    Housing to the rescue: responding to economic restructuring in Sale

    The population and new dwelling constructions in the Victorian regional city of Sale has declined since the 1980s and Sale has faced great difficulties over the last fifteen years in creating additional employment opportunities. In 2001 Wellington Shire Council prepared the Sale & Environs District Report, a local housing land supply strategy that found that there was an undersupply of land zoned for housing purposes in Sale. The housing strategy's recommendations included a planning scheme amendment proposal to rezone additional land for housing on the fringes of Sale. Based on very little evidence, the Sale council responded to the economic restructuring and reduced supply of jobs by arguing that more land was required for housing development to stimulate economic growth. The planning scheme amendment proposal to increase the ready supply of residential land was placed on public exhibition during 2002. In 2003 the Minister for Planning refused to permit the council to rezone the land. This is the background for the principal research question, which asks, "Why did the key urban land use planning proposal for an increase in available residential land come to be seen as an appropriate response to a decline in Sale's economic growth in the context of evidence that economic development drives housing demand and not the ready supply of residential land?”. This thesis addresses this question by exploring how Sale's local experience with economic development and housing connects to the broader relationship between economic development and housing provision in Australian regional cities. This thesis analyses the regional economic development and housing provision literature through an historical analysis of Sale's complex economic development and housing relationship since World War II. By examining this relationship it is argued that Sale’s stagnant economic climate has resulted in fewer large-scale economic development projects being developed since the mid-1990s. This supports the conclusion that the promotion of housing supply by the Sale council since the 1990s was the wrong way to respond to economic restructuring and reduced supply of jobs. A detailed examination of the Sale & Environs District Report 2001 and its implementation reveals that there was little or no focus amongst most of the actor groups on the broader economic development issues and where Sale's housing market fitted in. The lack of focus and understanding by the actor groups raises important broader implications for public policy makers who hope to use a housing-led response to address economic restructuring and reduced supply of jobs in cities and towns like Sale

    Using a market-utility-based approach to designing public services: A case illustration from United States Forest Service

    Government and public services have to not only enforce the requirements of the regulatory policies, but also have to satisfy the needs of preferences of their clients and customers. In this paper, we summarize the results of a multi-year case study conducted to assess the choices of campground users at the Shawnee National Forest (Illinois), which is managed by United States Forest Service. The results show how users' tradeoff between location, capacity-related and pricing attributes when choosing a campground. The case study provides guidance for design and development of new services and more effective management of effective resources within the national forest. © 2005 Elsevier B.V. All rights reserved

    Microwave Spectra and ab Initio Studies of Ar-Propane and Ne-Propane Complexes: Structure and Dynamics

    Microwave spectra in the 7-26 MHz region have been measured for the van der Waals complexes, Ar-C H3 C H2 C H3, Ar- C13 H3 C H2 C H3, Ne20 -C H3 C H2 C H3, and Ne22 -C H3 C H2 C H3. Both a - and c -type transitions are observed for the Ar-propane complex. The c -type transitions are much stronger indicating that the small dipole moment of the propane (0.0848 D) is aligned perpendicular to the van der Waals bond axis. While the 42 transition lines observed for the primary argon complex are well fitted to a semirigid rotor Hamiltonian, the neon complexes exhibit splittings in the rotational transitions which we attribute to an internal rotation of the propane around its a inertial axis. Only c -type transitions are observed for both neon complexes, and these are found to occur between the tunneling states, indicating that internal motion involves an inversion of the dipole moment of the propane. The difference in energy between the two tunneling states within the ground vibrational state is 48.52 MHz for Ne20 -C H3 C H2 C H3 and 42.09 MHz for Ne22 -C H3 C H2 C H3. The Kraitchman substitution coordinates of the complexes show that the rare gas is oriented above the plane of the propane carbons, but shifted away from the methylene carbon, more so in Ne propane than in Ar propane. The distance between the rare gas atom and the center of mass of the propane, Rcm, is 3.823 Ã… for Ar-propane and 3.696 Ã… for Ne-propane. Ab initio calculations are done to map out segments of the intermolecular potential. The global minimum has the rare gas almost directly above the center of mass of the propane, and there are three local minima with the rare gas in the plane of the carbon atoms. Barriers between the minima are also calculated and support the experimental results which suggest that the tunneling path involves a rotation of the propane subunit. The path with the lowest effective barrier is through a C2v symmetric configuration in which the methyl groups are oriented toward the rare gas. Calculating the potential curve for this one-dimensional model and then calculating the energy levels for this potential roughly reproduces the spectral splittings in Ne-propane and explains the lack of splittings in Ar-propane

