    Reasonable evolutionary trends in federal outlays for aerospace research and development predict a continuing decline in real resources (1970 dollars) until the mid eighties, and a growth thereafter to the 1970 level by 2000, still well below the 1966 peak. Employment levels will parallel this trend with no shortage of available personnel foreseen. These trends characterize a maturing industry. Shifts in outlook toward the economic use of resources, rather than minimum risk at any cost, and toward missions aligned with societal needs and broad national goals will accompany these trends. These shifts in outlook will arise in part in academia, and will, in turn, influence engineering education. By 2000, space technology will have achieved major advances in the management of information, in space transportation, in space structures, and in energy. The economics of space systems must be the primary consideration if the space program foreseen for the 21st century is to become an actuality

    NASA is responsible for advancing technologies related to air transportation. A sampling of the work at NASA's Lewis Research Center aimed at improved aircraft propulsion systems is described. Particularly stressed are efforts related to reduced noise and fuel consumption of subsonic transports. Generic work in specific disciplines are reviewed including computational analysis, materials, structures, controls, diagnostics, alternative fuels, and high-speed propellers.     Jet transport performance in thunderstorm wind shear conditions

    Several hours of three dimensional wind data were collected in the thunderstorm approach-to-landing environment, using an instrumented Queen Air airplane. These data were used as input to a numerical simulation of aircraft response, concentrating on fixed-stick assumptions, while the aircraft simulated an instrument landing systems approach. Output included airspeed, vertical displacement, pitch angle, and a special approach deterioration parameter. Theory and the results of approximately 1000 simulations indicated that about 20 percent of the cases contained serious wind shear conditions capable of causing a critical deterioration of the approach. In particular, the presence of high energy at the airplane's phugoid frequency was found to have a deleterious effect on approach quality. Oscillations of the horizontal wind at the phugoid frequency were found to have a more serious effect than vertical wind. A simulation of Eastern flight 66, which crashed at JFK in 1975, served to illustrate the points of the research. A concept of a real-time wind shear detector was outlined utilizing these results

    An airport wind shear detection and warning system using Doppler radar: A feasibility study

    A feasibility study was conducted to determine whether ground based Doppler radar could measure the wind along the path of an approaching aircraft with sufficient accuracy to predict aircraft performance. Forty-three PAR approaches were conducted, with 16 examined in detail. In each, Doppler derived longitudinal winds were compared to aircraft measured winds; in approximately 75 percent of the cases, the Doppler and aircraft winds were in acceptable agreement. In the remaining cases, errors may have been due to a lack of Doppler resolution, a lack of co-location of the two sampling volumes, the presence of eddy or vortex like disturbances within the pulse volume, or the presence of point targets in antenna side lobes. It was further concluded that shrouding techniques would have reduced the side lobe problem.     Predictive validity of the HCR-20 for inpatient aggression:the effect of intellectual disability on accuracy

    BackgroundPeople with intellectual disability (ID) account for a large proportion of aggressive incidents in secure and forensic psychiatric services. Although the Historical, Clinical, Risk Management 20 (HCR-20) has good predictive validity in inpatient settings, it does not perform equally in all groups and there is little evidence for its efficacy in those with ID.MethodA pseudo-prospective cohort study of the predictive efficacy of the HCR-20 for those with ID (n = 109) was conducted in a UK secure mental health setting using routinely collected risk data. Performance of the HCR-20 in the ID group was compared with a comparison group of adult inpatients without an ID (n = 504). Analysis controlled for potential covariates including security level, length of stay, gender and diagnosis.ResultsThe HCR-20 total score was a significant predictor of any aggression and of physical aggression for both groups, although the area under the curve values did not reach the threshold for a large effect size. The clinical subscale performed significantly better in those without an ID compared with those with. The ID group had a greater number of relevant historical and risk management items. The clinicians' summary judgment significantly predicted both types of aggressive outcomes in the ID group, but did not predict either in those without an ID.ConclusionsThis study demonstrates that, after controlling for a range of potential covariates, the HCR-20 is a significant predictor of inpatient aggression in people with an ID and performs as well as for a comparison group of mentally disordered individuals without ID. The potency of HCR-20 subscales and items varied between the ID and comparison groups suggesting important target areas for improved prediction and risk management interventions in those with ID

    Fields of definition of finite hypergeometric functions

    Finite hypergeometric functions are functions of a finite field Fq{\bf F}_q to C{\bf C}. They arise as Fourier expansions of certain twisted exponential sums and were introduced independently by John Greene and Nick Katz in the 1980's. They have many properties in common with their analytic counterparts, the hypergeometric functions. One restriction in the definition of finite hypergeometric functions is that the hypergeometric parameters must be rational numbers whose denominators divide q−1q-1. In this note we use the symmetry in the hypergeometric parameters and an extension of the exponential sums to circumvent this problem as much as posssible.Comment: 8 page
