    Applications of remote sensing to hydrologic planning

    The transfer of LANDSAT remote sensing technology from the research sector to user operational applications requires demonstration of the utility and accuracy of LANDSAT data in solving real problems. This report describes such a demonstration project in the area of water resources, specifically the estimation of non-point source pollutant loads. Non-point source pollutants were estimated from land cover data from LANDSAT images. Classification accuracies for three small watersheds were above 95%. Land cover was converted to pollutant loads for a fourth watershed through the use of coefficients relating significant pollutants to land use and storm runoff volume. These data were input into a simulator model which simulated runoff from average rainfall. The result was the estimation of monthly expected pollutant loads for the 17 subbasins comprising the Magothy watershed

    English Language Proficiency and Aviation Safety

    The goal of this research study is to determine if aviation incidents and accidents due to deficiencies in English language proficiency have increased in the last 10 years based on data from the National Aeronautics and Space Administration (NASA) Aviation Safety Reporting System (ASRS). In addition, this study will determine whether deficiencies in English language proficiency have a significant impact on aviation safety. There are currently 184,636 student pilots according to the Federal Aviation Administration Airmen Certification System. Included in this number are 11,776 student pilots with a foreign address (Federal Aviation Administration [FAA], 2019). Findings presented at a NASA workshop in 1979 concluded that a major cause of air carrier accidents was due to human error. The specific causes of these accidents involved failures in leadership, decision making and communication (McKeel, 2012). This research study will employ a quantitative analysis using scatterplot graphs and descriptive statistics to see if there are any trends concerning the number of reports related to English language proficiency. A chi-square test for independence will be employed to see if English language proficiency has a significant effect on aviation safety, and a one-way ANOVA will be performed to see if there is a significant difference between the number of reports submitted for Part 91, Part 121 and Part 135 operations. In addition, this research will include a review of the narrative and synopsis sections of these reports to investigate the nature of these English language incidents

    It is difficult, probably impossible, to compare objectively the seriousness of racial problems and tensions in Boston with those in other cities. However, there can be little doubt that there is a widespread perception that relationships between blacks and whites in Boston constitute a serious problem. Specifically, one image is that Boston is a community in which blacks are not welcome and in which they are treated with unusual hostility and abuse. Another image is that whites in Boston are unfairly maligned as racists and bigots. In 1980, following several race-related incidents, The Boston Committee was formed. The purpose of the Committee is to direct an integrated effort to address the problems that contribute to racial tension and conflict in Boston. A needed first step was a clear, factually-based definition of the real problems in Boston

    The Economic Loss Rule and Its Application to the Tort of Negligent Misrepresentation in Texas

    Part II of this Article begins by chronicling the origin of the economic loss rule; the present-day economic loss rule can be viewed as deriving from two fairly distinct areas. Part II then focus on the adoption of the economic loss rule in Texas and examines the contours of the doctrine under modern Texas law. Part III describes the cause of action for negligent misrepresentation as recognized in Texas, then surveys cases which purport to apply the economic loss rule to negligent misrepresentation claims. Part IV suggests a clarification of the law: negligent misrepresentation should be viewed as outside the reach of the economic loss rule. Though the policies behind the economic loss rule are worthy pursuits, the cause of action for negligent misrepresentation is narrowly drawn so as to inherently satisfy the concerns behind the economic loss rule. As this Article explains, the historical divide between general negligence, with its roots in the form of action of trespass on the case, and misrepresentation, its roots in the action of deceit, provides a useful means of accomplishing this limitation on the scope of the economic loss rule.
