    The resistance of selected high strength alloys to embrittlement by a hydrogen environment

    Selected high strength iron base and cobalt base alloys were resistant to degradation of mechanical properties in a one atmosphere hydrogen environment at ambient temperature. These alloys were strengthened initially by cold working which produced strain induced martensite and fcc mechanical twins in an fcc matrix. Heat treatment of the cobalt base alloy after cold working produced carbide precipitates with retention of an hcp epsilon phase which increased the yield strength level. High strength alloys can be produced which have some resistance to degradation of mechanical properties by a hydrogen environment under certain conditions

    Vertical Equity in the Taxation of Single Family Homes

    Vertical equity in ad valorem real property taxation is the concept that all properties within a taxing jurisdiction are assessed in equal proportion to their fair market value. This study examines the assessment of single family homes in Bellingham, Washington, utilizing a database of 1,118 home sales in the southern half of Bellingham that sold during the time period of January, 1990 through June, 1994. The results of several empirical tests suggest the presence of regressive vertical inequity. It appears that higher market value homes are assessed at a lower proportion of their value (sales price) than less expensive homes. These results suggest that property taxation at the local level magnifies the regessivity of Washington State's already highly regressive state tax system. Why does this apparent regressive vertical inequity exist? The authors offer several possibilities including the propensity of wealthy homeowners to challenge property tax assessments, the difficulty of valuing the amenities inside an upper-end home, the heterogeneity of the upper-end home market coupled with a small number of transactions, and the lack of ample staff and other resources at the County Assessor's office.

    Methods development for total organic carbon accountability

    This report describes the efforts completed during the contract period beginning November 1, 1990 and ending April 30, 1991. Samples of product hygiene and potable water from WRT 3A were supplied by NASA/MSFC prior to contract award on July 24, 1990. Humidity condensate samples were supplied on August 3, 1990. During the course of this contract chemical analyses were performed on these samples to qualitatively determine specific components comprising, the measured organic carbon concentration. In addition, these samples and known standard solutions were used to identify and develop methodology useful to future comprehensive characterization of similar samples. Standard analyses including pH, conductivity, and total organic carbon (TOC) were conducted. Colorimetric and enzyme linked assays for total protein, bile acid, B-hydroxybutyric acid, methylene blue active substances (MBAS), urea nitrogen, ammonia, and glucose were also performed. Gas chromatographic procedures for non-volatile fatty acids and EPA priority pollutants were also performed. Liquid chromatography was used to screen for non-volatile, water soluble compounds not amenable to GC techniques. Methods development efforts were initiated to separate and quantitate certain chemical classes not classically analyzed in water and wastewater samples. These included carbohydrates, organic acids, and amino acids. Finally, efforts were initiated to identify useful concentration techniques to enhance detection limits and recovery of non-volatile, water soluble compounds

    An Examination of Vertical Equity Over Two Reassessment Cycles

    This article examines vertical equity in the assessment of single-family homes over two assessment cycles in Bellingham, Washington. The two assessment periods, which are four years apart, followed two differing property appreciation periods. The 1992 reassessment followed an explosion in home values, while the 1996 reassessment came after more moderate price appreciation. The assessed value/ market value ratio is the basic tool of this study with actual sales prices assumed to be market value. Utilizing a database of 721 home sales from January, 1990 to December, 1992, this study’s empirical analysis suggests regressive vertical inequity in 1992. This situation appears to have changed in 1996. Results from a second database consisting of 835 home sales from January, 1994 through December, 1996, suggest a substantial reduction in vertical inequity. Overall, it appears that the County Assessor’s office addressed the previous problem with positive results for the average property taxpayer of Whatcom County.

    The results of a study of the application of a modular integrated utility system to six typical building types are compared with the application of a conventional utility system to the same facilities. The effects of varying the size and climatic location of the buildings and the size of the powerplants are presented. Construction details of the six building types (garden apartments, a high rise office building, high rise apartments, a shopping center, a high school, and a hospital) and typical site and floor plans are provided. The environmental effects, the unit size determination, and the market potential are discussed. The cost effectiveness of the various design options is not considered

    Love Your Neighbor: An Educational Strategy to Cultivate Compassion in Adolescent Males

    When challenged to identify the greatest commandment in the Law, Jesus Christ famously included “love your neighbor” in his response, making love foundational for all followers of Christ. Compassion is a key element that serves to demonstrate biblical love; sadly, today’s culture often minimizes or discourages compassion. In ten years of chaplaincy at the secondary school level, this author has seen too many Christian young men finish their high school journey without a foundation in love through compassion. This thesis project will utilize existing resources for academic and biblical research, as well as interviews of 25 high school males, to identify factors contributing to successful development of compassion in young males. As a result, this thesis project will develop a strategy, through intentional ministry and educational planning and methodology, to instill or reinforce compassion in adolescent males. This strategy will enable young men to better express love which is foundational for all followers of Christ
