    The Internet, populism, and deliberative democracy: A panel study of 167 countries from 2000 to 2018

    Β  The wide adoption of the Internet gave rise to populism, which is regarded as a critical threat to deliberative democracy. This paper was a cross-national panel study to explore the Internet’s populist impacts on deliberative democracy. It had two specific objectives. One was to examine whether or to what extent Internet penetration has populist impacts on deliberative dimensions, including reasoned justification, common good, respectful counterarguments, range of consultation, and engaged society. The other was to examine how Internet penetration moderates a country’s formal deliberative process, referring to the interaction among state institutions, the public sphere, and civil society. Using data from Varieties of Democracy (V-Dem) and the United Nations, we run panel analyses with a sample of 3,173 units in 167 countries from 2000 to 2018. The results showed that Internet penetration increased calls for the common good, disrespected counterarguments, narrowed the range of consultation, and expanded engagement in public deliberation. In addition, Internet penetration strengthened the effects of public sphere on reasoned justification and range of consultation, but weakened the effects of civil society on reasoned justification, common good, respectful counterarguments, and range of consultation

    Approximability of the Eight-Vertex Model

    We initiate a study of the classification of approximation complexity of the eight-vertex model defined over 4-regular graphs. The eight-vertex model, together with its special case the six-vertex model, is one of the most extensively studied models in statistical physics, and can be stated as a problem of counting weighted orientations in graph theory. Our result concerns the approximability of the partition function on all 4-regular graphs, classified according to the parameters of the model. Our complexity results conform to the phase transition phenomenon from physics. We introduce a quantum decomposition of the eight-vertex model and prove a set of closure properties in various regions of the parameter space. Furthermore, we show that there are extra closure properties on 4-regular planar graphs. These regions of the parameter space are concordant with the phase transition threshold. Using these closure properties, we derive polynomial time approximation algorithms via Markov chain Monte Carlo. We also show that the eight-vertex model is NP-hard to approximate on the other side of the phase transition threshold

    Biscarbamate cross-linked polyethylenimine derivative with low molecular weight, low cytotoxicity, and high efficiency for gene delivery

    Polyethylenimine (PEI), especially PEI 25 kDa, has been widely studied for delivery of nucleic acid drugs both in vitro and in vivo. However, it lacks degradable linkages and is too toxic for therapeutic applications. Hence, low-molecular-weight PEI has been explored as an alternative to PEI 25 kDa. To reduce cytotoxicity and increase transfection efficiency, we designed and synthesized a novel small-molecular-weight PEI derivative (PEI-Et, Mn: 1220, Mw: 2895) with ethylene biscarbamate linkages. PEI-Et carried the ability to condense plasmid DNA (pDNA) into nanoparticles. Gel retardation assay showed complete condensation of pDNA at w/w ratios that exceeded three. The particle size of polymer/pDNA complexes was between 130 nm and 180 nm and zeta potential was 5–10 mV, which were appropriate for cell endocytosis. The morphology of PEI-Et/pDNA complexes observed by atomic force microscopy (AFM) was spherically shaped with diameters of 110–190 nm. The transfection efficiency of polymer/pDNA complexes as determined with the luciferase activity assay as well as fluorescence-activated cell-sorting analysis (FACS) was higher than commercially available PEI 25 kDa and Lipofectamine 2000 in various cell lines. Also, the polymer exhibited significantly lower cytotoxicity compared to PEI 25 kDa at the same concentration in three cell lines. Therefore, our results indicated that the PEI-Et would be a promising candidate for safe and efficient gene delivery in gene therapy
