    An analysis of a district-led leadership seminar on the dispositions of certified staff members

    The purpose of this study was to determine whether or not a district-led, grow-your-own leadership seminar had a significant impact on the dispositions of its members compared to staff members who did not participate in the program. The participants involved (N = 20) included a naturally formed group of certified staff members (n = 10) who attended and completed a nine-month, district-led, grow-your-own leadership seminar and a demographically-matched, randomly selected group of certified staff members (n = 10) who did not attend or complete the leadership seminar. The dependent variable used in this study was the Administrator Disposition Index (ADI), a 36-item, five-point Likert survey aligned with the Interstate School Leaders Licensure Consortium (ISLLC) Standards. The survey consists of a 17-item student-centered subscale and a 19-item community-centered subscale. The findings of this study indicate that the implementation of a district-led leadership program had a statistically significant impact on the ADI community subscale and the ADI composite score of those who participated in the leadership seminar

    Transmission dynamics and prospects for the elimination of canine rabies

    Rabies has been eliminated from domestic dog populations in Western Europe and North America, but continues to kill many thousands of people throughout Africa and Asia every year. A quantitative understanding of transmission dynamics in domestic dog populations provides critical information to assess whether global elimination of canine rabies is possible. We report extensive observations of individual rabid animals in Tanzania and generate a uniquely detailed analysis of transmission biology, which explains important epidemiological features, including the level of variation in epidemic trajectories. We found that the basic reproductive number for rabies, R<sub>0</sub>, is very low in our study area in rural Africa (∼1.2) and throughout its historic global range (<2). This finding provides strong support for the feasibility of controlling endemic canine rabies by vaccination, even near wildlife areas with large wild carnivore populations. However, we show that rapid turnover of domestic dog populations has been a major obstacle to successful control in developing countries, thus regular pulse vaccinations will be required to maintain population-level immunity between campaigns. Nonetheless our analyses suggest that with sustained, international commitment, global elimination of rabies from domestic dog populations, the most dangerous vector to humans, is a realistic goal

    Making FORS2 fit for exoplanet observations (again)

    For about three years, it was known that precision spectrophotometry with FORS2 suffered from systematic errors that made quantitative observations of planetary transits impossible. We identified the Longitudinal Atmospheric Dispersion Compensator (LADC) as the most likely culprit, and therefore engaged in a project to exchange the LADC prisms with the uncoated ones from FORS1. This led to a significant improvement in the depth of FORS2 zero points, a reduction in the systematic noise, and should make FORS2 again competitive for transmission spectroscopy of exoplanets.Comment: To appear in the March issue of the ESO Messenge

    An Analysis of Federal Aviation Administration Enforcement Actions Against sUAS Operators

    The Federal Aviation Administration (FAA) has promulgated regulations to govern the commercial operation of small uncrewed aircraft systems (sUAS). Compliance with these regulations is essential for maintaining safety in the National Airspace System. And if sUAS operators fail to comply with applicable federal aviation regulations, the FAA has been granted the authority to enforce these regulations. This study explores how the FAA has been exercising its enforcement power in the context of sUAS operator regulatory noncompliance. Using data obtained from a Freedom of Information Act request, this study examines 62 FAA enforcement actions levied against sUAS operators from 2012 until 2020. Key findings include trends in enforcement activity following the promulgation of Part 107 regulations; timelines associated with civil penalty and certificate action cases; and the specific regulations most frequently prosecuted by the FAA in sUAS enforcement cases
