    A Political Economy of Privatization Contracts : The Case of Water and Sanitation in Ghana and Argentina

Published by SAGE.In general, the process and outcomes of privatization have been studied from the point of view of efficiency. In this article, we consider issues in the course of contract design, implementation, management and enforcement in privatized public services and utilities. The study is based on two case studies, involving several water concessions in Argentina and a management contract in the urban water sector in Ghana. Three key arguments are presented on the basis of these case studies. The first is that an individualistic analytical framework is often utilized by the mainstream economic perspectives, but these are inadequate for a comparative assessment of private versus public provision in public services where there are distinct collective or group interests and hence a wider socio-economic context and representation of different interests becomes highly important. Instead, the article proposes a political economy perspective, which pays due attention to distributional issues, group interests, ideology of states and power relations for the assessment of privatization contracts. Second, the administrative capacity of states and their resources play a key role for the outcomes of privatization. Finally, while some contractual issues could be resolved through resourcing and experience over time, others are inherent to the contractual relations with little prospect of remedy.Peer reviewe

    Technological Devices in the Archives: A Policy Analysis

    Doing research in the archive is the cornerstone of humanities scholarship. Various archives institute policies regarding the use of technological devices, such as mobile phones, laptops, and cameras in their reading rooms. Such policies directly affect the scholars as the devices mediate the nature of their interaction with the source materials in terms of capturing, organizing, note taking, and record keeping for future use of found materials. In this paper, we present our analysis of the policies of thirty archives regarding the use of technology in their reading rooms. This policy analysis, along with data from interviews of scholars and archivists, is intended to serve as a basis for developing mobile applications for assisting scholars in their research activities.     Differences In Mechanics Between First And Second Drop Vertical Jump Landings

    A drop jump and landing, followed by another maximal jump and landing, has been used when assessing injury risk utilizing the Landing Error Scoring System (LESS). Vertical ground reaction force (vGRF) and knee excursion are also commonly analyzed during a drop vertical jump. Previous studies have assessed initial drop vertical jump landing mechanics without assessing the second landing from the subsequent vertical jump. Additionally, analyzing landing mechanics based on subject jump height has not been examined for either landing 1 (L1) or landing (L2).     Public Good Overprovision by a Manipulative Provider

    We study contracting between a public good provider and users with private valuations of the good. We show that, once the provider extracts the users' private information, she benefits from manipulating the collective information received from all users when communicating with them. We derive conditions under which such manipulation determines the direction of distortions in public good provision. If the provider is non-manipulative, the public good is always underprovided, whereas overprovision occurs with a manipulative provider. With overprovision, not only high-valuation users, but also low-valuation users may obtain positive rents—users may prefer facing a manipulative provider.Peer Reviewe

    Unprecedented pathway of reducing equivalents in a diflavin-linked disulfide oxidoreductase

    Flavoproteins participate in a wide variety of physiologically relevant processes that typically involve redox reactions. Within this protein superfamily, there exists a group that is able to transfer reducing equivalents from FAD to a redox-active disulfide bridge, which further reduces disulfide bridges in target proteins to regulate their structure and function. We have identified a previously undescribed type of flavin enzyme that is exclusive to oxygenic photosynthetic prokaryotes and that is based on the primary sequence that had been assigned as an NADPH-dependent thioredoxin reductase (NTR). However, our experimental data show that the protein does not transfer reducing equivalents from flavins to disulfides as in NTRs but functions in the opposite direction. High-resolution structures of the protein from Gloeobacter violaceus and Synechocystis sp. PCC6803 obtained by X-ray crystallography showed two juxtaposed FAD molecules per monomer in redox communication with an active disulfide bridge in a variant of the fold adopted by NTRs. We have tentatively named the flavoprotein “DDOR” (diflavin-linked disulfide oxidoreductase) and propose that its activity is linked to a thiol-based transfer of reducing equivalents in bacterial membranes. These findings expand the structural and mechanistic repertoire of flavoenzymes with oxidoreductase activity and pave the way to explore new protein engineering approaches aimed at designing redox-active proteins for diverse biotechnological applications

    Magnetic Order in YBa2_2Cu3_3O6+x_{6+x} Superconductors

    Polarized and unpolarized neutron diffraction has been used to search for magnetic order in YBa2_2Cu3_3O6+x_{6+x} superconductors. Most of the measurements were made on a high quality crystal of YBa2_2Cu3_3O6.6_{6.6}. It is shown that this crystal has highly ordered ortho-II chain order, and a sharp superconducting transition. Inelastic scattering measurements display a very clean spin-gap and pseudogap with any intensity at 10 meV being 50 times smaller than the resonance intensity. The crystal shows a complicated magnetic order that appears to have three components. A magnetic phase is found at high temperatures that seems to stem from an impurity with a moment that is in the aa-bb plane, but disordered on the crystal lattice. A second ordering occurs near the pseudogap temperature that has a shorter correlation length than the high temperature phase and a moment direction that is at least partly along the c-axis of the crystal. Its moment direction, temperature dependence, and Bragg intensities suggest that it may stem from orbital ordering of the dd-density wave (DDW) type. An additional intensity increase occurs below the superconducting transition. The magnetic intensity in these phases does not change noticeably in a 7 Tesla magnetic field aligned approximately along the c-axis. Searches for magnetic order in YBa2_2Cu3_3O7_{7} show no signal while a small magnetic intensity is found in YBa2_2Cu3_3O6.45_{6.45} that is consistent with c-axis directed magnetic order.     Underground railroads: citizen entitlements and unauthorized mobility in the antebellum period and today

    In recent years, some scholars and prominent political figures have advocated the deepening of North American integration on roughly the European Union model, including the creation of new political institutions and the free movement of workers across borders. The construction of such a North American Union, if it included even a very thin trans-state citizenship regime, could represent the most significant expansion of individual entitlements in the region since citizenship was extended to former slaves in the United States. With such a possibility as its starting point, this article explores some striking parallels between the mass, legally prohibited movement across boundaries by fugitive slaves in the pre-Civil War period, and that by current unauthorized migrants to the United States. Both were, or are, met on their journeys by historically parallel groups of would-be helpers and hinderers. Their unauthorized movements in both periods serve as important signals of incomplete entitlements or institutional protections. Most crucially, moral arguments for extending fuller entitlements to both groups are shown here to be less distinct than may be prima facie evident, reinforcing the case for expanding and deepening the regional membership regime
