    Abstract: This paper describes the development of a fiscal impact tool for New Hampshire communities (HT -4-NH). FIT -4-NH belongs to a family of computergenerated fiscal impact assessment models designed to estimate the impacts to local government revenues and expenditures that result from economic changes. In the past, work in this area has centered on the completion of countylevel models for the midwestern states.     Bandar Udara Mutiara Sis Al-Jufri Palu memiliki ukuran runway 2.360 x 45 m. Bandara ini direncanakan pemerintah sebagai bandara embarkasi haji di Indonesia Timur. Oleh karena itu, Bandar Udara Mutiara Sis Al-Jufri Palu perlu melakukan penngembangan khususnya disisi udara sehingga dapat melayani pesawat rute luar negeri, seperti Airbus A330-200.Dalam perencanaan ini, penelitian dilakukan dengan menggunakan data sekunder dengan data ramalan selama 20 tahun kedepan dengan menggunakan 3 metode, yaitu trend linier, logaritma, dan eksponensial. Data yang diperlukan antara lain data Klimatologi, Data Penumpang, Data Bagasi. Selanjutnya menghitung ukuran runway, taxiway, dan apron dengan menggunakan data ramalan yang ada dan data pesawat rencana yaitu A330-200. Perencanaanya mengacu pada standar ICAO, untuk perencanaan perkerasan mengacu pada standar PCA dan FAA.Penulisan ini meliputi perencanaan Runway, Taxiway, dan Apron. Untuk bagian sisi darat seperti terminal penumpang, gudang, dan parkir kendaraan hanya akan dihitung luas.Berdasarkan hasil perhitungan yang mengacu pada standar yang dikeluarkan International Civil Aviation Organitation (ICAO), maka dibutuhkan ukuran runway 3.143 x 45 meter, taxiway 185 x 23 meter, dan apron 141 x 312,4 meter. Mengingat ukuran apron yang ada masih memadai, maka lebarnya saja yang perlu dilakukan pengembangan. Sehingga ukuran yang dipakai adalah 141 x 373 meter. Tebal perkerasan lentur yang diperoleh dengan menggunakan metode Federal Aviation Administration (FAA) adalah 47 inch, dan tebal perkerasan kaku yang diperoleh dengan menggunakan metode Portland Cement Asosiation (PCA) adalah 9,5 inch

    Atomic quasi-Bragg diffraction in a magnetic field

    We report on a new technique to split an atomic beam coherently with an easily adjustable splitting angle. In our experiment metastable helium atoms in the |{1s2s}^3S_1 M=1> state diffract from a polarization gradient light field formed by counterpropagating \sigma^+ and \sigma^- polarized laser beams in the presence of a homogeneous magnetic field. In the near-adiabatic regime, energy conservation allows the resonant exchange between magnetic energy and kinetic energy. As a consequence, symmetric diffraction of |M=0> or |M=-1> atoms in a single order is achieved, where the order can be chosen freely by tuning the magnetic field. We present experimental results up to 6th order diffraction (24 \hbar k momentum splitting, i.e., 2.21 m/s in transverse velocity) and present a simple theoretical model that stresses the similarity with conventional Bragg scattering. The resulting device constitutes a flexible, adjustable, large-angle, three-way coherent atomic beam splitter with many potential applications in atom optics and atom interferometry.Comment: 4 pages, 5 figure

