    Intermunicipal Cooperation in Municipal Waste Management and Its Effects on Cost-Effectiveness

    This paper focuses on intermunicipal cooperation and provides a new and innovative approach to evaluating the cost effectiveness and cost efficiency of municipal waste management. We examine a sample of 710 municipalities in two regions in the Czech Republic between 2014 and 2016. We investigated two forms of intermunicipal cooperation: joint public procurements and intermunicipal waste collection companies. The results, based on an ordinary least squares regression, show that cost reduction is significantly influenced by both forms of intermunicipal cooperation. The impact is stronger for small municipalities of fewer than 1,000 inhabitants

    Macroeconomc Implication of the Floods - a Case Study for the Regions of the Czech Republic

    Floods are natural events with extensive impact on property and life of affected people. They significantly came in 1997 into the life of Czech society and since then has caused damage almost 172 billion CZK. The paper focuses on the assessment of impact of floods from 1997 to 2010 on economic level of each region. The impact is assessed on basis of development of the basic macroeconomic indicators such as GDP and economic level of regions, change in fixed capital formation, sales of industrial products and unemployment. The basic idea is to show how much floods have influenced region’s economy and if it depends more on the amount of flood damages or nature of damage (structure within infrastructure). 13 regions of the Czech Republic except Prague were chosen for the analysis. Prague was excluded from the analysis because of its specific status (capital city and the region) and economic conditions among regions in the Czech Republic (higher GDP per capita than the national average).Povodně jsou přírodní jevy s rozsáhlým dopadem na majetek a život postižených lidí. V roce 1997 významně vstoupily do života české společnosti, a od té doby způsobily škodu téměř 172 miliard korun.Článek se zaměřuje na posouzení dopadu povodní 1997 - 2010 na ekonomickou úroveň krajů ČR. Dopad je posuzován na základě vývoje základních makroekonomických ukazatelů, jako je HDP, ekonomická úroveň kraje, změny fixního kapitálu a nezaměstnanost.Základní myšlenkou je ukázat, jak moc povodně ovlivnily ekonomiku krajů, zda změny makroekonomických ukazatelů závisí více na výši povodňových škod nebo na povaze škody. Pro analýzu bylo vybráno 13 krajů České republiky s výjimkou Prahy. Praha byla vyloučena z analýzy vzhledem ke svému zvláštnímu postavení (hlavní město a kraj) a specifickým ekonomickým podmínkám mezi kraji v České republice (vyšší HDP na obyvatele než je národní průměr)

    This paper provides data from our long-term research about municipal waste management in the Czech Republic and Slovakia. Three issues are the covered – scale and results from contracting out, impact of competition of costs (the relationship between the unfair competition and municipal waste cost in the Czech Republic), and economies of scale in the Czech Republic. From the point of view of forms of waste management service, despite the methodological problems, the research does not confirm priority of contracting out and suggests that the decisions about the best form of local service provision should respect local conditions and not any universal pattern. The authors also show that lack of competition is one of the main causes of the limited results obtained by contracting. The specific data from the South Moravian Region and the Pardubice Region have shown that results of competitive environment analysis could be affected by the existence of cartel. The results of the analysis of the economies of scale in waste management in the Czech Republic indicate that the bottom of the cost curve is to be found at about 2,000 inhabitants. Moreover, the cost curve in the Czech Republic is not a classic U-shaped curve. The U-shaped curve appears only for small municipalities, and disappears for larger settlements.U radu se prezentiraju podaci dugoročnog istraživanja lokalnog upravljanja otpadom u Češkoj Republici i Slovačkoj. Tri su pitanja u žarištu interesa: raširenost i rezultati vanjskog ugovaranja (contracting out), učinci natjecanja na troškove (odnos između nepoštenog natjecanja i troškova lokalnog otpada u Češkoj Republici) te ekonomija razmjera u Češkoj Republici. S gledišta oblika zbrinjavanja otpada, usprkos određenim metodološkim problemima, naše istraživanje ne potvrđuje da je vanjsko ugovaranje najbolje rješenje, već sugerira da odluka o obliku pružanja te lokalne usluge treba uvažiti lokalne uvjete a ne neko univerzalno rješenje. Također smo pokazali da je jedan od glavnih faktora koji dovode do graničenih rezultata vanjskog ugovaranja – manjkavost tržišnog natjecanja. Podaci iz dviju regija, Južne Moravske i Pardubica, pokazuju da rezultati analize natjecateljskog okruženja mogu biti iskrivljeni zbog postojanja kartela. Rezultati analize ekonomije razmjera u upravljanju otpadom u Češkoj Republici pokazuju da je donja točka krivulje troškova već na razini 2.000 stanovnika. Štoviše, krivulja troškova u Češkoj Republici nije klasičnog U-oblika. Krivulja U-oblika pojavljuje se jedino kod malih jedinica, dok kod većih nestaje

The methodology and information system were approved by the Ministry of the Environment of the Czech Republic as a voluntary tool for municipal officials.. The proposed methodological procedure for evaluating municipal environmental protection expenditures is based on a weighted assessment of multiple criteria. The procedure gives municipalities an instrument for assessing expenditure efficiency and addresses the three pillars of sustainable development: economic development, social development, and environmental protection.     The paper deals with the effect of competition on municipal public expenditure. The impact of competition on municipal waste management expenditure is ambiguous. The purpose of this paper is to analyse the nature of competition in the waste management market and its impact on municipal waste management expenditure in the four regions in the Czech Republic (1962 municipalities) in year 2014. In the past, between years 2008 and 2011, cartel of four companies was proven in the waste management market in the Czech Republic. We suppose that the existence of an unfair competition can lead to higher municipal waste management expenditure. The results confirm our assumption and show that impact of unfair competition is still visible after four years and it could have a notable impact on municipal waste management expenditure

    This paper is based on the analysis of competitive environment in waste management in the South Moravian Region and its impact on current municipal expenditures. The paper presents the changes in the development of the municipal waste management and more specifically in the municipal solid waste expenditure per capita of the municipalities from South Moravia Region in the Czech Republic. The main goal of this paper is to examine the impact of competitive environment on the expenditure efficiency. We assume that spatial aspect of competitive environment has significant influence on the expenditure. This hypothesis was based on results of research rejected. The paper compares expenditure per capita for several municipality size groups and the data are also analysed separately for the each of the 7 districts of South Moravia Region in order to identify any significant differences in the development between the districts within the region. The period of the analysis covers 5 years from 2007 to 2011 and the sample consists of all 673 South Moravian municipalities
