    In 1713, soon after publication of the Spectator had come to an end, its place on breakfast tables of Queen Anne’s London was taken by the Guardian. Richard Steele, continuing in the new paper the blend of learning, wit, and moral instruction that had proved so attractive in the Tatler and Spectator, was the editor and principal writer; in the 175 numbers of the Guardian he included 53 essays by Joseph Addison, as well as contributions by Alexander Pope, George Berkeley, and several others, some of whom doubtless transmitted their papers through the famous lion\u27s head letterbox that Addison had erected in Button’s coffeehouse. “These papers,” as John C. Stephens writes in the introduction to his edition of the Guardian, “helped to form and to shape the morals and manners of countless generations in Britain and abroad.” This first modern edition of the Guardian was prepared from the original printing of the papers, is fully annotated and indexed, and includes a comprehensive introduction discussing especially the authorship of the individual essays.     LOW REYNOLDS NUMBER FLOW FIELD MODIFICATION VIA TRAVELLING WAVE ACTUATION OF A VERTICALLY ALIGNED WIRE ARRAY SURFACE

    Experiments were conducted to observe the effects of an active wire surface on low-Reynolds number Poiseuille flow. The objective was to evaluate the feasibility of actuating piezoelectric nanowires into a travelling wave motion in order to reduce wall shear stress in turbulent flows. Studies have shown that travelling wave motions introduced into the bounding wall of turbulent flow can reduce wall shear stress by disrupting the formation of drag-inducing coherent vortical structures. A Reynolds number scaled flow facility was designed to represent the near-wall region of turbulent flow. A wire surface was installed in the bounding wall and dynamically actuated into a travelling wave. Particle image velocimetry was used to measure the flow. Deviations in the flow were analyzed and a perturbation depth of 5 -- 6 wire lengths was observed. Phase averaged flow fields were examined to evaluate the structure of the disturbances introduced into the flow. Non-dimensional analysis of the results indicated that the modifications to the flow depended on Strouhal number and actuation amplitude, but were independent of Reynolds number. The results suggest that the penetration depth of the flow perturbations introduced by an active nanowire surface is sufficient to influence wall shear stress

    It is not news to the youth-serving community that something new is afoot regarding how we think about and work with youth. Well known is the stir on the national level: President Bush\u27s YES initiative; numerous pieces of congressional legislation whose proposals range from school-based programs through conservation and urban corps to mandated national service. Locally, projects of various sorts are springing up in schools, youth-serving agencies and in other organizations whose functions impinge on youth. Not so well known-or fully understood-is a key notion that could well be lost amid the legitimate clamor and enthusiasm for the concept, namely, that youth service is not simply a program. It is infinitely more powerful, for it is also a perspective. And its implications are dual: first, that we view youth in a new and fresh way, as a potential resource and not just as a tangle of pathology to be sorted out; and second, that all agencies which work with youth can become involved. Additional resources are helpful but not in all cases are they necessary. Most agencies working with young people can shift policy and practice to embrace a youth-as-resources dimension. Thus, it is both a program and a perspective
