Herausforderung "Terrorismus" - Politik der Inneren Sicherheit und der internationalen Gefahrenabwehr

Die konkrete Terrorwarnung des Bundesinnenministers Thomas de Maizière Mitte November 2010 fand in der deutschen Öffentlichkeit sowie in den veröffentlichten Meinungen der Massenmedien eine ungewöhnlich große Resonanz. Infolge der aktuellen Gefährdungslage verstärkten Bund und Länder ihre präventiven Sicherheitsvorkehrungen und hielten öffentlichkeitswirksam die Bürger zur zivilen Wachsamkeit an. Politische Kommentatoren stellten zunächst die Frage nach der akuten Relevanz dieser Terrorwarnung vor dem Hintergrund der stetig oszillierenden Gefährdungslage in Deutschland. Schließlich hat der Terrorismus nicht zuletzt infolge der internationalen Terroranschläge in New York, Madrid und London sowie vor dem Hintergrund gescheiterter Terrorpläne in schon lange Zeit eine herausgehobene Stellung in den sicherheitspolitischen Diskursen. Gelegenheit genug, eine aktualisierte Fassung unseres letztjährigen Recherche Spezial zum Thema Terrorismus zu präsentieren. Auch in diesem Jahr beschäftigt sich die vorliegende Ausgabe im Wesentlichen mit unterschiedlichen Aspekten des internationalen Terrorismus und den darauf bezogenen sicherheitspolitischen Strategien. Aktuelle Literatur- und Forschungsnachweise beleuchten die sozialwissenschaftlichen sowie interdisziplinären Aspekte des globalisierten Terrorismus und die Konsequenzen für die Sicherheitspolitik der internationalen Staatengemeinschaft.The very real terror warning given by Germany's Minister of the Interior Thomas de Maizière in mid-November 2010 resonated uncharacteristically loudly among the German public as well as among the published opinions of the mass media. Due to the current security threat level, federal and state preventive security precautions have been upgraded and there has been a great deal of publicity alerting citizens to maintain civil vigilance. Political commentators initially posed the question of the acute relevance of this terror warning against the background of the constantly oscillating security threat level in Germany. Ultimately, in no small measure due to the international terror attacks in New York, Madrid and London as well as against the background of failed terror plans, terrorism has long since gained a prominent position in the discourse on security policy. This is opportunity enough for us to present an updated version of last year’s Research Special on terrorism. This issue will also essentially take up various aspects of international terrorism and the corresponding security policy strategies this year as well. Current literature and research references shed light on both the social science as well as the interdisciplinary aspects of globalized terrorism and the consequences for the security policies of the international community of states

Die Einführung des New Public Management (NPM) an deutschen Wissenschaftseinrichtungen verbunden mit dem Wechsel von einer Input- zu einer Output-orientierten Ressourcensteuerung zog die Notwendigkeit von Leistungserfassung nach sich. Bei GESIS - Leibniz-Institut für Sozialwissenschaften wurde die Erhebung von Leistungskennzahlen zur Forschungsdatennutzung durch ein neues integriertes Verfahren zur Erstellung von Umfragebibliographien zentralisiert und optimiert. Das zentrale Management von Umfragebibliographien induziert jedoch ganz neue Anforderungen hinsichtlich der Steuerung von Arbeitsprozessen und des integrierten Metadatenmanagements über unterschiedliche Arbeitsbereiche hinweg. Phase II clinical trial evaluating docetaxel, vinorelbine and GM-CSF in stage IV melanoma

PurposeMetastatic melanoma patients have a poor prognosis. No chemotherapy regimen has improved overall survival. More effective treatments are needed. Docetaxel has clinical activity in melanoma and may be more active when combined with vinorelbine. Granulocyte-macrophage colony-stimulating factor (GM-CSF) has shown activity as an adjuvant melanoma therapy. We carried out a phase II study of these agents in patients with stage IV melanoma.MethodsPatients had documented stage IV melanoma and may have had prior immuno or chemotherapy. Previously treated brain metastases were allowed. Docetaxel (40 mg/m(2) IV) and vinorelbine (30 mg/m(2) IV) were administered every 14 days, followed by GM-CSF (250 mg/m2 SC on days 2 to 12). The primary endpoint of the study was 1-year overall survival (OS). Secondary objectives were median overall survival, response rate (per RECIST criteria), and the toxicity profiles.ResultsFifty-two patients were enrolled; 80% had stage M1c disease. Brain metastases were present in 21%. Fifty-two percent of patients had received prior chemotherapy, including 35% who received prior biochemotherapy. Toxicity was manageable. Grade III/IV toxicities included neutropenia (31%), anemia (14%), febrile neutropenia (11.5%), and thrombocytopenia (9%). DVS chemotherapy demonstrated clinical activity, with a partial response in 15%, and disease stabilization in 37%. Six-month PFS was 37%. Median OS was 11.4 months and 1-year OS rate was 48.1%.ConclusionsThe DVS regimen was active in patients with advanced, previously treated melanoma, with manageable toxicity. The favorable 1-year overall survival and median survival rates suggest that further evaluation of the DVS regimen is warranted

Two target height effects on interferometric synthetic aperture radar coherence

Useful products generated from interferometric synthetic aperture radar (IFSAR) complex data include height measurement, coherent change detection, and classification. The IFSAR coherence is a spatial measure of complex correlation between two collects, a product of IFSAR signal processing. A tacit assumption in such IFSAR signal processing is that one height target exists in each range-Doppler cell. This paper presents simulations of IFSAR coherence if two targets with different heights exist in a given range-Doppler cell, a condition in IFSAR collections produced by layover. It also includes airborne IFSAR data confirming the simulation results. The paper concludes by exploring the implications of the results on IFSAR classification and height measurements
