    This paper argues that the Obama Administration’s Asia ‘pivot’ or ‘rebalancing’ is mainly a rhetorical construct that has very little substantive effect on US security policy. In contrast to the widely held belief that a renewed emphasis on Asia would place meaningful restrictions on America’s willingness and ability to deal with European security problems there is little evidence to support this argument nor is it well-grounded conceptually. Furthermore, undue emphasis on this aspect of American policy has detracted attention from more important developments in Washington’s capacity to effectively project military power

    Overview of Venus geology: Preliminary description of terrain units for Venus global geological mapping

    Venus terrain units can be categorized on the basis of morphology, reflectivity, backscatter, roughness, and emissivity. Morphology can be inferred from Magellan left-looking nominal incidence angle image mosaics, right-looking coverage, and more limited left-looking stereo. The typical resolution is about 300 m down to about 120 m near periapsis in the cycle one nominal coverage. The scale of geologic mapping governs definition of mappable terrain units. Initial global mapping is being compiled at a scale of 1:50 million. At this scale, the smallest individual features that can be mapped are about 125 km. The categories of terrain types are plains, complex ridge terrain, features with morphology suggesting volcanic or volcano-tectonic origin, features interpreted to be tectonic in origin, crater units, and surficial units such as splotches and streaks.     An overview of Magellan Mission requirements, radar system characteristics, and methods of data collection is followed by a description of the image data, mosaic formats, areal coverage, resolution, and pixel DN-to-dB conversion. The availability and sources of image data are outlined. Applications of the altimeter data to estimate relief, Fresnel reflectivity, and surface slope, and the radiometer data to derive microwave emissivity are summarized and illustrated in conjunction with corresponding SAR image data. Same-side and opposite-side stereo images provide examples of parallax differences from which to measure relief with a lateral resolution many times greater than that of the altimeter. Basic radar interactions with geologic surfaces are discussed with respect to radar-imaging geometry, surface roughness, backscatter modeling, and dielectric constant. Techniques are described for interpreting the geomorphology and surface properties of surficial features, impact craters, tectonically deformed terrain, and volcanic landforms. The morphologic characteristics that distinguish impact craters from volcanic craters are defined. Criteria for discriminating extensional and compressional origins of tectonic features are discussed. Volcanic edifices, constructs, and lava channels are readily identified from their radar outlines in images. Geologic map units are identified on the basis of surface texture, image brightness, pattern, and morphology. Superposition, cross-cutting relations, and areal distribution of the units serve to elucidate the geologic history

    Insights into the diversity and survival strategies of soil bacterial isolates from the Atacama Desert

    The Atacama Desert, the driest, with the highest radiation, and one of the most ancient deserts in the world, is a hostile environment for life. We have a collection of 74 unique bacterial isolates after cultivation and confirmation by 16S rRNA gene sequencing. Pigmentation, biofilm formation, antimicrobial production against Escherichia coli MG1655 and Staphylococcus aureus HG003, and antibiotic resistance were assessed on these isolates. We found that approximately a third of the colonies produced pigments, 80% of isolates formed biofilms, many isolates produce growth inhibiting activities against E. coli and/or S. aureus, and many were resistant to antibiotics. The functional characterization of these isolates gives us insight into the adaptive bacterial strategies in harsh environments and enables us to learn about their possible use in agriculture, healthcare, or biotechnology

    A Quality Assessment of a Collaborative Model of a Pediatric Antimicrobial Stewardship Program

    BACKGROUND: Infectious Diseases Society of America guidelines recommend that key antimicrobial stewardship program (ASP) personnel include an infectious disease (ID) physician leader and dedicated ID-trained clinical pharmacist. Limited resources prompted development of an alternative model by using ID physicians and service-based clinical pharmacists at a pediatric hospital. The aim of this study was to analyze the effectiveness and impact of this alternative ASP model. METHODS: The collaborative ASP model incorporated key strategies of education, antimicrobial restriction, day 3 audits, and practice guidelines. High-use and/or high-cost antimicrobial agents were chosen with audits targeting vancomycin, caspofungin, and meropenem. The electronic medical record was used to identify patients requiring day 3 audits and to communicate ASP recommendations. Segmented regression analyses were used to analyze quarterly antimicrobial agent prescription data for the institution and selected services over time. RESULTS: Initiation of ASP and day 3 auditing was associated with blunting of a preexisting increasing trend for caspofungin drug starts and use and a significant downward trend for vancomycin drug starts (relative change -12%) and use (-25%), with the largest reduction in critical care areas. Although meropenem use was already low due to preexisting requirements for preauthorization, a decline in drug use (-31%, P = .021) and a nonsignificant decline in drug starts (-21%, P = .067) were noted. A 3-month review of acceptance of ASP recommendations found rates of 90%, 93%, and 100% for vancomycin, caspofungin, and meropenem, respectively. CONCLUSIONS: This nontraditional ASP model significantly reduced targeted drug usage demonstrating acceptance of integration of service-based clinical pharmacists and ID consultants

    A Molecular Design Approach Towards Elastic and Multifunctional Polymer Electronics

    Next-generation wearable electronics require enhanced mechanical robustness and device complexity. Besides previously reported softness and stretchability, desired merits for practical use include elasticity, solvent resistance, facile patternability and high charge carrier mobility. Here, we show a molecular design concept that simultaneously achieves all these targeted properties in both polymeric semiconductors and dielectrics, without compromising electrical performance. This is enabled by covalently-embedded in-situ rubber matrix (iRUM) formation through good mixing of iRUM precursors with polymer electronic materials, and finely-controlled composite film morphology built on azide crosslinking chemistry which leverages different reactivities with C–H and C=C bonds. The high covalent crosslinking density results in both superior elasticity and solvent resistance. When applied in stretchable transistors, the iRUM-semiconductor film retained its mobility after stretching to 100% strain, and exhibited record-high mobility retention of 1 cm2 V−1 s−1 after 1000 stretching-releasing cycles at 50% strain. The cycling life was stably extended to 5000 cycles, five times longer than all reported semiconductors. Furthermore, we fabricated elastic transistors via consecutively photo-patterning of the dielectric and semiconducting layers, demonstrating the potential of solution-processed multilayer device manufacturing.
