    The need for a united Europe At a time of great crisis facing the European Union, the need for a united Europe is just as present today as it was fifty years ago, both in terms of « European domestic policy » and « European foreign policy ». As a driving force behind European integration, the Single Market, whose purpose is to implement the four basic freedoms espoused by the Treaty of Rome (free movement of goods, services, workers and capital), has been losing steam in recent years. Efforts must therefore be undertaken to educate the public and clarify the stakes so as to perfect the Single Market and correct any deficiencies, particularly in the areas of services, financial markets and energy. Furthermore, there is still work to be done to develop a Social Europe, which is still in its infancy. In order to move past this crisis, political leaders must once again be able to convince a large majority of Europeans that the added value offered by a united Europe has real benefits for all of its citizens. JEL classification : F15, N14À l’heure où l’Union européenne vit une crise profonde, le besoin d’Europe reste aussi actuel aujourd’hui qu’il y a cinquante ans. Ce besoin existe aussi bien dans la « politique interne européenne » que dans la « politique extérieure européenne ». En tant que moteur de l’intégration européenne, le Marché unique dont l’édification se veut la concrétisation des quatre libertés de base du Traité de Rome - la libre circulation des biens, des services, des travailleurs et des capitaux - s’est essoufflé au cours des dernières années. Il convient donc de le réhabiliter à travers un effort de pédagogie et de démystification pour le parfaire et en combler les lacunes notamment dans les domaines des services, des marchés financiers et de l’énergie. Il faut aussi sortir l’Europe sociale de son état embryonnaire. Le dépassement de la crise actuelle réside dans la capacité éventuelle des gouvernants à convaincre à nouveau une large majorité des Européens que la valeur ajoutée offerte par l’Europe a des retombées réelles pour tous ses citoyens.     Aerodynamic study for capability increase of a spin-stabilized projectile fitted with fins

    International audienceThe present paper covers preliminary developments of a code which goal is to predict aerodynamics of artillery projectiles fitted with a set of lifting surfaces. Coupled to a flight simulator, this kind of low computational cost tool would accelerate the conceptual design stages of new configurations. In this tool, computations of lifting surfaces and interactions between elements involve a Blade Element Method (BEM) together with a numerical lifting line theory, through an iterative circulation based method. Although the code already produces trends for the aerodynamic evaluation of a given airframe configuration, the tool needs to be validated since shortcomings of predictions are expected, due to three dimensional flow effects. In a first step, two spinning finned configurations have been designed and tested in a low speed subsonic wind tunnel for the assessment in the incompressible regime, mainly for the validation of predictions of lift force, drag force and pitching moment. In addition, preliminary free flight tests involving spinning configurations have been carried out at the ISL proving ground
