    EU External Relations: Exclusive Competence Revisited

    This Article will focus on the question of exclusive competence in the field of EU external relations, especially in the light of recent developments. After a brief discussion on the origins and development of exclusive competence, a distinction will be made between common commercial policy, which has traditionally been the most important area of an explicit “a priori” exclusive competence, and what is often called an implicit exclusive competence, which, as it is today based on some general criteria enshrined in TFEU Article 3(2), may be called “supervening” exclusive competence. With regard to both categories, the main focus will be on recent developments, notably the impact of the Treaty of Lisbon, which introduced the TFEU and its Articles 2 and 3, as well as the case law of the European Court of Justice (“ECJ” or the “Court”) following the entry into force of the Treaty of Lisbon, on December 1, 2009

    Field induced magnetic transition and metastability in Co substituted Mn2SbMn_{2}Sb

    A detailed investigation of first order ferrimagnetic (FRI) to antiferromagnetic (AFM) transition in Co (15%) doped Mn2SbMn_2Sb is carried out. These measurements demonstrate anomalous thermomagnetic irreversibility and glass-like frozen FRI phase at low temperatures. The irreversibility arising between the supercooling and superheating spinodals is distinguised in an ingenious way from the irreversibility arising due to kinetic arrest. Field annealing measurements shows reentrant FRI-AFM-FRI transition with increasing temperature. These measurements also show that kinetic arrest band and supercooling band are anitcorrelated i.e regions which are kinetically arrested at higher temperature have lower supercooling temperature and vice versa.Comment: 10 pages, 8 figure

    Structure and genetic relationships between serrana de Teruel breed and other cattle breeds reared in Spain

    In this work we analyze by microsatellite markers the genetic diversity, structure and relationships of the indigenous endangered Serrana de Teruel cattle breed with different breeds reared in Spain. All loci were polymorphic and a total of 198 alleles were observed across loci, with a mean of 6.79. Observed and expected heterozygosities values shown the high variability of Serrana de Teruel breed with values of 0.67 and 0.68 respectively. The neighbour net based on Reynolds distances shown the close genetic relationship among Serrana de Teruel and the mountain Parda de Montaña and Pirenaica breeds. STRUCTURE results showed a 47.5% of correctly assigned individuals to Serrana de Teruel breed using a q>0.8 threshold. The admixed animals shown a clear influence of Parda de Montaña breed.En este trabajo se analiza la variabilidad genética de la raza autóctona en peligro de extinción Serrana de Teruel, así como su relación con las ra-zas bovinas explotadas en España: Albera, Pajuna, Avileña-Negra Ibérica, Serrana Negra, Pirenaica y Parda de Montaña. La caracterización genética se ha realizado mediante marcadores microsatélites, todos han resultado polimórficos detectándose un total de 198 alelos con una media de 6,79 alelos por locus. Las heterocigosidades observadas y esperadas fueron altas y similares en el equilibrio, con valores de 0,67 y 0,68 respectivamente. A partir del estudio de las relaciones filogenéticas se ha podido observar la cercanía de la raza Serrana de Teruel con las razas de montaña Pirenaica y Parda de Montaña. Mediante el estudio de la estructura genética se observó que el porcentaje de animales correctamente asignados a la Serrana de Teruel para q>0,8 fue del 47,5%, apreciándose una clara influencia de la raza Parda de Montaña en los individuos mezclados

    The inner and inter construct associations of the quality of data warehouse customer relationship data for problem enactment

    The literature identifies perceptions of data quality as a key factor influencing a wide range of attitudes and behaviors related to data in organizational settings (e.g. decision confidence). In particular, there is an overwhelming consensus that effective customer relationship management, CRM, depends on the quality of customer data. Data warehouses, if properly implemented, enable data integration which is a key attribute of data quality. The literature highlights the relevance of formulating problem statements because this will determine the course of action. CRM managers formulate problem statements through a cognitive process known as enactment. The literature on data quality is very fragmented. It posits that this construct is of a high order nature (it is dimensional), it is contextual and situational, and it is closely linked to a utilitarian value. This study addresses all these disperse views of the nature of data quality from a holistic perspective. Social cognitive theory, SCT, is the backbone for studying data quality in terms of information search behavior and enhancements in formulating problem statements. The main objective of this study is to explore the nature of a data warehouse's customer relationship data quality in situations where there is a need for understanding a customer relationship problem. The research question is What are the inner and inter construct associations of the quality of data warehouse customer relationship data for problem enactment? To reach this objective, a positivistic approach was adopted complemented with qualitative interventions along the research process. Observations were gathered with a survey. Scales were adjusted using a construct-based approach. Research findings confirm that data quality is a high order construct with a contextual dimension and a situational dimension. Problem sense making enhancements is a dependent variable of data quality in a confirmed positive association between both constructs. Problem sense making enhancements is also a high order construct with a mastering experience dimension and a self-efficacy dimension. Behavioral patterns for information search mode (scanning mode orientation vs. focus mode orientation) and for information search heuristic (template heuristic orientation vs. trial-and-error heuristic orientation) have been identified. Focus is the predominant information search mode orientation and template is the predominant information search heuristic orientation. Overall, the research findings support the associations advocated by SCT. The self-efficacy dimension in problem sense making enhancements is a discriminant for information search mode orientation (focus mode orientation vs. scanning mode orientation). The contextual dimension in data quality (i.e. data task utility) is a discriminant for information search heuristic (template heuristic orientation vs. trial-and-error heuristic orientation).
