Error estimates for interpolation of rough data using the scattered shifts of a radial basis function
The error between appropriately smooth functions and their radial basis
function interpolants, as the interpolation points fill out a bounded domain in
R^d, is a well studied artifact. In all of these cases, the analysis takes
place in a natural function space dictated by the choice of radial basis
function -- the native space. The native space contains functions possessing a
certain amount of smoothness. This paper establishes error estimates when the
function being interpolated is conspicuously rough.Comment: 12 page
Rotor/wing aerodynamic interactions in hover
An experimental and theoretical investigation of rotor/wing aerodynamic interactions in hover is described. The experimental investigation consisted of both a large-scale and small-scale test. A 0.658-scale, V-22 rotor and wing was used in the large-scale test. Wind download, wing surface pressure, rotor performance, and rotor downwash data from the large-scale test are presented. A small-scale experiment was conducted to determine how changes in the rotor/wing geometry affected the aerodynamic interactions. These geometry variations included the distance between the rotor and wing, wing incidence angle, and configurations both with the rotor axis at the tip of the wing (tilt rotor configuration) and with the rotor axis at the center of the wing (compound helicopter configuration). A wing with boundary-layer control was also tested to evaluate the effect of leading and trailing edge upper surface blowing on the wing download. A computationally efficient, semi-empirical theory was developed to predict the download on the wing. Finally, correlations between the theoretical predictions and test data are presented
Why and how teachers transform their instruction
In his 2011 book The highly qualified teacher: What is teacher quality and how do we measure it? Strong argues that as a profession, education has struggled to measure teacher quality and therefore cannot provide a proven system to consistently develop high-quality teachers. In order to move toward an operational definition of teacher quality, Kennedy, in her 2008 journal article entitled “Contributions of qualitative research to research on teacher qualifications” suggests that the causal mechanisms of the development of teachers who are identified as high-quality teachers must be researched, documented, and then used in teacher preparation and development. Instructional ability is a key component of teacher effectiveness. This case study examines instructional transformations made by four teachers to explore why and how teachers make transformations in their teaching. The overarching conclusion of the study is the importance of student-centeredness as a component of teacher effectiveness
A Phone Learning Model for Enhancing Productivity of Visually Impaired Civil Servants
Phone-based learning in civil service is the use of voice technologies to deliver learning and capacity building training services to
government employees. The Internet revolution and advancement in Information and Communications Technology (ICT) have given rise
to online and remote staff training for the purpose of enhancing workers productivity. The need for civil servants in Nigeria to develop
capacity that will enhance knowledge is a key requirement to having competitive advantage in the work place. Existing online learning
platforms (such as web-based learning, mobile learning, etc) did not consider the plight of the visually impaired. These platforms provide
graphical interfaces that require sight to access. The visually impaired civil servants require auditory access to functionalities that exist in
learning management system on the Internet. Thus a gap exist between the able-bodied and visually impaired civil servants on
accessibility to e-learning platform. The objective of this paper is to provide a personalized telephone learning model and a prototype
application that will enhance the productivity of the visually impaired workers in Government establishments in Nigeria. The model was
designed using Unified Modeling Language (UML) diagram. The prototype application was implemented and evaluated. With the
proposed model and application, the visually and mobility impaired worker are able to participate in routine staff training and
consequently enhances their productivity just like their able-bodied counterparts. The prototype application also serves as an alternative
training platform for the able-bodied workers. Future research direction for this study will include biometric authentication of learners

Suppression of Quantum Scattering in Strongly Confined Systems
We demonstrate that scattering of particles strongly interacting in three
dimensions (3D) can be suppressed at low energies in a quasi-one-dimensional
(1D) confinement. The underlying mechanism is the interference of the s- and
p-wave scattering contributions with large s- and p-wave 3D scattering lengths
being a necessary prerequisite. This low-dimensional quantum scattering effect
might be useful in "interacting" quasi-1D ultracold atomic gases, guided atom
interferometry, and impurity scattering in strongly confined quantum wire-based

Simplified Calculation of the Stability Matrix for Semiclassical Propagation
We present a simple method of calculation of the stability (monodromy) matrix that enters the widely used semiclassical propagator of Herman and Kluk and almost all other semiclassical propagators. The method is based on the unitarity of classical propagation and does not involve any approximations. The number of auxiliary differential equations per trajectory scales linearly rather than quadratically with the system size. Just the first derivatives of the potential surface are needed. The method is illustrated on the collinear H3 system
Semiclassical Application of the Mo/ller Operators in Reactive Scattering
Mo/ller operators in the formulation of reaction probabilities in terms of wave packet correlation functions allow us to define the wave packets in the interaction region rather than in the asymptotic region of the potential surface. We combine Mo/ller operators with the semiclassical propagator of Herman and Kluk. This does not involve further approximations and can be used with any initial value representation (IVR) semiclassical propagator. Time propagation in asymptotic regions of the potential due to Mo/ller operators reduces the oscillations of the propagator integrand and improves convergence of the results with respect to the number of trajectories. The effectiveness of Mo/ller operators for semiclassical reaction probability calculation is demonstrated for the collinear hydrogen exchange reaction. Full convergence is achieved and the number of classical trajectories is reduced by a factor of 10 compared to the calculation without Mo/ller operators
