    A Model for the Elasticity of Compressed Emulsions

    We present a new model to describe the unusual elastic properties of compressed emulsions. The response of a single droplet under compression is investigated numerically for different Wigner-Seitz cells. The response is softer than harmonic, and depends on the coordination number of the droplet. Using these results, we propose a new effective inter-droplet potential which is used to determine the elastic response of a monodisperse collection of disordered droplets as a function of volume fraction. Our results are in excellent agreement with recent experiments. This suggests that anharmonicity, together with disorder, are responsible for the quasi-linear increase of GG and Π\Pi observed at φc\varphi_c.Comment: RevTeX with psfig-included figures and a galley macr

    Velocity Profiles in Slowly Sheared Bubble Rafts

    Measurements of average velocity profiles in a bubble raft subjected to slow, steady-shear demonstrate the coexistence between a flowing state and a jammed state similar to that observed for three-dimensional foams and emulsions [Coussot {\it et al,}, Phys. Rev. Lett. {\bf 88}, 218301 (2002)]. For sufficiently slow shear, the flow is generated by nonlinear topological rearrangements. We report on the connection between this short-time motion of the bubbles and the long-time averages. We find that velocity profiles for individual rearrangement events fluctuate, but a smooth, average velocity is reached after averaging over only a relatively few events.Comment: typos corrected, figures revised for clarit

    Green consumer markets in the fight against climate change

    Climate change has become one of the greatest threats to environmental security, as attested by the growing frequency of severe flooding and storms, extreme temperatures and droughts. Accordingly, the European Union’s (EU) 6th Environment Action Programme (2010) lists tackling climate change as its first priority. A key aim of the EU has been to cut CO2 emissions, a major factor in climate change, by 8% until 2012 and 20% until 2020. The European Commission has proposed the encouragement of private consumer market for green products and services as one of several solutions to this problem. However, existing research suggests that the market share of these products has been only 3%, although 30% of individuals favour environmental and ethical goods. This article uses Public Goods Theory to explain why the contribution of the green consumer market to fighting climate change has been and possibly may remain limited without further public intervention

    The multiple streams framework draws insight from interactions between agency and institutions to explore the impact of context, time, and meaning on policy change and to assess the institutional and issue complexities permeating the European Union (EU) policy process. The authors specify the assumptions and structure of the framework and review studies that have adapted it to reflect more fully EU decision-making processes. The nature of policy entrepreneurship and policy windows are assessed to identify areas of improvement. Finally, the authors sketch out a research agenda that refines the logic of political manipulation which permeates the lens and the institutional complexity which frames the EU policy process

    Anomalous Power Law Distribution of Total Lifetimes of Branching Processes Relevant to Earthquakes

    We consider a branching model of triggered seismicity, the ETAS (epidemic-type aftershock sequence) model which assumes that each earthquake can trigger other earthquakes (``aftershocks''). An aftershock sequence results in this model from the cascade of aftershocks of each past earthquake. Due to the large fluctuations of the number of aftershocks triggered directly by any earthquake (``productivity'' or ``fertility''), there is a large variability of the total number of aftershocks from one sequence to another, for the same mainshock magnitude. We study the regime where the distribution of fertilities ÎŒ\mu is characterized by a power law ∌1/ÎŒ1+Îł\sim 1/\mu^{1+\gamma} and the bare Omori law for the memory of previous triggering mothers decays slowly as ∌1/t1+Ξ\sim 1/t^{1+\theta}, with 0<Ξ<10 < \theta <1 relevant for earthquakes. Using the tool of generating probability functions and a quasistatic approximation which is shown to be exact asymptotically for large durations, we show that the density distribution of total aftershock lifetimes scales as ∌1/t1+Ξ/Îł\sim 1/t^{1+\theta/\gamma} when the average branching ratio is critical (n=1n=1). The coefficient 1<Îł=b/α<21<\gamma = b/\alpha<2 quantifies the interplay between the exponent b≈1b \approx 1 of the Gutenberg-Richter magnitude distribution ∌10−bm \sim 10^{-bm} and the increase ∌10αm\sim 10^{\alpha m} of the number of aftershocks with the mainshock magnitude mm (productivity) with α≈0.8\alpha \approx 0.8. More generally, our results apply to any stochastic branching process with a power-law distribution of offsprings per mother and a long memory.Comment: 16 pages + 4 figure

