    Measuring efficiency of the Farm Credit System

    The paper measures the U.S. Farm Credit System’s technical efficiency from 2000 to 2009 using a stochastic frontier production function model with quarterly unbalanced panel data. The paper's results suggest that the FCS has not efficiently utilized their inputs. On an average, the system realizes only 9.7% of their technical abilities in raising their loans, leases and investment. The efficiency of the whole system is estimated to slightly increase over time even during financial crisis period from 2007. Among the system, a significant difference in efficiency between the 5 Banks and the Associations has been found. On average, the Banks have higher technical efficiency of 62.4% compared to that of 7.7% of the associations. The efficiency of the latter increases by a small rate over time during 2004-2009 periods while efficiency of the former is more time-varying and experiences the opposite pattern. In this paper, we providean overview of Vietnam’s inbound mergers and acquisitions and review the twomain driving forces of inbound M&A, which are the legal framework reformprocess and the equitization of State-owned enterprises.     Modeling of Interstellar Scintillation Arcs from Pulsar B1133+16

    The parabolic arc phenomenon visible in the Fourier analysis of the scintillation spectra of pulsars provides a new method of investigating the small scale structure in the ionized interstellar medium (ISM). We report archival observations of the pulsar B1133+16 showing both forward and reverse parabolic arcs sampled over 14 months. These features can be understood as the mutual interference between an assembly of discrete features in the scattered brightness distribution. By model-fitting to the observed arcs at one epoch we obtain a ``snap-shot'' estimate of the scattered brightness, which we show to be highly anisotropic (axial ratio >10:1), to be centered significantly off axis and to have a small number of discrete maxima, which are coarser the speckle expected from a Kolmogorov spectrum of interstellar plasma density. The results suggest the effects of highly localized discrete scattering regions which subtend 0.1-1 mas, but can scatter (or refract) the radiation by angles that are five or more times larger.Comment: 14 pages, 4 figures, submitted to Astrophysical Journa

    Protein Delivery of an Artificial Transcription Factor Restores Widespread Ube3a Expression in an Angelman Syndrome Mouse Brain.

    Angelman syndrome (AS) is a neurological genetic disorder caused by loss of expression of the maternal copy of UBE3A in the brain. Due to brain-specific genetic imprinting at this locus, the paternal UBE3A is silenced by a long antisense transcript. Inhibition of the antisense transcript could lead to unsilencing of paternal UBE3A, thus providing a therapeutic approach for AS. However, widespread delivery of gene regulators to the brain remains challenging. Here, we report an engineered zinc finger-based artificial transcription factor (ATF) that, when injected i.p. or s.c., crossed the blood-brain barrier and increased Ube3a expression in the brain of an adult mouse model of AS. The factor displayed widespread distribution throughout the brain. Immunohistochemistry of both the hippocampus and cerebellum revealed an increase in Ube3a upon treatment. An ATF containing an alternative DNA-binding domain did not activate Ube3a. We believe this to be the first report of an injectable engineered zinc finger protein that can cause widespread activation of an endogenous gene in the brain.     Spinal interleukin-6 contributes to central sensitisation and persistent pain hypersensitivity in a model of juvenile idiopathic arthritis

    Pain is the most debilitating symptom in juvenile idiopathic arthritis. As pain correlates poorly to the extent of joint pathology, therapies that control joint inflammation are often inadequate as analgesics. We test the hypothesis that juvenile joint inflammation leads to sensitisation of nociceptive circuits in the central nervous system, which is maintained by cytokine expression in the spinal cord. Here, transient joint inflammation was induced in postnatal day (P)21 and P40 male Sprague-Dawley rats with a single intra-articular ankle injection of complete Freund's adjuvant. Hindpaw mechanical pain sensitivity was assessed using von Frey hair and weight bearing tests. Spinal neuron activity was measured using in vivo extracellular recording and immunohistochemistry. Joint and spinal dorsal horn TNFα, IL1β and IL6 protein expression was quantified using western blotting. We observed greater mechanical hyperalgesia following joint inflammation in P21 compared to P40 rats, despite comparable duration of swelling and joint inflammatory cytokine levels. This is mirrored by spinal neuron hypersensitivity, which also outlasted the duration of active joint inflammation. The cytokine profile in the spinal cord differed at the two ages: prolonged upregulation of spinal IL6 was observed in P21, but not P40 rats. Finally, spinal application of anti-IL-6 antibody (30 ng) reduced the mechanical hyperalgesia and neuronal activation. Our results indicate that persistent upregulation of pro-inflammatory cytokines in the spinal dorsal horn is associated with neuronal sensitisation and mechanical hyperalgesia in juvenile rats, beyond the progress of joint pathology.     Assessing Coastline Recession for Adaptation Planning: Sea Level Rise Versus Storm Erosion

