We use a classical result of Gollinski and Ibragimov to prove an analog of
the strong Szego theorem for Jacobi matrices on . In particular, we
consider the class of Jacobi matrices with conditionally summable parameter
sequences and find necessary and sufficient conditions on the spectral measure

This survey updates Professor Levinson\u27s 1975 article on the Florida Administrative Procedure Act. The survey examines and reports all appellate decisions, attorney general opinions and 1976 amendments. Collateral to the discussion of the 1976 amendments, the authors focus on and report the results of the first series of amendments enacted in 1975. In addition, a legislatively proposed constitutional amendment, defeated in the last general election, and the implementing bill vetoed by the governor prior to the general election are considered
Co-evolution of density and topology in a simple model of city formation
We study the influence that population density and the road network have on
each others' growth and evolution. We use a simple model of formation and
evolution of city roads which reproduces the most important empirical features
of street networks in cities. Within this framework, we explicitely introduce
the topology of the road network and analyze how it evolves and interact with
the evolution of population density. We show that accessibility issues -pushing
individuals to get closer to high centrality nodes- lead to high density
regions and the appearance of densely populated centers. In particular, this
model reproduces the empirical fact that the density profile decreases
exponentially from a core district. In this simplified model, the size of the
core district depends on the relative importance of transportation and rent

Quantitative thresholds enable accurate identification of clostridium difficile infection by the luminex xTAG gastrointestinal pathogen panel
Clostridium difficile colonizes the gastrointestinal (GI) tract, resulting in either asymptomatic carriage or a spectrum of diarrheal illness. If clinical suspicion for C. difficile is low, stool samples are often submitted for analysis by multiplex molecular assays capable of detecting multiple GI pathogens, and some institutions do not report this organism due to concerns for high false-positive rates. Since clinical disease correlates with organism burden and molecular assays yield quantitative data, we hypothesized that numerical cutoffs could be utilized to improve the specificity of the Luminex xTAG GI pathogen panel (GPP) for C. difficile infection. Analysis of cotested liquid stool samples (n 1,105) identified a GPP median fluorescence intensity (MFI) value cutoff of 1,200 to be predictive of two-step algorithm (2-SA; 96.4% concordance) and toxin enzyme immunoassay (EIA) positivity. Application of this cutoff to a second cotested data set (n 1,428) yielded 96.5% concordance. To determine test performance characteristics, concordant results were deemed positive or negative, and discordant results were adjudicated via chart review. Test performance characteristics for the MFI cutoff of 150 (standard), MFI cutoff of 1,200, and 2-SA were as follows (respectively): concordance, 95, 96, and 97%; sensitivity, 93, 78, and 90%; specificity, 95, 98, and 98%; positive predictive value, 67, 82, and 81%;, and negative predictive value, 99, 98, and 99%. To capture the high sensitivity for organism detection (MFI of 150) and high specificity for active infection (MFI of 1,200), we developed and applied a reporting algorithm to interpret GPP data from patients (n 563) with clinician orders only for syndromic panel testing, thus enabling accurate reporting of C. difficile for 95% of samples (514 negative and 5 true positives) irrespective of initial clinical suspicion and without the need for additional testing
"May I Buy a Pack of Marlboros, Please?" A Systematic Review of Evidence to Improve the Validity and Impact of Youth Undercover Buy Inspections
Most smokers become addicted to tobacco products before they are legally able to pur- chase these products. We systematically reviewed the literature on protocols to assess underage purchase and their ecological validity. We conducted a systematic search in May 2015 in PubMed and PsycINFO. We independently screened records for inclusion. We con- ducted a narrative review and examined implications of two types of legal authority for proto- cols that govern underage buy enforcement in the United States: criminal (state-level
laws prohibiting sales to youth) and administrative (federal regulations prohibiting sales to youth). Ten studies experimentally assessed underage buy protocols and 44 studies assessed the association between youth characteristics and tobacco sales. Protocols that mimicked real-world youth behaviors were consistently associated with substantially greater likelihood of a sale to a youth. Many of the tested protocols appear to be designed for compliance with criminal law rather than administrative enforcement in ways that limited ecological validity. This may be due to concerns about entrapment. For administrative enforcement in particular, entrapment may be less of an issue than commonly thought. Commonly used underage buy protocols poorly represent the reality of youths' access to tobacco from retailers. Compliance check programs should allow youth to present them- selves naturally and attempt to match the community’s demographic makeup
Environmental regulation induced foreign direct investment
The last decade has witnessed a renewed interest in the relationship between environmental regulations and international capital flows. However, empirical studies have so far failed to find conclusive evidence for this so-called pollution haven or race to the bottom effect where foreign direct investment (FDI) is assumed to be attracted to low regulation countries, regions or states. In this paper we present a simple theoretical framework to demonstrate that greater stringency in environmental standards can lead to a strategic increase in capital inflows which we refer to as environmental regulation induced FDI. Our result reveals a possible explanation for the mixed results in the empirical literature and provides an illustration of the conditions under which environmental regulations in the host country can affect the location decision of foreign firms
Plasmonically Enhanced Reflectance of Heat Radiation from Low-Bandgap Semiconductor Microinclusions
Increased reflectance from the inclusion of highly scattering particles at
low volume fractions in an insulating dielectric offers a promising way to
reduce radiative thermal losses at high temperatures. Here, we investigate
plasmonic resonance driven enhanced scattering from microinclusions of
low-bandgap semiconductors (InP, Si, Ge, PbS, InAs and Te) in an insulating
composite to tailor its infrared reflectance for minimizing thermal losses from
radiative transfer. To this end, we compute the spectral properties of the
microcomposites using Monte Carlo modeling and compare them with results from
Fresnel equations. The role of particle size-dependent Mie scattering and
absorption efficiencies, and, scattering anisotropy are studied to identify the
optimal microinclusion size and material parameters for maximizing the
reflectance of the thermal radiation. For composites with Si and Ge
microinclusions we obtain reflectance efficiencies of 57 - 65% for the incident
blackbody radiation from sources at temperatures in the range 400 - 1600
{\deg}C. Furthermore, we observe a broadbanding of the reflectance spectra from
the plasmonic resonances due to charge carriers generated from defect states
within the semiconductor bandgap. Our results thus open up the possibility of
developing efficient high-temperature thermal insulators through use of the

Adjustment of the electric current in pulsar magnetospheres and origin of subpulse modulation
The subpulse modulation of pulsar radio emission goes to prove that the
plasma flow in the open field line tube breaks into isolated narrow streams. I
propose a model which attributes formation of streams to the process of the
electric current adjustment in the magnetosphere. A mismatch between the
magnetospheric current distribution and the current injected by the polar cap
accelerator gives rise to reverse plasma flows in the magnetosphere. The
reverse flow shields the electric field in the polar gap and thus shuts up the
plasma production process. I assume that a circulating system of streams is
formed such that the upward streams are produced in narrow gaps separated by
downward streams. The electric drift is small in this model because the
potential drop in narrow gaps is small. The gaps have to drift because by the
time a downward stream reaches the star surface and shields the electric field,
the corresponding gap has to shift. The transverse size of the streams is
determined by the condition that the potential drop in the gaps is sufficient
for the pair production. This yields the radius of the stream roughly 10% of
the polar cap radius, which makes it possible to fit in the observed
morphological features such as the "carousel" with 10-20 subbeams and the
