    A fiscal outlook for Poland using generational accounts

    During the next few decades the populations of most developed countries will grow older and older as a result of the low fertility rates since the 1970s and/or the continuously increasing life expectancy. Poland, one of the biggest countries in Central Europe, will be confronted rather seriously by this development. Generational Accounting which was introduced in the early nineties, can illustrate the effects of this ageing process on a country's fiscal situation. We show that the demographic development produces a major problem for the long term stability of Polish public finances. In particular the healthcare system deserves special attention for policy makers in the medium and long run, whilst the general pension system shall stabilise in the long term. --Generational Accounting,Fiscal sustainability,Fiscal policy,Poland,Pension reform

    Topological Mott insulator in odd-integer filled Anderson lattice model with Hatsugai-Kohmoto interactions

    Recently, quantum anomalous Hall state at odd integer filling in moir\'e stacked MoTe2_2/WSe2_2 has been convincingly interpreted as a topological Mott insulator state appearing due to strong interactions in {\it band} basis [arXiv:2210.11486]. In this work, we aim to analyze the formation of a topological Mott insulator due to interactions in {\it orbital} basis instead, being more natural for systems where interactions originate from the character of ff or dd orbitals rather than band flatness. For that reason, we study an odd-integer filled Anderson lattice model incorporating odd-parity hybridization between orbitals with different degrees of correlations introduced in the Hatsugai-Kohmoto spirit. We demonstrate that a topological Mott insulating state can be realized in a considered model only when weak intra- and inter-orbital correlations involving dispersive states are taken into account. Interestingly, we find that all topological transitions between trivial and Z2\mathbb{Z}_2 topological Mott insulating phases are not accompanied by a spectral gap closing, consistently with a phenomenon called {\it first-order topological transition}. Instead, they are signaled by a kink developed in spectral function at one of the time reversal invariant momenta. We believe that our approach can provide insightful phenomenology of topological Mott insulators in spin-orbit coupled ff or dd electron systems.Comment: 7 pages, 4 fig

    The use of dynamic sentinel node biopsy in case of penile cancer. A case report

    Penile cancer is a rare disease with prevalence of approximately 1/100000 man in Europe. Well documented risk factors for a penile cancer are HPV Infection, phimosis, and chronic inflammation. Penile cancer is a curable condition when diagnosed and treated promptly. The invasion of lymphatic system is one of the most important matters affecting long term survival. Proper evaluation and treatment of lymph nodes is a main goal when dealing with this condition. In patients with palpable lymph nodes lymphadenectomy is method of choice. When dealing with unpalpable lymph nodes and increased risk of micro-metastatic disease, invasive nodal staging is recommended. For this staging we can choose from Modified inguinal lymphadenectomy and Dynamic Sentinel Node Biopsy In this paper we would like to present a case report of patient with penile cancer, where due to TNM staging, Dynamic Sentinel Node Biopsy was implemented

