    Poverty-Centred Rural Road Funds Sharing in Sub-Saharan Africa

    Poverty-centred allocation of funds for rural roads and their systematic prioritisation are important to enhance sustainability, provide equality of transport opportunities and mitigate poverty. The aim of this work was to investigate and develop new approaches with specific emphasis on sub-Saharan Africa, given that the existing decision systems do not appropriately consider social impacts and poverty. An understanding of rural road funds allocation and road scheme prioritisation to alleviate poverty is important as road transport is by far the most predominant form of transport in Africa. This study developed new allocation and prioritisation processes for rural roads based on expert opinion surveys and empirical evidence, which were then applied to analyse allocation and road scheme selection processes used in Uganda and Ghana. The study found that the multi-dimensional poverty index is the most highly prioritised factor in rural road scheme selection and, for regional rural road funds sharing, poverty is equally weighted with the rural accessibility index. A goal programming model, based on expert opinion weightings, is recommended for poverty alleviation

    Sex differences in exercise-induced diaphragmatic fatigue in endurance-trained athletes

    There is evidence that female athletes may be more susceptible to exercise-induced arterial hypoxemia and expiratory flow limitation and have greater increases in operational lung volumes during exercise relative to men. These pulmonary limitations may ultimately lead to greater levels of diaphragmatic fatigue in women. Accordingly, the purpose of this study was to determine whether there are sex differences in the prevalence and severity of exercise-induced diaphragmatic fatigue in 38 healthy endurance-trained men (n = 19; maximal aerobic capacity = 64.0 Ā± 1.9 mlĀ·kgā€“1Ā·minā€“1) and women (n = 19; maximal aerobic capacity = 57.1 Ā± 1.5 mlĀ·kgā€“1Ā·minā€“1). Transdiaphragmatic pressure (Pdi) was calculated as the difference between gastric and esophageal pressures. Inspiratory pressure-time products of the diaphragm and esophagus were calculated as the product of breathing frequency and the Pdi and esophageal pressure time integrals, respectively. Cervical magnetic stimulation was used to measure potentiated Pdi twitches (Pdi,tw) before and 10, 30, and 60 min after a constant-load cycling test performed at 90% of peak work rate until exhaustion. Diaphragm fatigue was considered present if there was a 15% reduction in Pdi,tw after exercise. Diaphragm fatigue occurred in 11 of 19 men (58%) and 8 of 19 women (42%). The percent drop in Pdi,tw at 10, 30, and 60 min after exercise in men (n = 11) was 30.6 Ā± 2.3, 20.7 Ā± 3.2, and 13.3 Ā± 4.5%, respectively, whereas results in women (n = 8) were 21.0 Ā± 2.1, 11.6 Ā± 2.9, and 9.7 Ā± 4.2%, respectively, with sex differences occurring at 10 and 30 min (P < 0.05). Men continued to have a reduced contribution of the diaphragm to total inspiratory force output (pressure-time product of the diaphragm/pressure-time product of the esophagus) during exercise, whereas diaphragmatic contribution in women changed very little over time. The findings from this study point to a female diaphragm that is more resistant to fatigue relative to their male counterparts

    Seismic response analysis of multiple-frame bridges with unseating restrainers considering ground motion spatial variation and SSI

    Unseating damages of bridge decks have been observed in many previous major earthquakes due to large relative displacement exceeding the available seat length. Steel cable restrainers are often used to limit such relative displacements. Present restrainer design methods are based on the relative displacements caused by the different dynamic characteristics of adjacent bridge structures. However, the relative displacements in bridge structures are not only caused by different dynamic characteristics of adjacent bridge segments. Recent studies indicated that differential ground motions at supports of bridge piers and Soil Structure Interaction (SSI) could have a significant influence on the relative displacement of adjacent bridge components. Thus the present design methods could significantly underestimate the relative displacement responses of the adjacent bridge components and the stiffness of the restrainers required to limit these displacements. None of the previous investigations considered the effects of spatially varying ground motions in evaluating the adequacy of the restrainers design methods. Moreover, the code recommendation of adjusting the fundamental frequencies of adjacent bridge structures close to each other to mitigate relative displacement induced damages is developed based on the uniform ground motion assumption. Investigations on its effectiveness to mitigate the relative displacement induced damages on the bridge structures subjected to spatially varying ground motion and SSI are made.     Flood fragility analysis for bridges with multiple failure modes

    Bridges are one of the most important infrastructure systems that provide public and economic bases for humankind. It is also widely known that bridges are exposed to a variety of flood-related risk factors such as bridge scour, structural deterioration, and debris accumulation, which can cause structural damage and even failure of bridges through a variety of failure modes. However, flood fragility has not received as much attention as seismic fragility despite the significant amount of damage and costs resulting from flood hazards. There have been few research efforts to estimate the flood fragility of bridges considering various flood-related factors and the corresponding failure modes. Therefore, this study proposes a new approach for bridge flood fragility analysis. To obtain accurate flood fragility estimates, reliability analysis is performed in conjunction with finite element analysis, which can sophisticatedly simulate the structural response of a bridge under a flood by accounting for flood-related risk factors. The proposed approach is applied to a numerical example of an actual bridge in Korea. Flood fragility curves accounting for multiple failure modes, including lack of pier ductility or pile ductility, pier rebar rupture, pile rupture, and deck loss, are derived and presented in this study.ope

    A crucial feature of rail privatisation in Britain was franchising. Passenger services were franchised in competitive bidding processes to train operators which were meant to function with declining subsidy. The paper adopts the framework of social cost-benefit analysis to examine rail privatisation's impact on three key groups; consumers, producers and the government. It establishes that privatisation did not achieve all the supposed benefits. Further, franchising only appears to be profitable through the use of calculative accounting practices, where by franchised train operators are portrayed as discrete business entities, whereas they are supported by very substantial, ongoing direct and indirect government subsidies
