to study the effect of hypergravic fields on the modulation of hippocampal electrical activity by serotonin (5-HT). The proposed study represents a shift from our previous NASA grants covering three diverse areas in neurobiology (thermoregulation, vestibular and auditory brainstem evoked responses, and the hippocampus) to consideration of only one of these areas, the hippocampus. To place our proposed hippocampal experiments in context with relevant Spacelab-3 experiments and hypergravic experiments, two experiments on receptor changes in animals exposed to altered gravitational fields are first described. Our experiments build on these structural/biochemical observations and extend investigations to related electrical activity at 1 G and in hypergravic fields.
