    Políticas públicas para el desarrollo y fortalecimiento de la biblioteca pública

    This article is a reflection on public library services within the context of public policy, as well as a review, from a historiographic point of view, of the trends and scope of state standards for public libraries. Also highlighted are the primary actions by the state that made possible the creation, development, and functioning of the public library in such a way as to be able to identify, describe, and analyze the actors, actions, conditions, and contexts that account for the origin and evolution of this institution. Consequently, this study is not an exhaustive treatment of this subject; rather, it is undertaken as a historical overview that compiles the normative and legal dispositions at the national level: laws, resolutions, and decrees that are directly related to public libraries or that put the public library in Colombia in its proper context during the period 1773-2003. This article concludes with a reflection on the roles that should be played by those personages involved in public library development

    Pertinencia del perfil de los profesionales de la información con las demandas del mercado laboral

    This paper submits the results of a research named “Work Market Profile of Information Professionals and its suitability for information professionals in Colombia in the 21st century”. It is a mixed approach research that applied documentary analysis, an interview, a survey and a focus group. These techniques enabled us to determine the main work market trends which include a strong incorporation of technological infrastructure and the demands of a developing a digital culture, designing and providing specialized information products and services with a high added value, a managerial conception of institutions related to the transfer of information, the creation and organization of library and documentary conception aimed at the user and at the development of research in the field. These are trends that require the development of skills as creativity, flexibility and imagination, which allow the development of new products and innovative service management. Although this research concludes that there is a correspondence between professional training and the requirements of the work market, it also warns that it is necessary according to the voices of alumni and employees, to strengthen ICTs, management, Analysis and Organization of Information, Services, Document management, and in research and teaching related aspects

    From a qualitative focus with the comprehensive case–study strategic methodology (leading discourses) and the conceptual bases of the social education using the qualitative techniques (participant observant interview) the contribution of the public library for the citizenship formation process is analyzed from the coexistence, participation and autonomy points of view. There are citizens' practices stemming from interactions, relationships and actions in public libraries acknowledging the new meanings and functions of this institution in the 21st century within a democracy–searching society recognizing information and knowledge as essential categories for the exercise of citizenship and the base to achieve transformations of the subject and the social reality

    RESUMEN: El texto reconoce la estrecha relación que Freire establece entre educación y ciudadanía, para lo cual parte del planteamiento de que los problemas de la educación no se reducen al campo metodológico o pedagógico, sino que tienen un alto componente político. Este planteamiento permite afirmar que uno de los principales aportes de Freire a la educación es el cuestionamiento a la unidireccionalidad educador - educando, y no a la escuela como institución educativa; contribución que se refuerza con los trabajos de educación popular y la concepción de ésta como un proceso político y social, cuyo interés y espacio fundamentalmente está dedicado al análisis de las condiciones de vida de los sectores más pobres y vulnerables de la sociedad; análisis que busca generar y apropiar procesos de concientización para la trasformación social, a lo que Freire denominó una educación para la decisión y para la liberación, siendo estos dos elementos claves para la ciudadanía. La consideración del papel político de la educación, permite subrayar la convicción que tuvo Freire en la alfabetización y en la educación popular como componentes necesarios en la formación y para un verdadero ejercicio de la ciudadanía. El texto hace una recorrido por el pensamiento político - educativo de Paulo Freire, para lo cual se inicia con una breve exposición de su trayectoria educativa, pretendiendo mostrar la coherencia entre su proyecto de vida y sus prácticas educativas; continúa con la exposición de los principales aportes al campo de la educación y finalmente se establecen las contribuciones al tema de formación ciudadana.ABSTRACT: The document recognizes the closed relationship that Freire establishes between education and citizenship. Based on this, he begins stating that the existing problems in education shall not be limited to methodological or pedagogical matters, but that it has a highly political component. This statement affirms that the main contribution of Freire to education is the query to a oneway teacher-student relationship, and not to the school itself as an educational institution. Such a contribution is reinforced by the work done through popular education, considering this as a social and political process which fundamental interest is to analyse the living conditions of those in the poorest and most vulnerable areas of society. Such analysis looks to generate an awareness process for social transformation, which in the words of Freire can be stated as an education for decision making and liberation, keypoints needed to achieve citizenship. The political role played by education as considered by Freire, allowed him to strongly believe that teaching adults that do not know how to read and write, and popular education are necessary components of education and the exercise of citizenship. This text makes a journey through the political – educational thought of Paulo Freire, beginning with a short insight of his educational path. It pretends to show the existing coherence between his life and in his educational practices. It then presents its main contributions to the field of education, and finally it establishes the contributions to the topic of citizenship education