    W ramach I Ogólnopolskiego Kongresu Politologii, obradującego pod hasłem Demokratyczna Polska w globalizującym się świecie (Warszawa, 22-24 września 2009 r.), odbyło się szereg paneli dyskusyjnych i warsztatów metodologicznych. Jeden z paneli - w związku ze zbliżającą się 10. rocznicą „Studiów Medioznawczych” - poświęcono tematowi „Nauka o mediach i komunikacji społecznej jako nowa dyscyplina nauk humanistycznych?”. Bieżący numer pisma zawiera teksty referatów zaprezentowanych w trakcie panelu, a wygłoszonych przez czołowych medioznawców polskich. Słowo wstępne napisał prof. Tomasz Goban-Klas, a charakterystykę i ocenę formuły wydawniczej „Studiów Medioznawczych” w latach 2000–2009 przedstawił dr hab.     The article proposes a modified version of a theoretical model that crowds out less educated workforce from the informal economy in response to a shock in government transfers. The negative impact of universal child benefits (UCB) is measured by the outflow of labour from the informal economy in Poland. After it was introduced in the country in 2016, the “Family 500+” child benefit programme probably caused a permanent outflow of some 160,000 jobs from the labour market. The study verifies this assumption with a real business cycle (RBC) model, with two types of households responding to a positive shock resulting from government transfers. The endogenous growth factor in the model results from the rate of return on higher education and lifelong learning. The model describes the statistical aggregates of the Polish economy. A Bayesian estimation shows an acceptable fit to the time series, which allows for wider use of the fiscal impulse resulting in a decline in the economic activity of beneficiaries. The study adds to a debate on the margins of government intervention in the economy, which at some point may displace less educated workers in the shadow economy.Artykuł proponuje modyfikację rozwiązania teoretycznego, które powoduje wypieranie słabiej wykształconej siły roboczej z szarej strefy w odpowiedzi na skokowy wzrost transferów rządowych. Negatywny wpływ powszechnych zasiłków na dzieci (UCB) mierzy odpływ podaży pracy z szarej strefy. Po ich wprowadzeniu w 2016 r. najprawdopodobniej na stałe ubyło z rynku pracy ok. 160 tys. kobiet. Badanie weryfikuje to założenie z modelem realnego cyklu koniunkturalnego (RBC), z dwoma typami gospodarstw domowych, które reagują na pozytywny szok wynikający z transferów rządowych. Czynnik endogeniczny wzrostu w modelu wynika ze stopy zwrotu z wykształcenia wyższego i uczenia ustawicznego. Model dobrze opisuje agregaty statystyczne polskiej gospodarki. Estymacja bayesowska również wykazuje akceptowalne dopasowanie do szeregów czasowych, co pozwala na szersze zastosowanie w innych przypadkach impulsu fiskalnego skutkującego spadkiem aktywności zawodowej beneficjentów. Badanie wnosi wartość dodaną do dyskusji na temat marginesów interwencji rządu w gospodarkę, która w pewnym momencie może wypierać gorzej wykształconych pracowników w szarej strefie

    Urinary bladder cancer – epidemiology, diagnostics and treatment in XXIst century

    Urinary bladder cancer is one of the most common cancers occurring in those aged older, especially between 60 and 80 years of age. In Poland, it is the fourth (after lung, prostate, and colon cancers) on/in the incidence of cancer in men and thirteenth in women. Epidemiological indicators of bladder cancer in Poland are disturbing to other European countries, where a decrease is observed in both morbidity and mortality. In the years 1991-2006 in Poland a very dynamic increase in the incidence of bladder cancer (reaching 59%) was recorded. What's more, our country ranks second, after Spain, in Europe in terms of mortality from this cancer. In the coming years the number of cases and deaths from bladder cancer in Poland is expected to increase. This article discusses new information/data on the epidemiology, methods of diagnosis and treatment of patients with bladder cancer

    This article discusses the creation and the first period of activity of the largest and most important publishing organization in Poland the inter-war period PZWDiC – the Polish Association of Publishers of Newspapers and Magazines. It was appointed to represent and defend the interests of Polish periodicals. In the period of 1929–1939 its work was widely expanded and further developed as representation of journalistic communities.Artykuł omawia powstanie największej i najważniejszej organizacji wydawców w dwudziestoleciu międzywojennym – Polskiego Związku Wydawców Dzienników i Czasopism (PZWDiC).     MPC out of Augmented Wealth in Poland

    The study attempts to link the descriptive economics with the theoretical model of permanent income and life cycle hypothesis (PILCH) to shed some light on a low private savings rate for Polish households. These may be explained by the households’ belief that the public pension are a collateral to borrow against, which could discourage the buffer stock effect. The study comprises two research fields: 1) the estimation of so called augmented wealth, and, 2) the marginal propensity to consume (MPC) out of different types of wealth with the permanent income model. The mean augmented wealth (i.e. net wealth plus public pension wealth) per household in PLN amounted to 705 thousands, consisting of public pension wealth of 388 thousands and net wealth of 415 thousands. The model perfectly matches the augmented wealth Lorenz curve. The average MPC out of all types of wealth reaches 10% on average, ranging 6–20%, with a negative MPC to wealth correlation, and 60% of hand-to-mouth households. The explanation for this perfect match may stem from a high wage growth (also public pension contributions wedge) that that builds the public pension wealth. The Ricardian-type households may then mentally account the future pensions as a collateral (fiduciary money) for current high MPC, which may implicate crowding out their propensity to save for retirement privatel