    The Sixth Assessment report (AR6) of the Intergovernmental Panel on Climate Change (IPCC) states with high confidence that most sandy coasts around the world will experience an increase in coastal erosion over the twenty-first century. An increase in long term coastal erosion (coastline recession) along sandy coasts can translate into massive socio-economic impacts, unless appropriate adaptation measures are implemented in the next few decades. To adequately inform adaptation measures, it is necessary to have a good understanding of the relative importance of the physical processes driving coastline recession, as well as of linkages between consideration (or not) of certain processes and the level of risk tolerance; understandings that are hitherto lacking. Here, we apply the multi-scale Probabilistic Coastline Recession (PCR) model to two end-member sandy coastal types (swell dominated and storm dominated), to investigate where and when coastline recession projections are dominated by the differential contributions from Sea Level Rise (SLR) and storm erosion. Results show that SLR substantially increases the projected end-century recession at both types of coasts and that projected changes in the wave climate have only a marginal impact. An analysis of the Process Dominance Ratio (PDR), introduced here, shows that the dominance of storm erosion over SLR (and vice versa) on total recession by 2100 depends on both the type of the beach and the risk tolerance levels. For moderately risk-averse decisions (i.e. decisions accounting only for high exceedance probability recessions and hence do not account for very high amounts of potential recession-for example, the placement of temporary summer beach cabins), additional erosion due to SLR can be considered as the dominant driver of end-century recession at both types of beaches. However, for more risk-averse decisions that would typically account for higher potential recession (i.e. lower exceedance probability recessions), such as the placement of coastal infrastructure, multi-storey apartment buildings etc., storm erosion becomes the dominant process. The results of this study provide new insights on which physical processes need to be considered when and where in terms of numerical modelling efforts needed for supporting different management decisions, potentially enabling more streamlined and comprehensive assessments of the efficacy of coastal adaptation measures

    Screening for Glaucomatous Visual Field Defects in Rural Australia with an iPad

    Aim and objective: Developing improved methods for early detection of visual field defects is pivotal to reducing glaucoma-related vision loss. The Melbourne Rapid Fields screening module (MRF-S) is an iPad-based test, which allows suprathreshold screening with zone-based analysis to rapidly assess the risk of manifest glaucoma. The versatility of MRF-S has potential utility in rural areas and during infectious pandemics. This study evaluates the utility of MRF-S for detecting field defects in non-metropolitan settings. Materials and methods: This was a prospective, multicenter, cross-sectional validation study. Two hundred and fifty-two eyes of 142 participants were recruited from rural sites through two outreach eye services in Australia. Participants were tested using MRF-S and compared with a reference standard; either Zeiss Humphrey Field Analyzer or Haag-Streit Octopus performed at the same visit. Standardized questionnaires were used to assess user acceptability. Major outcome measures were the area under the curve (AUC) for detecting mild and moderate field defects defined by the reference tests, along with corresponding performance characteristics (sensitivity, specificity). Results: The mean test duration for MRF-S was 1.88 minutes compared with 5.92 minutes for reference tests. The AUCs for mild and moderate field defects were 0.81 [95% confidence interval (CI): 0.75–0.87] and 0.87 (95% CI: 0.83–0.92), respectively, indicating very good diagnostic accuracy. Using a risk criterion of 55%, MRF-S identified moderate field defects with a sensitivity and specificity of 88.4 and 81.0%, respectively. Conclusion and clinical significance: The MRF-S iPad module can identify patients with mild and moderate field defects while delivering favorable user acceptability and short test duration. This has potential application within rural locations and amidst infectious pandemics
