    Parallel Writing on Zirconium Nitride Thin Films by Local Oxidation Nanolithography

    Parallel pattern transfer of submicrometer-scale oxide features onto zirconium nitride thin films is reported. The oxidation reaction was verified by Auger microprobe analysis and secondary ion mass spectrometry. Oxide features of similar to70 nm in height can be formed and selectively etched in a dilute aqueous hydrogen fluoride solution. This provides an interesting route to potential new applications for high-melting point, biocompatible surfaces that possess small feature sizes with controlled geometries.     Why is there no queer international theory?

    Over the last decade, Queer Studies have become Global Queer Studies, generating significant insights into key international political processes. Yet, the transformation from Queer to Global Queer has left the discipline of International Relations largely unaffected, which begs the question: if Queer Studies has gone global, why has the discipline of International Relations not gone somewhat queer? Or, to put it in Martin Wight’s provocative terms, why is there no Queer International Theory? This article claims that the presumed non-existence of Queer International Theory is an effect of how the discipline of International Relations combines homologization, figuration, and gentrification to code various types of theory as failures in order to manage the conduct of international theorizing in all its forms. This means there are generalizable lessons to be drawn from how the discipline categorizes Queer International Theory out of existence to bring a specific understanding of International Relations into existence

    High-Resolution X-ray Spectroscopy of the Interstellar Medium

    The interstellar medium (ISM) has a multiphase structure characterized by gas, dust and molecules. The gas can be found in different charge states: neutral, low-ionized (warm) and high-ionized (hot). It is possible to probe the multiphase ISM through the observation of its absorption lines and edges in the X-ray spectra of background sources. We present a high-quality RGS spectrum of the low-mass X-ray binary GS 1826-238 with an unprecedent detailed treatment of the absorption features due to the dust and both the neutral and ionized gas of the ISM. We constrain the column density ratios within the different phases of the ISM and measure the abundances of elements such as O, Ne, Fe and Mg. We found significant deviations from the proto-Solar abundances: oxygen is over-abundant by a factor 1.23 +/- 0.05, neon 1.75 +/- 0.11, iron 1.37 +/- 0.17 and magnesium 2.45 +/- 0.35. The abundances are consistent with the measured metallicity gradient in our Galaxy: the ISM appears to be metal-rich in the inner regions. The spectrum also shows the presence of warm/hot ionized gas. The gas column has a total ionization degree less than 10%. We also show that dust plays an important role as expected from the position of GS 1826-238: most iron appears to be bound in dust grains, while 10-40% of oxygen consists of a mixture of dust and molecules

    Background - Few of the many behavioral sexual health interventions in Africa have been rigorously evaluated. Where biological outcomes have been measured, improvements have rarely been found. One of the most rigorous trials was of the multi-component MEMA kwa Vijana adolescent sexual health programme, which showed improvements in knowledge and reported attitudes and behaviour, but none in biological outcomes. This paper attempts to explain these outcomes by reviewing the process evaluation findings, particularly in terms of contextual factors. Methods - A large-scale, primarily qualitative process evaluation based mainly on participant observation identified the principal contextual barriers and facilitators of behavioural change. Results - The contextual barriers involved four interrelated socio-structural factors: culture (i.e. shared practices and systems of belief), economic circumstances, social status, and gender. At an individual level they appeared to operate through the constructs of the theories underlying MEMA kwa Vijana - Social Cognitive Theory and the Theory of Reasoned Action – but the intervention was unable to substantially modify these individual-level constructs, apart from knowledge. Conclusion - The process evaluation suggests that one important reason for this failure is that the intervention did not operate sufficiently at a structural level, particularly in regard to culture. Recently most structural interventions have focused on gender or/and economics. Complementing these with a cultural approach could address the belief systems that justify and perpetuate gender and economic inequalities, as well as other barriers to behaviour change

    System-on-package MHMIC milimeter-wave frequency synthesizer for 60GHz WPANs

    We present a low-cost millimeter-wave frequency synthesizer with ultralow phase noise, implemented using system-on-package (SoP) techniques for high-data-rate wireless personal area network (WPAN) systems operating in the unlicensed 60 GHz ISM band (57–64 GHz). The phase noise specification of the proposed frequency synthesizer is derived for a worst case scenario of an 802.11.3c system, which uses a 64-QAM 512-carrier-OFDM modulation, and a data rate of 5.775 Gbps. Our design approach adopts commercial-of-the-shelf (COTS) components integrated in a low-cost alumina-based miniature hybrid microwave integrated circuit (MHMIC) package. The proposed design approach reduces not only the system cost and time-to-market, but also enhances the system performance in comparison with system-on-chip (SoC) designs. The synthesizer has measured phase noise of −111.5 dBc/Hz at 1 MHz offset and integrated phase noise of 2.8° (simulated: 2.5°) measured at 57.6 GHz with output power of +1 dBm

Because performance appraisal is an applied topic, it is useful to periodically consider the current state of performance research and its relation to performance appraisal practice. This review examines the performance appraisal literature published in both academic and practitioner outlets between 1985 and 1990, briefly discusses the current state of performance appraisal practice, highlights the juxtaposition of research and practice, and suggests directions for further research

    Testing and Acceptance of Fuel Plates for RERTR Fuel Development Experiments

    ABSTRACT This paper discusses how candidate fuel plates for RERTR Fuel Development experiments are examined and tested for acceptance prior to reactor insertion. These tests include destructive and nondestructive examinations (DE and NDE). The DE includes blister annealing for dispersion fuel plates, bend testing of adjacent cladding, and microscopic examination of archive fuel plates. The NDE includes Ultrasonic (UT) scanning and radiography. UT tests include an ultrasonic scan for areas of "debonds" and a high frequency ultrasonic scan to determine the "minimum cladding" over the fuel. Radiography inspections include identifying fuel outside of the maximum fuel zone and measurements and calculations for fuel density. Details of each test are provided and acceptance criteria are defined. These tests help to provide a high level of confidence that the fuel plate will perform in the reactor without a breach in the cladding