    Global Standards in Action: Insights from Anti-Money Laundering Regulation

    As organizations have come under the increasing influence of global rules of all sorts, organization scholars have started studying the dynamics of global regulation. The purpose of this article is to identify and evaluate the contribution to this interdisciplinary field by the ‘Stockholm Centre for Organisational Research’. The latter’s key proposition is that while global regulation often consists of voluntary best practice rules it can nevertheless become highly influential under certain conditions. We assess how innovative this approach is using as a benchmark the state of the art in another field of relevance to the study of global regulation, i.e. ‘International Relations’. Our discussion is primarily theoretical but we draw on the case of global anti-money laundering regulation to illustrate our arguments and for inspirations of how to further elaborate the approach

    Leadership, the logic of sufficiency and the sustainability of education

    The notion of sufficiency has not yet entered mainstream educational thinking, and it still has to make its mark upon educational leadership. However, a number of related concepts – particularly those of sustainability and complexity theory – are beginning to be noticed. This article examines these two concepts and uses them to critique the quasi-economic notion of efficiency, before arguing that the concept of sufficiency arises naturally from this discussion. This concept, originally derived from environmental thinking, has both metaphorical and practical impact for educational organizations and their leadership. An examination of three possible meanings suggests that while an embrace of an imperative concept of sufficiency seems increasingly necessary, its adoption would probably lead to a number of other problems, as it challenges some fundamental societal values and assumptions. Nevertheless, the article argues that these need to be addressed for the sake of both sustainable leadership and a sustainable planet

    Mechanical tuning of the evaporation rate of liquid on crossed fibers

    We investigate experimentally the drying of a small volume of perfectly wetting liquid on two crossed fibers. We characterize the drying dynamics for the three liquid morphologies that are encountered in this geometry: drop, column and a mixed morphology, in which a drop and a column coexist. For each morphology, we rationalize our findings with theoretical models that capture the drying kinetics. We find that the evaporation rate depends significantly on the liquid morphology and that the drying of liquid column is faster than the evaporation of the drop and the mixed morphology for a given liquid volume. Finally, we illustrate that shearing a network of fibers reduces the angle between them, changes the morphology towards the column state, and so enhances the drying rate of a volatile liquid deposited on it

    Rheological constitutive equation for model of soft glassy materials

    We solve exactly and describe in detail a simplified scalar model for the low frequency shear rheology of foams, emulsions, slurries, etc. [P. Sollich, F. Lequeux, P. Hebraud, M.E. Cates, Phys. Rev. Lett. 78, 2020 (1997)]. The model attributes similarities in the rheology of such ``soft glassy materials'' to the shared features of structural disorder and metastability. By focusing on the dynamics of mesoscopic elements, it retains a generic character. Interactions are represented by a mean-field noise temperature x, with a glass transition occurring at x=1 (in appropriate units). The exact solution of the model takes the form of a constitutive equation relating stress to strain history, from which all rheological properties can be derived. For the linear response, we find that both the storage modulus G' and the loss modulus G'' vary with frequency as \omega^{x-1} for 1<x<2, becoming flat near the glass transition. In the glass phase, aging of the moduli is predicted. The steady shear flow curves show power law fluid behavior for x<2, with a nonzero yield stress in the glass phase; the Cox-Merz rule does not hold in this non-Newtonian regime. Single and double step strains further probe the nonlinear behavior of the model, which is not well represented by the BKZ relation. Finally, we consider measurements of G' and G'' at finite strain amplitude \gamma. Near the glass transition, G'' exhibits a maximum as \gamma is increased in a strain sweep. Its value can be strongly overestimated due to nonlinear effects, which can be present even when the stress response is very nearly harmonic. The largest strain \gamma_c at which measurements still probe the linear response is predicted to be roughly frequency-independent.Comment: 24 pages, REVTeX, uses multicol, epsf and amssymp; 20 postscript figures (included).