    Sarcoidosis presenting as Wallenberg syndrome and panuveitis

    © 2018 The Authors Sarcoidosis is a multi-system disease with neurological involvement being one of the more rare manifestations. We report a case of a patient who presented with the lateral medullary syndrome and panuveitis as her initial manifestation of sarcoidosis. The patient\u27s course was further complicated by renal involvement. Lacrimal gland and renal biopsies showed noncaseating granulomas without evidence of infection, establishing the diagnosis. Intracranial vertebral artery involvement was confirmed by brain imaging. Bilateral hilar lymphadenopathy with upper lobe predominant nodules on chest imaging was consistent with asymptomatic pulmonary involvement. Systemic steroid therapy is indicated for treatment of ocular sarcoidosis, with standard stroke management indicated for the treatment of lateral medullary syndrome

    Past electron-positron g-2 experiments yielded sharpest bound on CPT violation for point particles

    In our past experiments on a single electron and positron we measured the cyclotron and spin-cyclotron difference frequencies omega_c and omega_a and the ratios a = omega_a/ omega_c at omega_c = 141 Ghz for e^- and e^+ and later, only for e^-, also at 164 Ghz. Here, we do extract from these data, as had not done before, a new and very different figure of merit for violation of CPT symmetry, one similar to the widely recognized impressive limit |m_Kaon - m_Antikaon|/m_Kaon < 10^-18 for the K-mesons composed of two quarks. That expression may be seen as comparing experimental relativistic masses of particle states before and after the C, P, T operations had transformed particle into antiparticle. Such a similar figure of merit for a non-composite and quite different lepton, found by us from our Delta a = a^- - a^+ data, was even smaller, h_bar |omega_a^- - omega_a^+|/2m_0 c^2 = |Delta a| h_bar omega_c/2m_0 c^2) < 3(12) 10^-22.Comment: Improved content, Editorially approved for publication in PRL, LATEX file, 5 pages, no figures, 16

    BackgroundCurrent cervical dystonia (CD) incidence estimates are based on small numbers in relatively ethnically homogenous populations. The frequency and consequences of delayed CD diagnosis is poorly characterized.ObjectivesTo determine CD incidence and characterize CD diagnostic delay within a large, multiethnic integrated health maintenance organization.MethodsWe identified incident CD cases using electronic medical records and multistage screening of more than 3 million Kaiser Permanente Northern California members from January 1, 2003, to December 31, 2007. A final diagnosis was made by movement disorders specialist consensus. Diagnostic delay was measured by questionnaire and health utilization data. Incidence rates were estimated assuming a Poisson distribution of cases and directly standardized to the 2000 U.S. census. Multivariate logistic regression models were employed to assess diagnoses and behaviors preceding CD compared with matched controls, adjusting for age, sex, and membership duration.ResultsCD incidence was 1.18/100,000 person-years (95% confidence interval [CI], 0.35-2.0; women, 1.81; men, 0.52) based on 200 cases over 15.4 million person-years. Incidence increased with age. Half of the CD patients interviewed reported diagnostic delay. Diagnoses more common in CD patients before the index date included essential tremor (odds ratio [OR] 68.1; 95% CI, 28.2-164.5), cervical disc disease (OR 3.83; 95% CI, 2.8-5.2), neck sprain/strain (OR 2.77; 95% CI, 1.99-3.62), anxiety (OR 2.24; 95% CI, 1.63-3.11) and depression (OR 1.94; 95% CI, 1.4-2.68).ConclusionsCD incidence is greater in women and increases with age.     The cost of whole genome sequencing is dropping rapidly. There has been a great deal of enthusiasm about the potential for this technological advance to transform clinical care. Given the interest and significant investment in genomics, this seems an ideal time to consider what the evidence tells us about potential benefits and harms, particularly in the context of health care policy. The scale and pace of adoption of this powerful new technology should be driven by clinical need, clinical evidence, and a commitment to put patients at the centre of health care policy

    Towards Structure-Property-Function Relationships for Eumelanin

    We discuss recent progress towards the establishment of important structure-property-function relationships in eumelanins - key functional bio-macromolecular systems responsible for photo-protection and immune response in humans, and implicated in the development of melanoma skin cancer. We focus on the link between eumelanin's secondary structure and optical properties such as broad band UV-visible absorption and strong non-radiative relaxation; both key features of the photo-protective function. We emphasise the insights gained through a holistic approach combining optical spectroscopy with first principles quantum chemical calculations, and advance the hypothesis that the robust functionality characteristic of eumelanin is related to extreme chemical and structural disorder at the secondary level. This inherent disorder is a low cost natural resource, and it is interesting to speculate as to whether it may play a role in other functional bio-macromolecular systems.Comment: 19 pages, 8 figures, Invited highlight article for Soft Matte
