    The Anchorage, Alaska Veterans Court and Recidivism: July 6, 2004 – December 31, 2010

    In July 2004 Anchorage, Alaska started one of the first veterans courts in the United States. That court has now been in continuous operation for over seven years. This Comment briefly describes the steps taken to establish the Alaska Veterans Court and how the court operates. An overview of the characteristics of participants in and graduates from the court is provided, followed by statistics concerning the effect of the court on recidivism. Several potential future areas of study concerning this court are also identified. The Comment concludes by highlighting the importance of the court and by noting that the benefits provided by the court are currently limited by the absence of funding from any source

    Predictive Analytics for Fantasy Football: Predicting Player Performance Across the NFL

    The goal of this research is to develop a quantitative method of ranking and listing players in terms of performance. These rankings can then be used to evaluate players prior to and during a fantasy football draft. To produce these rankings, we develop a methodology for forecasting the performance of each individual player (on different metrics) for the upcoming season (16 games) and use these forecasts to estimate player fantasy football scores for the 2018 season. More specifically, this work answers the following: In what order should players be drafted in a 2018 fantasy football draft and why? Which players can be expected to perform the best at their given position (Quarterback, Running back, Wide Receiver, Kicker, Team Defense) in 2018, and which players should we expect to perform poorly

    A summary is given of Air Force solar concentrator projects beginning with the Rockwell International study program in 1977. The Satellite Materials Hardening Programs (SMATH) explored and developed techniques for hardening planar solar cell array power systems to the combined nuclear and laser radiation threat environments. A portion of program dollars was devoted to developing a preliminary design for a hardened solar concentrator. The results of the Survivable Concentrating Photovoltaic Array (SCOPA) program, and the design, fabrication and flight qualification of a hardened concentrator panel are discussed

    Quasars in the 4D Eigenvector 1 Context: A stroll down memory lane

    Recently some pessimism has been expressed about our lack of progress in understanding quasars over the 50+ year since their discovery. It is worthwhile to look back at some of the progress that has been made - but still lies under the radar - perhaps because few people are working on optical/UV spectroscopy in this field. Great advances in understanding quasar phenomenology have emerged using eigenvector techniques. The 4D eigenvector 1 context provides a surrogate H-R Diagram for quasars with a source main sequence driven by Eddington ratio convolved with line-of-sight orientation. Appreciating the striking differences between quasars at opposite ends of the main sequence (so-called population A and B sources) opens the door towards a unified model of quasar physics, geometry and kinematics. We present a review of some of the progress that has been made over the past 15 years, and point out unsolved issues.Comment: 27 pages, 6 figure

    FIR statistics of paired galaxies

    Much progress has been made in understanding the effects of interaction on galaxies (see reviews in this volume by Heckman and Kennicutt). Evidence for enhanced emission from galaxies in pairs first emerged in the radio (Sulentic 1976) and optical (Larson and Tinsley 1978) domains. Results in the far infrared (FIR) lagged behind until the advent of the Infrared Astronomy Satellite (IRAS). The last five years have seen numerous FIR studies of optical and IR selected samples of interacting galaxies (e.g., Cutri and McAlary 1985; Joseph and Wright 1985; Kennicutt et al. 1987; Haynes and Herter 1988). Despite all of this work, there are still contradictory ideas about the level and, even, the reality of an FIR enhancement in interacting galaxies. Much of the confusion originates in differences between the galaxy samples that were studied (i.e., optical morphology and redshift coverage). Here, the authors report on a study of the FIR detection properties for a large sample of interacting galaxies and a matching control sample. They focus on the distance independent detection fraction (DF) statistics of the sample. The results prove useful in interpreting the previously published work. A clarification of the phenomenology provides valuable clues about the physics of the FIR enhancement in galaxies

    Introducing Adaptive Incremental Dynamic Analysis: A New Tool for Linking Ground Motion Selection and Structural Response Assessment

    Adaptive Incremental Dynamic Analysis (AIDA) is a novel ground motion selection scheme that adaptively changes the ground motion suites at different ground motion intensity levels to match hazardconsistent properties for structural response assessment. Incremental DynamicAnalysis (IDA), a current dynamic response history analysis practice in Performance-Based Earthquake Engineering (PBEE), uses the same suite of ground motions at all Intensity Measure (IM) levels to estimate structural response. Probabilistic Seismic Hazard Analysis (PSHA) deaggregation tells us, however, that the target distributions of important ground motion properties change as the IM levels change. To match hazard-consistent ground motion properties, ground motions can be re-selected at each IM level, but ground motion continuity is lost when using such “stripes” (i.e., individual analysis points at each IM level). Alternatively, the data from the same ground motions in IDA can be re-weighted at various IM levels to match their respective target distributions of properties, but this implies potential omission of data and curse of dimensionality. Adaptive Incremental Dynamic Analysis, in contrast, gradually changes ground motion records to match ground motion properties as the IM level changes, while also partially maintaining ground motion continuity without the omission of useful data. AIDA requires careful record selection across IM levels. Potential record selection criteria include ground motion properties from deaggregation, or target spectrum such as the Conditional Spectrum. Steps to perform AIDA are listed as follows: (1) obtain target ground motion properties for each IM level; (2) determine “bin sizes” (i.e., tolerance for acceptable ground motion properties) and identify all candidate ground motions that fall within target bins; (3) keep ground motions that are usable at multiple IM levels, to maintain continuity; (4) use each ground motion for IDA within its allowable IM range. As a result, if we keep increasing the “bin sizes”, AIDA will approach IDA asymptotically; on the other hand, if we decrease the “bin sizes”, AIDA will approach the other end of “stripes”. This paper addresses the challenges of changing records across various IM levels. Different ground motion selection schemes are compared with AIDA to demonstrate the advantages of using AIDA. Example structural analyses are used to illustrate the impact of AIDA on the estimation of structural response in PBEE. By combining the benefits of IDA and PSHA without the omission of useful data, AIDA is a promising new tool for linking ground motion selection and structural response assessment