    RESUMEN: El texto presenta un panorama sobre el perfil del profesor de bibliotecología-archivística y ciencia de la información, el cual depende tanto de las características del plan de estudios (proyecto pedagógico, modelo educativo) como de las características del profesor.Los resultados se presentan en dos apartados:uno relacionado con la búsqueda documental, en el cual se expone mapas de ideas, agrupados en cuatro áreas ( fundamentación teórica, organización y representación de la información y el conocimiento,gerencias y TIC); el otro corresponde a las características propias de los profesores adscritos a las universidades colombianas que imparten formación en el área.ABSTARCT:The text presents an overview of the profile of the librarianship-archival science and information science teacher, which depends both on the characteristics of the curriculum (pedagogical project, educational model) and the characteristics of the teacher.     RESUMEN: El fortalecimiento de la biblioteca pública como lugar de inclusión y cohesión social, de construcción de ciudadanía y memoria local, hace parte de los desafíos que se avizoran en su contribución para que el proceso de paz que enfrenta Colombia resulte tangible y pertinente. En este sentido se destacan algunas acciones que la entidad emprende para impulsar procesos de transformación social y, concretamente, para apoyar la construcción de tejido social en un momento histórico del país: el posconflicto. Para tal efecto se hace un acercamiento a su responsabilidad social para continuar con un recorrido por los procesos que han buscado finiquitar el conflicto armado, y terminar con el planteamiento de la biblioteca pública como territorio de paz, donde el bibliotecario se reinventa, aúna esfuerzos, emprende iniciativas y sueña. Más allá de la legislación y la normatividad, el posconflicto requiere instituciones y líderes que se comprometan y materialicen los cambios que surjan de las negociaciones de La Habana.ABSTRACT: The public libraries of Columbia need to situate themselves as places for inclusion, social cohesion, construction of citizenship, and local memory as part of the post-conflict peace process. Colombia’s leaders and institutions, including libraries, have an obligation to go beyond the laws and regulations to achieve the vision of the future that has emerged from the negotiations in Havana, Cuba. There are actions that can be undertaken by libraries to promote social transformation at this historic time. Libraries are territories of peace, where librarians can undertake initiatives that build on citizens’ dreams of a prosperous future

    RESUMEN: Desde un enfoque cualitativo, con la estrategia metodológica estudio de caso, la base comprensiva sobre biblioteca pública (discursos rectores) y los fundamentos conceptuales de la educación social, y mediante el uso de técnicas cualitativas (la observación participante y la entrevista), se analiza el aporte de la biblioteca pública en procesos de formación ciudadana desde las prácticas de la convivencia, la participación y la autonomía.     RESUMEN: Se presentan los resultados de la investigación “Perfil del mercado laboral del profe¬sional de la información y su pertinencia con la formación profesional en Colombia en el siglo XXI”. Investigación de enfoque mixto, que aplicó las técnicas de análisis documental, entrevista, encuesta y grupo focal; técnicas que permitieron determi¬nar las principales tendencias del mercado laboral, como son la fuerte incorpora¬ción de infraestructura tecnológica y con ella las exigencias del desarrollo de una cultura digital; el diseño y elaboración de productos y servicios de información es¬pecializados y con alto valor agregado; la concepción gerencial de las instituciones relacionadas con la transferencia de la información; la formación y organización de fondos bibliográficos y documentales orientados al usuario y el desarrollo de inves¬tigaciones en el área. Tendencias que requieren el desarrollo de habilidades de crea¬tividad, flexibilidad e imaginación que permitan el desarrollo de nuevos productos y la gestión innovadora de servicios.     This article presents a general overview of the research project, “History and Development of the Public Library in Medellín,” with emphasis on the methodological proposal employed in this research. This approach made it possible to reconstruct the history of the public library both through social events and the nowledge that individuals have of those events—the players, their actions, and the relationship between the public library and society. This article also stresses the necessity of undertaking research projects that illuminate and help understand the public library from two points of view: (1) its turning points, its crises, its continuity, its trends, and its outlook as they relate to events that, from the point of view of other societies, drive it and identify it as a social institution; and (2) other studies designed to help understand and interpret the processes, reasoning, actions, players, and historical perspectives that have characterized the public library
