International data curation education action (IDEA) working group: a report from the second workshop of IDEA
The second workshop of the International Data curation Education (IDEA) Working Group was held December 5, 2008, in Edinburgh, Scotland, following the 4th International Digital Curation Conference. This workshop was jointly organized by the UK's Digital Curation Centre (DCC), the US's Institute of Museum and Library Services (IMLS), and the School of Information and Library Science at the University of North Carolina at Chapel Hill (SILS). Nearly forty educators and researchers accepted invitations to attend, with representation from universities, research centers, and funding agencies from Canada, the US, the UK, and Germany
Reliability after inspection
Flaws are occasionally overlooked during non-destructive inspections, and consequently the products are not 100 percent reliable. The quantitative relationships among the probability of having manufacturing defects, the probability of detecting a flaw, and final reliability are established. Several specific situations are considered: where a flaw might be present; where a random number of flaws are randomly scattered throughout the piece; where some parts of the product are not accessible for inspection; and a general case where various portions are more easily inspected than others, more or less likely to contain flaws than others, or are not inspectable while other portions are
Reliability and structural integrity
An analytic model is developed to calculate the reliability of a structure after it is inspected for cracks. The model accounts for the growth of undiscovered cracks between inspections and their effect upon the reliability after subsequent inspections. The model is based upon a differential form of Bayes' Theorem for reliability, and upon fracture mechanics for crack growth
Minding the Gap: Bias, Soft Structures, and the Double Life of Social Norms
We argue that work on norms provides a way to move beyond debates between proponents of individualist and structuralist approaches to bias, oppression, and injustice. We briefly map out the geography of that debate before presenting Charlotte Witt’s view, showing how her position, and the normative ascriptivism at its heart, seamlessly connects individuals to the social reality they inhabit. We then describe recent empirical work on the psychology of norms and locate the notions of informal institutions and soft structures with respect to it. Finally, we argue that the empirical resources enrich Witt’s ascriptivism, and that the resulting picture shows theorists need not, indeed should not, choose between either the individualist or structuralist camp
Regleprudence – at OIRA and Beyond
There are significant domains of legality within the administrative state that are mostly immune from judicial review and have mostly escaped the attention of legal theorists. While administrative law generally focuses on the products of agency action as they are reviewed by the judiciary, there are important aspects of regulatory activity that are legal or law-like but rarely interrogated by systematic analysis with reference to accounts about the role and nature of law. In this Article, we introduce a category of analysis we call  regleprudence,  a sibling of jurisprudence and legisprudence. Once we explore some regleprudential norms, we delve into one case study – the Office of Information and Regulatory Affairs and the legal work it undertakes through regulatory review – and gesture at how more general attention to regleprudence can improve our understanding of important corners of the Executive Branch

Instrument is used wherever power supply fluctuations might endanger system operations or damage equipment. Device is inexpensive and easily packaged in small chassis
Development of fiber shields for engine containment
Tests were conducted in translational launchers and spin pits to generate empirical data used in the design of a Kevlar shield for containing engine burst debris. Methods are given for modeling the relationship of fragment characteristics to shielding requirements. The change in relative importance of shield mounting provisions as fragment energy is increased is discussed
Exploiting multi-agent system technology within an autonomous regional active network management system
This paper describes the proposed application of multi-agent system (MAS) technology within AuRA-NMS, an autonomous regional network management system currently being developed in the UK through a partnership between several UK universities, distribution network operators (DNO) and a major equipment manufacturer. The paper begins by describing the challenges facing utilities and why those challenges have led the utilities, a major manufacturer and the UK government to invest in the development of a flexible and extensible active network management system. The requirements the utilities have for a network automation system they wish to deploy on their distribution networks are discussed in detail. With those requirements in mind the rationale behind the use of multi-agent systems (MAS) within AuRA-NMS is presented and the inherent research and design challenges highlighted including: the issues associated with robustness of distributed MAS platforms; the arbitration of different control functions; and the relationship between the ontological requirements of Foundation for Intelligent Physical Agent (FIPA) compliant multi-agent systems, legacy protocols and standards such as IEC 61850 and the common information model (CIM)
