    Sustainable development and African local government: can electronic training help build capacities?

    A recent study carried out by European and African organizations into the potential for electronic distance training (EDT) on sustainability in African local governments concluded that EDT was both 'useful and feasible'. This article reflects on some of the theoretical and practical implications of that study. It focuses on the connection between learning and sustainability and how EDT programmes might be designed and promoted. The paper argues that, while resource issues and poor access to Information and Communication Technologies (ICTs) create considerable constraints and point to the need for policies to improve access, in general the most important factors for successful capacity building relate to the design of learning programmes that take account of the work contexts and skill and capability requirements of those targeted as learners. 'Useful' and 'feasible' depend on (i) how work-based and work-related learning processes are understood and (ii) the conditions to promote learning within African local government.     Out of distribution detection for intra-operative functional imaging

    Multispectral optical imaging is becoming a key tool in the operating room. Recent research has shown that machine learning algorithms can be used to convert pixel-wise reflectance measurements to tissue parameters, such as oxygenation. However, the accuracy of these algorithms can only be guaranteed if the spectra acquired during surgery match the ones seen during training. It is therefore of great interest to detect so-called out of distribution (OoD) spectra to prevent the algorithm from presenting spurious results. In this paper we present an information theory based approach to OoD detection based on the widely applicable information criterion (WAIC). Our work builds upon recent methodology related to invertible neural networks (INN). Specifically, we make use of an ensemble of INNs as we need their tractable Jacobians in order to compute the WAIC. Comprehensive experiments with in silico, and in vivo multispectral imaging data indicate that our approach is well-suited for OoD detection.     Parameters of Pseudo-Random Quantum Circuits

    Pseudorandom circuits generate quantum states and unitary operators which are approximately distributed according to the unitarily invariant Haar measure. We explore how several design parameters affect the efficiency of pseudo-random circuits, with the goal of identifying relevant trade-offs and optimizing convergence. The parameters we explore include the choice of single- and two-qubit gates, the topology of the underlying physical qubit architecture, the probabilistic application of two-qubit gates, as well as circuit size, initialization, and the effect of control constraints. Building on the equivalence between pseudo-random circuits and approximate tt-designs, a Markov matrix approach is employed to analyze asymptotic convergence properties of pseudo-random second-order moments to a 2-design. Quantitative results on the convergence rate as a function of the circuit size are presented for qubit topologies with a sufficient degree of symmetry. Our results may be theoretically and practically useful to optimize the efficiency of random state and operator generation.Comment: 17 pages, 14 figures, 2 Appendice

    Isotope Effect for the Penetration Depth in Superconductors

    We show that various factors can lead to an isotopic dependence of the penetration depth ÎŽ\delta. Non-adiabaticity (Jahn-Teller crossing) leads to the isotope effect of the charge carrier concentration nn and, consequently, of ÎŽ\delta in doped superconductors such as the cuprates. A general equation relating the isotope coefficients of TcT_c and of ÎŽ\delta is presented for London superconductors. We further show that the presence of magnetic impurities or a proximity contact also lead to an isotopic dependence of ÎŽ\delta; the isotope coefficient turns out to be temperature dependent, ÎČ(T)\beta(T), in these cases. The existence of the isotope effect for the penetration depth is predicted for conventional as well as for high-temperature superconductors.     Contrasting the seasonal and elevational prevalence of generalist avian haemosporidia in co-occurring host species

Such a task is made challenging by the fact that these pressures will likely vary across time and space, as a result of seasonal and geographical differences in host susceptibility or transmission opportunities. Avian haemosporidian blood parasites are capable of infecting multiple co-occurring hosts within their ranges, yet whether their distribution across time and space varies similarly in their different host species remains unclear. Here we applied a new PCR method to detect avian haemosporidia (genera Haemoproteus, Leucocytozoon, and Plasmodium) and to determine parasite prevalence in two closely related and co-occurring host species, blue tits (Cyanistes caeruleus, N = 529) and great tits (Parus major, N = 443). Our samples were collected between autumn and spring, along an elevational gradient in the French Pyrenees and over a three-year period. Most parasites were found to infect both host species, and while these generalist parasites displayed similar elevational patterns of prevalence in the two host species, this was not always the case for seasonal prevalence patterns. For example, Leucocytozoon group A parasites showed inverse seasonal prevalence when comparing between the two host species, being highest in winter and spring in blue tits but higher in autumn in great tits. While Plasmodium relictum prevalence was overall lower in spring relative to winter or autumn in both species, spring prevalence was also lower in blue tits than in great tits. Together these results reveal how generalist parasites can exhibit host-specific epidemiology, which is likely to complicate predictions of host-parasite co-evolution.Royal Societ

    Knowledge transfer in Tehran University of Medical Sciences: an academic example of a developing country

    <p>Abstract</p> <p>Background</p> <p>In the past two decades, scientific publications in Iran have considerably increased their medical science content, and the number of articles published in ISI journals has doubled between 1997 and 2001. The aim of the present study was to determine how frequently knowledge transfer strategies were applied in Tehran University of Medical Sciences (TUMS). We were also interested in studying the determining factors leading to the type of strategy selected.</p> <p>Methodology</p> <p>All TUMS research projects that had received grants from inside and outside the university in 2004, and were completed by the end of 2006, were included in the study. In total, 301 projects were examined, and data on each of the projects were collected by the research team using a standardized questionnaire. The projects' principle investigators filled out a second questionnaire. In all, 208 questionnaires were collected.</p> <p>Results</p> <p>Researchers stated being more engaged in the passive strategies of knowledge transfer, especially those publishing in peer-reviewed journals. The mean score for the researchers' performance in passive and active strategies were 22% and 9% of the total score, respectively. Linear regression analysis showed that the passive strategy score decreased with the increase in the number of years working as a professional (p = 0.01) and personal interest as the only reason for choosing the research topic (p = 0.01). Regarding the active strategies of knowledge transfer, health system research studies significantly raised the score (p = 0.02) and 'executive responsibility' significantly lowered it (p = 0.03).</p> <p>Conclusion</p> <p>As a study carried out in a Middle Eastern developing country, we see that, like many other universities in the world, many academicians still do not give priority to active strategies of knowledge transfer. Therefore, if 'linking knowledge to action' is necessary, it may also be necessary to introduce considerable changes in academic procedures and encouragement policies (<it>e.g.</it>, employment and promotion criteria of academic members).</p