    Detection of interstellar CH_3

    Observations with the Short Wavelength Spectrometer (SWS) onboard the {\it Infrared Space Observatory} (ISO) have led to the first detection of the methyl radical CH3{\rm CH_3} in the interstellar medium. The ν2\nu_2 QQ-branch at 16.5 μ\mum and the RR(0) line at 16.0 μ\mum have been unambiguously detected toward the Galactic center SgrA^*. The analysis of the measured bands gives a column density of (8.0±\pm2.4)×1014\times10^{14} cm2^{-2} and an excitation temperature of (17±2)(17\pm 2) K. Gaseous CO{\rm CO} at a similarly low excitation temperature and C2H2{\rm C_2H_2} are detected for the same line of sight. Using constraints on the H2{\rm H_2} column density obtained from C18O{\rm C^{18}O} and visual extinction, the inferred CH3{\rm CH_3} abundance is (1.3+2.20.7)×108(1.3{{+2.2}\atop{-0.7}}) \times 10^{-8}. The chemically related CH4{\rm CH_4} molecule is not detected, but the pure rotational lines of CH{\rm CH} are seen with the Long Wavelength Spectrometer (LWS). The absolute abundances and the CH3/CH4{\rm CH_3/CH_4} and CH3/CH{\rm CH_3/CH} ratios are inconsistent with published pure gas-phase models of dense clouds. The data require a mix of diffuse and translucent clouds with different densities and extinctions, and/or the development of translucent models in which gas-grain chemistry, freeze-out and reactions of H{\rm H} with polycyclic aromatic hydrocarbons and solid aliphatic material are included.Comment: 2 figures.     In Indonesia , the pedestrian is traveling performers who are most vulnerable to accidents. Many pedestrians walking on the curb and crossed at any point along the road . The movement of pedestrians , especially when crossing the road is very dangerous and can lead to conflict with an oncoming vehicle on the same road . If pedestrians mixed with vehicles , then they will slow down the flow of traffic , causing the high rate of accidents, but it also will affect the capacity of the road .As an attempt to smooth traffic management and pedestrian safety , the attempt to separate the pedestrian with the vehicle without causing major disruptions to accessibility . The effort is to provide facilities such as pedestrian crossings. Type crossings recommended strongly influenced by the amount of current flow of pedestrians and vehicles passing by.The purpose of this study was to analyze the characteristics of the pedestrian , the pedestrian behavior and performance on the road crossing facilities Piere TendeanThe results showed that the characteristics of pedestrians crossing the road is greater in the normal libur.Kecepatan pedestrian crossing is greater than those who crossed on the day libur.Perbandingan percent of pedestrians who cross without waiting times are still higher than at a pedestrian crossing with tunggu.Perilaku time pedestrians when crossing the road in the research sites more corpulent women.     Far-Infrared and Sub-Millimeter Observations and Physical Models of the Reflection Nebula Ced 201

    ISO [C II] 158 micron, [O I] 63 micron, and H_2 9 and 17 micron observations are presented of the reflection nebula Ced 201, which is a photon-dominated region illuminated by a B9.5 star with a color temperature of 10,000 K (a cool PDR). In combination with ground based [C I] 609 micron, CO, 13CO, CS and HCO+ data, the carbon budget and physical structure of the reflection nebula are constrained. The obtained data set is the first one to contain all important cooling lines of a cool PDR, and allows a comparison to be made with classical PDRs. To this effect one- and three-dimensional PDR models are presented which incorporate the physical characteristics of the source, and are aimed at understanding the dominant heating processes of the cloud. The contribution of very small grains to the photo-electric heating rate is estimated from these models and used to constrain the total abundance of PAHs and small grains. Observations of the pure rotational H_2 lines with ISO, in particular the S(3) line, indicate the presence of a small amount of very warm, approximately 330 K, molecular gas.     Operational Modal Analysis of a wing excited by transonic flow

    Operational Modal Analysis (OMA) is a promising candidate for flutter testing and Structural Health Monitoring (SHM) of aircraft wings that are passively excited by wind loads. However, no studies have been published where OMA is tested in transonic flows, which is the dominant condition for large civil aircraft and is characterized by complex and unique aerodynamic phenomena. We use data from the HIRENASD large-scale wind tunnel experiment to automatically extract modal parameters from an ambiently excited wing operated in the transonic regime using two OMA methods: Stochastic Subspace Identification (SSI) and Frequency Domain Decomposition (FDD). The system response is evaluated based on accelerometer measurements. The excitation is investigated from surface pressure measurements. The forcing function is shown to be non-white, non-stationary and contaminated by narrow-banded transonic disturbances. All these properties violate fundamental OMA assumptions about the forcing function. Despite this, all physical modes in the investigated frequency range were successfully identified, and in addition transonic pressure waves were identified as physical modes as well. The SSI method showed superior identification capabilities for the investigated case. The investigation shows that complex transonic flows can interfere with OMA. This can make existing approaches for modal tracking unsuitable for their application to aircraft wings operated in the transonic flight regime.
