Dengan menggunakan metode penelitian yuridis normative dsimpulkan: 1. Pengaturan kerjasama Interpol menurut Undang-Undang kepolisian nomor 2 tahun 2002 adalah bahwa hubungan dan kerjasama luar negeri dilakukan terutama dengan badan-badan kepolisian dan penegak hukum lain melalui kerjasama bilateral atau multilateral dan badan pencegahan kejahatan baik dalam rangka tugas operasional maupun kerjasama teknik dan pendidikan serta pelatihan. 2. Pelaksanaan kerjasama Interpol menurut Undang-Undang kepolisian nomor 2 tahun 2002 Pasal 42 ayat (4) adalah diatur lebih lanjut dalam peraturan pemerintah yaitu Peraturan Pemerintah Republik Indonesia Nomor 68 Tahun 2008 tentang Tata Cara Pelaksanaan Kerjasama Kepolisian Negara Republik Indonesia yang terkandung dalam 19 Pasal

    Influence of the miniband on emission mechanism in Zn1−xCdxSe/ZnSe quantum wells

    [[abstract]]The stimulated emission has been investigated in Zn1-xCdxSe/ZnSe quantum wells with a constant sample width of 60 Å and barrier widths from 47 Å to 500 Å. A redshift of the stimulated emission peak with increasing excitation intensity was observed in samples with barrier widths narrower than 350 Å, and the stimulated emission mechanism in these samples is found to be dominated by exciton-exciton scattering. In contrast, no redshifts were observed for the sample with a barrier width of 500 Å, and the stimulated emission in this sample appears to be dominated by biexcitons. Time-resolved spectroscopy measurements were also performed on samples with barrier width of 47 and 500 Å below the threshold of stimulated emission, and it was found that the exciton lifetime decreases with increasing exciton energy for both of the samples. With a ten times smaller barrier width in the 47 Å sample, the lifetime of high energy exciton is significantly shorter than that of the other sample, while the low energy lifetime becomes longer. This implies that with a narrower barrier width of the quantum wells the excitons move faster to lower energy regions. The narrower the barrier, the easier it is for excitons to move through the miniband. This freedom of movement increases the exciton concentration at low energies in localized areas in the wells. High exciton concentration made exciton-exciton scattering more probable and reduce the stimulated emission threshold value.[[notice]]補正完畢[[booktype]]紙

    Penelitian ini dilakaukan dengan tujuan untuk mengetahui bagaimana Pengaturan Penyelesaian Sengketa Lingkungan dan bagaimana Penyelesaian Sengketa Lingkungan di Luar Pengadilan Lingkungan menurut Undang-Undang Nomor 32 Tahun 2009. Dengan menggunakan metode penelitian yuridis normatif, disimpulkan: 1. Pengaturan Penyelesaian sengketa dapat dilakukan melalui Litigasi dan Non. Litigasi. Sengketa terjadi jika salah satu pihak menghendaki pihak lain untuk berbuat atau tidak berbuat sesuatu tetapi pihak lainnya menolak berlaku demikian. Penyelesaian ini harus dilakukan menurut hukum atau berdasarkan kesepakatan awal di antara para pihak. Penyelesaian sengketa lingkungan hidup di luar pengadilan merupakan pilihan para pihak dan bersifat sukarela. Para pihak juga bebas untuk menentukan lembaga penyedia jasa yang membantu penyelesaian sengketa lingkungan hidup. Lembaga penyedia jasa menyediakan pelayanan jasa penyelesaian sengketa lingkungan hidup dengan menggunakan bantuan arbiter atau mediator atau pihak ketiga lainnya. Apabila suatu sengketa terjadi dan diselesaikan melalui badan pengadilan, hakim harus memutuskannya berdasarkan sumber hukum yang ada secara teori salah satu yang dapat dijadikan rujukan sebagai sumber hukum adalah yurisprudensi. Selain untuk menjaga agar tidak terjadi kesimpangsiuran putusan, yang berakibat pada ketidakpastian hukum bagi pihak-pihak yang berperkara, yurisprudensi juga berguna untuk menyederhanakan pertimbangan hukum dalam pengambilan putusan. Kebebasan hakim, dengan alasan rechtsvorming dan rechtsvonding, hanya berlaku untuk hukum adat yang belum mengalami generalisasi (generaliseering). Kenyataannya, terlepas dari masalah keruwetan dokumentasi dan faktor-faktor non yuridis, hakim sering kali mengabaikan putusan-putusan yang sebelumnya telah terbentuk. 2. Apabila para pihak telah memilih upaya penyelesaian sengketa lingkungan hidup di luar pengadilan, gugatan melalui pengadilan hanya dapat ditempuh apabila upaya tersebut dinyatakan tidak berhasil secara tertulis oleh salah satu atau para pihak yang bersengketa atau salah satu atau para pihak yang bersengketa menarik diri dari Perundingan

    Anatomy of Zero-norm States in String Theory

    We calculate and identify the counterparts of zero-norm states in the old covariant first quantised (OCFQ) spectrum of open bosonic string in two other quantization schemes of string theory, namely the light-cone DDF zero-norm states and the off-shell BRST zero-norm states (with ghost) in the Witten string field theory (WSFT). In particular, special attention is paid to the inter-particle zero-norm states in all quantization schemes. For the case of the off-shell BRST zero-norm states, we impose the no ghost conditions and recover exactly two types of on-shell zero-norm states in the OCFQ string spectrum for the first few low-lying mass levels. We then show that off-shell gauge transformations of WSFT are identical to the on-shell stringy gauge symmetries generated by two types of zero-norm states in the generalized massive sigma-model approach of string theory. The high energy limit of these stringy gauge symmetries was recently used to calculate the proportionality constants, conjectured by Gross, among high energy scattering amplitudes of different string states. Based on these zero-norm state calculations, we have thus related gauge symmetry of WSFT to the high-energy stringy symmetry of Gross.Comment: 30 page

    Decoherence and Recoherence in Model Quantum Systems

    We discuss the various manifestations of quantum decoherence in the forms of dephasing, entanglement with the environment, and revelation of "which-path" information. As a specific example, we consider an electron interference experiment. The coupling of the coherent electrons to the quantized electromagnetic field illustrates all of these versions of decoherence. This decoherence has two equivalent interpretations, in terms of photon emission or in terms of Aharonov-Bohm phase fluctuations. We consider the case when the coherent electrons are coupled to photons in a squeezed vacuum state. The time-averaged result is increased decoherence. However, if only electrons which are emitted during selected periods are counted, the decoherence can be suppressed below the level for the photon vacuum. This is the phenomenon of recoherence. This effect is closely related to the quantum violations of the weak energy condition, and is restricted by similar inequalities. We give some estimates of the magnitude of the recoherence effect and discuss prospects for observing it in an electron interferometry experiment.Comment: 8 pages, 3 figures, talk presented at the 7th Friedmann Seminar, Joao Pessoa, Brazil, July 200
