Fuel character effects on the J79 and F101 engine combustion systems
The effects of select fuel property variations on two major engine classifications are summarized. Thirteen refined and blended fuels were used which exhibited significant variations in hydrogen content, aromatic type, initial boiling point, final boiling point, and viscosity. Trends were very similar but the degree of fuel sensitivity was not constant. For both systems the dominant fuel property during high pressure operation was found to be fuel hydrogen content. For operation at low pressure test points the fuel volatility and viscosity became the dominant fuel properties for both systems. Aromatic type and final boiling point did not significantly affect combustion data. Correlations of other fuel properties with these and other performance parameters are presented

The promised city: openness and immigration in the making of a world metropolis
This article was the keynote address for a conference organized by the Federal Reserve Bank of New York in April 2005, "Urban Dynamics in New York City." The goal of the conference was threefold: to examine the historical transformations of the engine-of-growth industries in New York and distill the main determinants of the city's historical dominance as well as the challenges to its continued success; to study the nature and evolution of immigration flows into New York; and to analyze recent trends in a range of socioeconomic outcomes, both for the general population and recent immigrants more specifically.Economic conditions - New York (N.Y.) ; Federal Reserve District, 2nd ; Immigrants
Effect of thermal expansion on the stability of two-reactant flames
The full problem of flame stability for the two-reactant model, which takes into account thermal expansion effects for all disturbance wave lengths, is examined. It is found that the stability problem for the class of two-reactant flames is equivalent to the stability problem for the class of one-reactant flames with an appropriate interpretation of Lewis numbers

Developmental Evaluation in Practice: Lessons from Evaluating a Market-Based Employment Initiative
Developmental evaluation (DE) has emerged as an approach that is well suited to evaluating innovative early-stage or market-based initiatives that address complex social issues. However, because DE theory and practice are still evolving, there are relatively few examples of its implementation on the ground. This paper reviews the practical experience of a monitoring and evaluation (M&E) team in conducting a developmental evaluation of a Rockefeller Foundation initiative in the field of digital employment for young people, and offers observations and advice on applying developmental evaluation in practice.Through its work with The Rockefeller Foundation's team and its grantees, the M&E team drew lessons relating to context, intentional learning, tools and processes, trust and communication, and adaption associated with developmental evaluation. It was found that success depends on commissioning a highly qualified DE team with interpersonal and communication skills and, whenever possible, some sectoral knowledge. The paper also offers responses to three major criticisms frequently leveled against developmental evaluation, namely that it displaces other types of evaluations, is too focused on "soft" methods and indicators, and downplays accountability.Through its reporting of lessons learned and its response to the challenges and shortcomings of developmental evaluation, the M&E team makes the case for including developmental evaluation as a tool for the evaluation toolbox, recommending that it be employed across a wide range of geographies and sectors. With its recommendation, it calls for future undertakings to experiment with new combinations of methods within the DE framework to strengthen its causal, quantitative, and accountability dimensions
The SBI Program and Student Outcomes: A Study of Business Policy Classes
This study represents a preliminary inquiry ID to determine the value of combining SBI and Policy into a singular curriculum. A comparison of this combined formal was made wi1h the traditional Policy course. A slightly modified Job Diagnostic Survey (Hackman & Oldham, 1975) and a skills/usefulness scale (Hoffman, Fon1eno1 & Viswanathan, 1990) was administered to assess the difference between the two groups. Results suggested that the combined format met or exceeded the ou1comes of the traditional Policy course
Hypersonic ramjet experiment project. Phase 1: Computer program description, ramjet and scramjet cycle performance
A computer program was developed to describe the performance of ramjet and scramjet cycles. The program performs one dimensional calculations of the equilibrium, real-gas internal flow properties of the engine. The program can be used for the following: (1) preliminary design calculation and (2) design analysis of internal flow properties corresponding to stipulated flow areas. Only the combustion of hydrogen in air is considered in this case
